M . on Tuesday , December 19 , 1966 Members of the Board present were : Chairman Noel Desch , James racy , John Vasse , Dan Maker , w. Ialter Schwan ,, Richard Perry , and Secretary Cheryl So Beninatie Also present were . Tom Iliederkorn and I4ro Gerald I7orrisone 701 ORIE1TATION I-Ir ., rerald Horrison of the Office of Planning ' Coordinationb Bure "4u of Community Planning in Albany appeared before the Board and present( d an orientation on a 701 plan and answered questions from the Board , P-i� Morrison stated that federal funds are very scarce at this time &Pp :C'� 1 used to take about three months whereas it now tabes about one year ft�cm the time the federal government recei ^ae � th ,, aPplicationo Mr ., Morrison also stated that any further work on any regional plan should be done through the regional board rather than give funds for individual effort , i . e . one town . One of the requirements of the 70 .E program is that where a village is situated within a town , the village should be a part of the planning orl; aa0izationo If a town feels it wants a detailed plan , this could be done as part of the regional plan ,, The State e s policy is to encourage county or regional boards Lather than local ones , with the primary purpose of serving the county ane, the com� munities within the county . Mr ® Morrison pointed out various steps the State is now taking for regional planning on a county basis Iiro Desch expressed his appreciation to Mr ,, Morrison for giving a very informative talk LIBERMAN a EAST SIiORE DRIVE CHANr.E OF ZW E Iiro Liberman has requested a change of zone from R - - 15 to Multiple Residence He owns 3260000 square feet of land on a gently sloping terrain ., Isiro Niederkorn presented the plan for the area which he has drawn for Mro Liberman and stated that this area does not have a neighborhood character at this time and has the type of topography that doesn ' t. lend itself too well to ; ' , ; a family homes , and it is isolated by gorges on the north and south and by the highway and the lake . The proposed plan consists of 111 units ( 2 3 bedroom ) of a town hoarse or garden type . The buildings consist of two stories in the front and 2 1 / 2 to 3 stories in the back .
