PITANN ING BOARD MINUTES JULY' 129 1966 A meeting of the Town of Ithaca Planning Board tibias held at the Town Offices , 108 East Green Street , City of Ithaca at 70* 30 PoMo on Tuesday ,, July 12 , 1966 Members of the Board present were : Chairman Desch , Frank Liguori . James Lacy , Walter Wiggins , Walter Schwan and Secretary Cheryl So Beninatio Also present were : Stanley T. sapis ; Attorney , William Fe. rell , Jr � , Robert Bruce , Mro Swanson , Mro Tate , Mrd Mazza ; and Mrs Henry , and Mrc- Tignero MULTIPLE HOUSING SUBDIVISION - 665 CODDINGTON ROAD , WILLIAM FERRELL Mro Ferrell submitted a plot pian of the area , including an. over - all plan showing apartments , parking , landscaping , the floor plan of the individual apartments , and he requested a change in zone from an R � 30 to a multiple housing zoned Mrb Tsapis , representing Mr % Ferrell , stated that Mru Ferrell proposed to erect eight units in one building and that the total cost of the proposed use is approximately $80 , 000a He also pointed out that the parking requirement is met , the side yard requirement is met , and the back yard requirement is met } Also , the Health Department has already approved the sand filter in the area " Upon motion by Mro Liguori , seconded by Mr � Schwan and carried by unanimous vote , it was moved. that the Planning Board recommend to the Town Board that the Town Board consider a zoning change from R - 30 to Multiple Residence including changing the parking in front of the proposed apartments , preserving as many of the existing trees as possible even if it became necessary to change the course of the driveway } Mr. 0 Liguori suggested to Mr � Ferrell that he move his apartments and the sand filter back 50 feet in order to facilitate the parking in front of the apartments and behind the 50 foot right of wayA WILLIAM LOWER - ELM STREET TENSION Mro Wiggins submitted a revised roposed plot plan , showing two alternate routes for the proposed road : 1 The road 'being within the New York State Electric & Gas Corp right of ways 2 ) The road terminate in a turn aroundo Mro Robert Bruce , a resident of the area. , stated that he felt the neighbors would have no objection if the plan were completed according, to Zoning Ordinance Standards and the houses of good qua1ityo Mrs Wiggin assured Mro Bruce that the houses would be completed according to standards and that they would be in a $ 25 , 000 brackets Mro Wiggins requested a change in the ordinance to increase the length of the proposed road requirement to the cul - debsac as this seers to be the best solution to the road problem at this time o However , clue to Xr 1. Wiggins representing the developer , there was not a quorum at this time , r, Punning Board Minutes _ July 12 , Iga � Page 2 and the Boards was able only to suggest obtaining the opinion of the Highway Superintendent after which Chairman Desch will call each member of the Board to give them the results before an opinion is given to Mr - Wiggins BOYNTON - ELMIRA ROAD Mr • Ben V • Boynton submitted a proposed subdivision plan , requestmng approval of a. section of same , including 20 lots It was pointed out that this is presently an Ra30 zone , but Mr ® Boynton also requested a change to R - 9 due to the lot size Mr � Boynton stated that he requested this approval conditional on water and sewer and that the lots are less than the 15 , 000 sqr ftw minimumh requirement • Mrs Liguori suggested that Mr - Boynton apply for approval of a strip development along the Bostwick Road instead of the section applied for , but Mrs Boynton stated that he was not interested at this tin in a strip development as he feels it is best to have the entire sub- division laid out with water and sewers Mr � Boynton stated also that he would not go ahead at all until he has assurance of water and sewer and also F * H * Aa approval of the whole plan with road lay - outso 40 Upon motion by Mr • Liguori , seconded by Mrfo Wiggins , and carried by unanimous vote , it was moved that the Planning Board get a legal descrip - tion and recommend to the Town Board that a change be made in zoning in this area from R - 30 to R - 9 and that the Board approves the proposed subdivision in principle only ITHACA ZONING ORDINANCE AMENDMENT - SWIMMING POOLS The Zoning Officer brought to Chairman. Desch ' s attention a problem with respect to swimming pools in the Town of Ithaca , It was suggested that an amendment be added to the ordinance restricting swimming pools in the Town of Ithaca % Mu Desch submitted the section from the Harrison , New York ordinance relating to swimming pools and requested suggesti. ens from the Board members as to how this could be incorporated in the Town of Ithaca Zoning Ordinance > The following amendment was suggested . "Any swimming pool which is so constructed that more than one foot of which structure shall be above ground may be located within the portion of the lot in which accessory buildings are permitted under the provisionb of this ordinance applicable to the district in which such lot is located ! Every swimming pool shall be surrounded by a wooden picket or woven fence or . other equivalent protective device not less than three feet high Every opening in such fence shall be protected with a gate equipped with a closing device Every swimming pool shall be constructed to provide proper drainage * BUDGET FOR- COMING YEAR Mro Desch suggested that the members of the Board give some thought as to their suggestions with reference to the budget for the coming yearn '.
