MacNeil , Jr . and Sue StZZndba .v", The meeting was called to order at 7 : A0 P . ,H . by Chairman Noel Desch . MECKLENBURG ROAD AREA CLUSTER DEVELOPc•7EN':1' Mr . Bruce , Mr. . DelRosso , Mr . Fisher and Mr . Grover appeared requesting information as to what is developinc; as ar as the Ceracche Cluster Development on Mecklenburg Road is concerned . They stated that they have filed a petition in opposition to the same . Mr . Vasse stated thE. t this matter has not come up for a public hearing , as yet , and the area residents should wait . until that title to voice any objections they may have to the proposed development . Mr . Phillips explained the purpose and schematic plan of cluster developments in general to the residents . Mr . Desch also pointed out that one of the big questions concerning the Board is who will maintain the areas reserved for play areas and parks . As far as the Zoning Ordinance is concerned , there is no change required to permit cluster developments providing that the overall area per house- is 15 , 000 square feet or more and providing the Town Board gives the Planning Board the authority to approve the development , which the Town Board has given . Mr . Bruce stated that he feels the Zoning Ordinance should first protect the landowners . Mr . Desch stated that at the prior meeting in April when this matter was first brought before the Board , the Planning Beard merely approved the concept of cluster developments in general . He also stated that the Board feels that if the area residents can come up with a unified plan of criticism , which would help the Board , then the Board would welcome any such plan . SAVEY SUBDIVISION - CODDINGTON ROAD NEAR NORTHVIEW - RUSSELL HEIGHTS This public hearing was called to order at 8 : 15 by Chairman Noel Desc ? Mr . Armand Adams appeared representing Mr . and 11rs . Savey , who wer ` also present . Mr . Adams pointed out that most of the lots are sold , with houses on most of them , the road is in , and the Town Attorney has the deed for sam = Plat-ming Board l'Alinutes - tune, 14 , 1067 Page 2 r' � i wni ch is to be called Juniper D .ri. ve . Mr . Adams submitted the final plan showing all contours and the road change to a 60 foot right of way . The Board members also reviewed the preliminary plan on file in the Town Office . Upon .notion by :sir . Vasse , seconded by Mr . Schwan and carried by unanimous vote , Phase No . I or the Russell heights Subdivision was given final approval . No persons appeared in opposition to the foregoing . This hearing was closed at 8 : 35 P . ivi . MARION -- SNYDER HILL ROAD This public hearing was called to order at 8 : 37 P . M . by Chairman Noel Desch . t�?r . Ma.rion submitted his final plan requesting final approval of same . The lots shown with contours are the lots that are not yet sold . i4r . Marion had been requested to show the contours on the map before final approval could be granted by the Board . There was some discussion among the area residents present and the Board members as to the width of the streets in the area and the adjoining Eastern Heights Subdivision . A decision on the Marion Subdivision was adjourned until review is had on Eastern Heights Subdivision and -the public hearing deferred . LUCENTE - SAPSUCKER WOODS ROAD This public hearing was called to order: at 9 : 35 P * Me Mr . Lucente presented his final pian requesting final approval of the same . Mr . Lucente proposes to build 15 houses according to an R- 15 zone on his lots along the west side of Sapsucker Woods Road . These lots are 1001 X 1751 . Mr . Lucente also owns land to the north of these lots . dater and sewer is already in the area . Upon motion by lis1r . . Phillips , seconded by lair . Scannell and carried by unanimous vote , the Board accepted this plan with the exception that the radius of the road be 20 feet and that where existing trees are growing , as many be left as consistent with construction , and that the cedar hedge in the front of the lots a ]Long the proposed subdivision be preserved . This hearing was closed at 9 : 30 P . I . No persons appeared in opposition to the foregoing . EASTERN HEIGHTS , INC . SUBDIVISION - SNYDER HILL ROAD i�it . Manley H . Thaler appeared. representing Eastern Heights , Inc . , the developer . Mr . MacNeil , the Engineer , also appeared and presented a plan showing all the proper '.y involved in. the proposed subdivision and tb road layout of the same . This is the saine plan which was given prelimin- a y approval by the Planning Board . Mr . Mr . AiacAteil explained that the water will be intercepted and there will be less of a problem with water drainage than at the present time . There is a problem of drainage in the overall area , but this is a problem that the developer plans to work ou . 14r . Desch pointed out the face. that Eastern Heights is anticipating ob - taining « n easement from Mr . Frandsen along the property line for the purpose of easing this drainage problem . Mrs . Livesay questioned the two proposed playgrounds as to when they will be deeded to the Town of Ithaca . leer . Desch explained that one of the conditions of final approval is that the two park areas will be deeded to the Town . Mr . Thaler stated that the developer is ready to deed these areas to the Town at any time . Mrs . Krook raised a question as to what school district this subdivision is in . Mr . Thaler answered that this is in the Belle Sherman district , and he also stated that the Hoard of Education has been notified of same . There aY• e four houses now going in with _-' espect to the first stage of development . The timetable for construction depends on the damand . It was pointed out that the road is staked out and will be put in as soon as possible . There was considerable discussion among the area residents , mainly about the drainage problem . This public hearing was closed at 10 : 30 P . M . for executive session by the Hoard members . Air . Desch stated that final approval cannot be given on this matter until the Greater Ithaca Regional Planning Board approves the zoning change . Upon motion by Mr . Schwan , seconded by Mr . Scannell and carried by unanimous vote , this application for final approval was denied because of insufficient information as to drainage , landscaping and establishment of an easement and right of way .for drainage and road extension through -the Frandsen property . MARION DECISION Upon motion by Air . Phillips , seconder by Mr . Schwan and carried by unanimous vote , Air . Marion ' s request for final approval was granted .
