The above recommendations were adopted by the Town Board with the further provision that the profile and necessary gaade stakes be provided by the Consultant . Upon motion by Mr . Schwan , seconded by Mr . Phillips and carried by unanimous vote , the report of the Chairman was approved . CLIFF STREET ( ROUTE 9 (i) TRUCK TRAFFIC PROBLEM After considerable discussion about recent runaway truck - trailer crashes in the City , a motion was made by Mr . Vasse , seconded by Mr . Scannell and carried by unanimous vote that the Town Planning Board adopt the concept proposed by Mr . Leary , City Supervisor , of working with all municipalities concerned to find an alternate route for truck traffic until such time as a safe , adequate highway is constructed by the Skate , bypassing the Cliff Street area . BLACKSTONE CIRCLE EXTENSION Mr . Desch pres= ented a plan of the water and sewer extensions in Black - stone Avenue extension . The plan was left with Mr . Buyoucos at the Town Board meeting . After considerable discussion , the Planning Board moved that the developer , car . Prince , present all aspects of the sub- division for final plat approval at one time - at a properly scheduled public hearing . The complete pians should show topography , storm drainage , landscaping of the area involved . The completed plans should shoe the surrounding area for example , i-he road connections to adjoining subdivisions . The above motion was made by Mr . Schwan , seconded by Mr . Phillips and carried by unanimous vote . HOMESTEAD CIRCLE Mr . Pyle presented a new plan of Mr . Prince ' s subdivision on East Hill . The Planning Board noted that many of the requirements set forth by the Planning Board at tine last presentation have not been met . The Board suggested that Mr . Pyle have Mr . Crandall show topography and other features required by the Board before requesting final approval . QUESTION OF RESIGNATION - MR . VASSE The Board deliberated at length on the question raised by some Vilest Hill residents that a conflict of interest might exist in the case of Mr . Vasse being a member of the Planning Board . It was ultimately de- cided that the Chairman should write a letter to the Supervisor stating the following It is the unanimous opinion of t:he Planning Board that . 1 ) No conflict of interest exists nor in the past has one . occurred in the deliberations or voting of the Board . 2 ) Mr . Vasse has served honorably for 13 years as a member , J Planning Board Minutes duly 11 , 1967 Page 3 including a term as chairman . His service to the Board and to the community has been extremely valuable especially in light of his familiar • ity with Town ordinances , regulations , rules , etc . , as well as knowledge of the real estate situation throughout the Town . 3 ) Consequently , the Planning Board finds no justification for recommending to the Town Board that Mr . Vasse be asked to resign . GENERAL TOPICS 1 ) The Chairman reported on the activities of the Greater Ithaca Regional Planning Board . This included : a ) The approval of the Eastern Heights zoning change . b ) The approval of the Resource Development Committee report on County Planning . c ) The applieation for a regional or county 701 plan has been favorably accepted by the State . 2 ) The Chairman reviewed the progress of the Northwest Water and Sewer Districts . MR . GARDENER Mr . Phillips requested the Chairman to invite Mr . Ken Gardener to our next meeting . This meeting was adjourned at 11 ° 15 P . M . Respectfully submitted , Noel Desch , Chairman
