A regular meeting of the Town of Ithaca Planning; Board was held at the Town Offices , 108 East Green Street , .ithaca , New York at 7a ? 0 P . M . on Tuesday , March 14 , 1967 , Members of the :Board present : Chairman Noel Desch , Elmer Phillips , Schwan , John Vasse , Dar. Baker and Secretary Cheryl S . Beninati . Also present : Stanley Tsapis , John A . Dougherty , Richard Classen , Edward Strok , Robert Grant , Truman K . Powers , David Rumsey , and Rocco Luce_nte , LIBERMAN PROPERTY e EAST SHORE DRIVE - CLFSSEN / STROK DEVELOPMENT Chairman Desch called this public hearing to order at 7 : 30 P . M . Mr . Tsapis presented the site plan prepared by John Ae Dougherty for 1. 02 apartment units on property of Leonard Liberman on East Shore Drive , which property is on a sale contract to Richard Classen , contingent on Planning Board approval of the plana Basically , it is the same plan which was previously submitted to the Bo (-Arc by Mr . Liberman except for the re - location or some of the buildings . Mz . Tsapis pointed out that these will be luxury apartments , with wall� t ;; -- r, etl carpeting , heavily insulated walls , etc . There are three play areas iv • the proposed developments The project is being built by local peopIdn Richard Classen and Edward Strok . Mr . Tsapis also presented buildings plans for the individual buildings which Mr . Classen explained in detail to the members of the Board . Each apartment will have a view of the lake and park , and each apartment will have a balcony overlooking the lake . There are two entrances shown on the site plan , the main entrance having a grade of about 12 % and the auxiliary entrance having a grade of 15m18 % . Mr . Desch suggested breaking, up the long line of parking spaces since there . are more shown on t ; .e plan than required by the Ordinance , and he also suggested that the guardrail along; the parking., spaces be higher than as shown . Mr . Vasse stated that the existing 6 � inch water line contains 240 gallons per minute maximum output . It is possible that with 120 units using water at the same time. , the person at the end of the line may not be ably: to get any wa'> er pressure . It has been suggested that a. booster station to cost about $ 10 , 000 be built . An alternative would be to go across the Jac ,:)bsen subdivision tying in with the existing supply . It was '--,er, #-jested that the following conditions be complied with , to Extension of sufficient water for domestic and fire protectiura - 2 . Approval of Health Department fox, garbage pickup , There being no quorum , it was suggested that the developers work out a common right of way with Liberman with refertence to the dropping of gr=ade: of the main entrance to meet the 10 % requirement and then come back to -the Board for approval , Note : No persons appeared in opposition to the foregoing , This hearing was closed at 6 : 45 P . M , MANN -- INDIAN CREEK ROAD Mr . Mann appeared before the Board requesting information as to what he is required to do in order to develop , ix lots on his property on Indi san Creek Road , Mr . Phillips stated that Mr , Mann should present a schematic subdivision plane showing contours , radius of cul ® de � sace etc , The Board feels that Mr . Mann ' s proposal is very feasible and that he come back to the Board for preliminary approval of a plane DUBOICE ROAD m RUMSEY OF ITHACA CORPORATION Mr , Truman K ,• Powers presented a memorandum on behalf of Rumsey Ithaca Corporation , Rumsey Ithaca Corporation has not supported either the • Northeast Sewer Distract or the Northeast Water District as the yearly cost for sarne would be approxima*. ely $ 7 , 283 . 50 for an area in which less than 10 units would have access to the proposed water and sewer . As an alternative , Rumsey Ithaca Corporation proposes the following . 1 . A roadway leading from Duboi4e Road to parcel 22m1= 1 and running north and south , west of thy: lots now owned by others , with turn arouns at the north and south terminals of such roads conditioned upon the agreement that mains would be constructed upon such road in such a way that it would serve lots to be developed westerly of said access road , 20 The sewer line now shown on the mao to be several feet east of the easterly lots lines of t :ie existing lots , which are 175 feet deeps on the easterly side of the roads be located on or immediately adjacent to the easterly lot line of said lots . 3 . The entire balance of parcel 222 = 2 from the sewer line east be classified as an isolated parcel of undeveloped acreage not served by sewer or water at a nominal annual charge of •$ 1 , 00 . The above alternative would le.a e approximately 25 . 5 Rumsey Ithaca units on the assessment rolls of each of the districts , the sewer unit cost being $ 101 . 78 and the water unit charge $ 62 ., 11 ,. LUCENTE PROPOSAL ,, Rocco Lucente appeared before the Board with reference to the Common Council meeting concerning low cost housing; and th : National Homes meeting held on Murch 13 . Jim Prices with National Domes ., cama up with a soaution more density s smaller lots ( 75 ' X 100 ' ) with a, 0.00 square foot home on such lot . This homy would be a one family thrWe bedroom home , V . A ., and F° . H .. A . approved , There would be no Lav emtent £ but there would be a storage area in •tha garage .
