HomeMy WebLinkAboutPB Minutes 1967-04-18 r t STOWN Or ITHACA PLANNING BOARD MINUTES APRIL 18 . 190 A regular meeting of the Town of Ithaca Planning; Board was held on the 18th day of April , 1907 at 7 : 80 Po ? o in the Town Offices , 108 East Green Street , Ithaca , New York , Members of the Board present : Chairman noel Desch , James Lacy , Elmer Phillips , Robert Scannell , John Vasse , Dan Baker and Secretary Cheryl So BeninaLio Also present : James Dunlap , Anton Egner , Arthur A . Prince , and Richard Wilsen ® NORTHWEST WATER & SEWER REVIEW Mra James Dunlap ,, of Lozier Engkneers , 'Inc . , 10 Gibbs Street , Rochester , New York , attended the meeting and reviewed with the Board members the Northwest Water and Northwest Sewer Dis �` ricts in the Town of Ithaca and a method for making more exact and speciwic proposals to the Town Board for same PRINCE 4 HANSHAW ROAD Mr . Prince pointed out that Mr . Crandall is drawing plans for water and sewer in this subds. vision and the proposers connection with the Texas Lane sewer , which plans are revised as per instructions of Mrd Liguori , Mr , Prince will come back with a final plan for the water and sewer for the 15 lots involved . Mr . Prince also stated that the right or way between his land and land of Otto Schoenfeld has been agreed upon . Mr . Desch suggested that the proposed right of way and the water and sewer be designed together in one complete plan ; after which sections of the complete plan can. be approved individually . EGNE° R CERACCHE CLUSTER DEVELOPMENT MECKLENBURG ROAD Mr . Egner submitted a p moposed subdi 'Lsio o plan ror 100 acres on Mecklen � burg Road adjacent to the City line for a cluster development consisting of 179 building lots . The members of the Board stated that they ars: gn favor of this development in generals Inasmuch as Egner and Niederkorn have made Q. proposes , before the Town Planning Board for a cluster, development adjacent to the City within the Tow-n . BE IT RESOLVED that the Chairman and others of his choice of the Planning Board be requested to work with that fir;:i in the preparation of tentative proposals and suggested enabling legislation that would place 1psuch approval within the jurisdiction of the Town Planning Board , and such proposals will be placed before the Town Board for its consideration , Upon motion by Mro Phillips , seconded by Mr-- o Lacy and carried by unanimous vote , the above resolution was ado -, tech , Planning Board Minutes a April 19 , 1967 Page 2 BE IT FURTHER RESOLVED that the= Chairman appoints Mr . Phillips and Mr . Scannell to serve with the Chairman in this proposal . Upon motion by Mro Lacy , seconded by Mr . Baker and carried by unanimous vote , the above resolution was adopted6 EASTERN HEIGHTS , INC . SUBDIVISION - S .NYDER HILL ROAD Eastern Heights , Ince requested preliminary approval for a subdivision plan on premises at Snyder Hill Road , This is now an R- 30 Zone and the developer requests a change to R- 15 . Recognizing -the fact that it is impractical to develop the proposed area on the basis of an R- 30 Zone , and further recognizing that there is a need for the proposed number of units in this portion of the Town , BE IT RESOLVED that the Town Planning Board hereby gives preliminary approval to the aforesaid subdivision contingent upon re ® zoning by the Town Board from R® 30 to R- 159 and which approval is also contingent upon the establishment of a wager district to include the entire parcel . Upon motion_ by Mr . Lacy , seconded by Mr . Scannell , and carried by unanimous vote , the above resolution was adopted ® Mro Vasse moved that the Planning Board recommend to the Town Board that the following area of the Town, of Ithaca be re - zoned from R� 30 to R� 15 ; That land east of the existing R- 15 Zone approximately , parallel with Pine Tree Road to the Town Line and bounded on the north by Snyder Hill Road and on the south by the R- 15 parcel parallel to Slaterville Road , which motion was seconded by Mr . Lacy and carried by unanimous vote . RESIGNATION OF WALTER J . WIGGINS Mro Desch read the letter of resignatiori of Mr . Walter J . Wiggins from the Planning Boal,d , Mr . Vasse made a motion that the resignation be accepted and that a letter be sent to Mr ., Wiggins acrediting him with his faithfulness in service to the Town , which motion being seconded by Mr . Phillips , was carried by un • i.nimous vote . Mrc Schwan and Mr . Lacy were appointed to continue as a corumilfttee for new membership , upon motion by Mro Phillips g seconded by Mr . Vasse and carried by unanimous vote . ZONING ORDINANCE AMENDMENT Upon request by the Town Board , the Town Planning Board has amended Article IX ( Section 46 ( 4 ) 3 to read as follows The Town Board shall hold a public hearing on the proposed Mu '. tiple Residence , Business , Light Industrial and Industrial Districts , with notice , as provided by law in the case of an amendment to the Zoning Ordinance . The Town Board may then establish thproposed Multiple Residence Business , IVLicht Industria : and idusrial_, Distct quo as toefi.ne - t e�i� boundaries 9 approve the general site plan and impose additional requirements , if any , for the district .
