PLANNING BOARD MINUTES
MAY 9 , 1967
A regular meeting of the Toon of Ithaca. Planning Board was held at the
Town Offices , 103 East Green Street , 11: hraca , New York , on May 99 1967
at 7 ; 30 P ,, M ,
Members of the Board present : Chale',magi: Noel Desch ; Elmer Phillips ,
Walter Schwan , James Lacy , Robert Scannell. , John Vasse , Dan Baker and
Secretary Cheryl Ss Beninati ,
Also present .* Rocco Lucente ; John Marion , Fames Lee ( Director of
Regional Planning Officer
LUCENTE BIRCHWOOD DRIVE
Mr , Lucente presented his plan for water and sewer in the Birchwood
Drive area , which plan must be signed by the members of the Planning;
Board before the water and' sewer lines may be installed , This already
has the signatures of the Health Department , City and Village of Cayuga
Heights officials , Mr . Desch informed Mr• r Lucente that before the Town
will be ready to accept the road 1_n this subdivisions Mr , Lucente should
have the contours shown on his plan . etre Sch=roan moved that the sewer
and water lines as shown on the map be approved , Mr . Phillips seconded
the motion which was carried by unanimous vote . Thereupon , the members
of the Board affixed their signatures to the plan ®
SAPSUCKER WOODS ROAD - LUCENTE
Mr , Desch stated that before Mr . Lucente ° s proposal for this area can
be scheduled for a public hearing, , the contours will have to be shown
on the plan ® Mr . Desch also stated that the bearings of the road should
be shown on the plane This was up for preliminary approval previously ,
but the footage per lot was not correct at that time , Mra Lucente revised
his plan , and the lot footage is now 99 X 200 , There is existing; sewer
and water in the area , A public hearing will be scheduled ,
LUCENTE - WARREN ROAD
Mra Lucente stated that he had erected apartment houses in this area
before the existing Zoning Ordinance came into effect . He feels this
area is now a non conforming use within the meaning of the Zoning Ordinance
and requested this area to be re - zoned to Multiple Resid6nce in order
to make it a conforming use , However , the Board members informed Mr ,
Lucente that this is not a non ® conforming use and that since the apart
meat units were erected before zoning; , he need not apply for a zoning
change , Mr . Lucente then stated that he wishes to add thi: vie more
multiple residence buildings , cons sting of about 12 units in addition to
the 17 existing units , It was suggested to Mrs Lucente that he come back

roadways , contours , etc , shown on a proper map . The members of the
Board will also inspect the property in question and then make any
recommendation to Mr . Lucente they feel. justifiable ,,
MARION SNYDER HILL ROAD
This subdivision was up for pre 'liminasy approval in the fall of 1966
at which time Frank Liguori had requested additional data shown or.
the plan , Six lots have been sold acid 6 lots remain vacante This is
an R� 15 zone . Mro Marion requested final approval in order to
sell the vacant lots , but the members of the Board suggested to Mr .
Marion that he find out %iihat the. peop Ie in the area feel about the
proposed water district beforehand :., Mr ., Marion should speak to the
area residents to inquire as to whether then would want to be included
in a proposed water district , the public hearing for which will be
held at the Jude meeting; of the Town. Beard :, Mr ,, Marion should then
name back to the Board , with the contours and the surveyor ' s certificate
shown on his plan ,,
APPROVAL OF MINUTES
Upon motion by Mr . Scannell , seconded by Mr . yasse and carried by
unanimous vote , the minutes of the February 14 , March 6 , March 14 and
Manch 7. 1 , 1967 meetings were approved ,

NORTHWEST WKI'ER & SEWER DISTRICTS
A discussion was held on the area to be Included in the first district ,
Upon motion by Mr . Schwan , seconded by Mre Baker and carried by
unanimous vote , Fir , Desch spas authorized to write to James Dunlap and
work out a program of ` ;,^,rki .-, g with hina, on, this matter ,
JAMES SEE SOUTH HILL Pf IAN
Mr , Lee spoke on the development of South H ' 11 , in which discussion
he stated that the general cS> arlact—er of development is satisfactory ,
and that the major problem is the straets which require major improve
ment s
The Savey and � ucente public hearings be incorporated with the next
regular meeting on June 15 , 1967,
