HomeMy WebLinkAboutPB Minutes 1966-06-14 Z TOWN of ITHACA PLANNING BOARD MINIJTES JUNE 14 , 1966 A meeting of the Town of Ithaca Planning Board was held at the Town Offices , 108 East Green Street , City of Ithaca at 7 . 30 P * Ma on Tuesday , June 14 , 1966 , Members of the Board present were . Chairman Desch , Elmer Phillips , John Vasse , James Lacy , Walter Wiggins , Walter Schwan , and Richard Perry Also present were . William Lower , Loraine Copeland , Robert Bruce and Loran Mariono The minutes of the April meeting were read and approved The minutes of the May meeting were approved after the following correction : It was added to the minutes that Leonard Liberman requested this Board to take action to correct the lack of screening in front of the Cayuga Heights plant and also -to take action to correct the unsightly nature of the rock fill along Route 13 SAVEY SUB-DIVISION • There was a request to approve three additional lots on the west side of Coddington Road for building perraitso Mro Desch stated that he had spoken to Mr4 Liguori , who stated that as far as the Health Department is concerned , they are willing to review , on an individual basis , build» ing permits for three additional houses and to authorize the Zoning Officer to issue building permits for three lots subject to Health Department approval of each individual loco Mr � William Bd Kerr , Town Supervisor , had concurred with this Upon motion by Mro Phillips , seconded by Mrl> Vasse , and carried by unanimous vote , it was moved that the Zoning Officer be authorized to issue building permits forthe above Lots ( 318 , 322 , 324 Coddington Road ) ° DREW SUB-DIVISION Chairman Desch read a letter from Attorney Armand Adams concerning the Board ' s original decision , following, a. public hearing , to increase the size of Lot S in the above sub - division at the expense of Lot 6 , ma'swing it more suitable for placing a house on. same Recently , the opportunity has come to sell Lot 6 , but the prospective purchaser will not buy the lot unless the piece of land which increased Lot 8 is included with Lot 6a The developer is recommending that Tot 0 be increased , but not by way of decreasing Lot 6 due to the fact that Lot 69 if decreased , would have a. topographical problem The plan submitted by the developer would permit development of individual sever systems as the 30 , 000 • minimum requirement is meta Upon motion by Mru Wiggins , seconded by Mro Vasse , and carried by unanimous vote , it was moved that the Board grant prelimina-i"j approval of the ;yap as amendede Planning Board Minutes June 14 , 1.966 Page 2 • WILLIAM LOWER 9 ET14 STREET RZTENSION Mro Lower has entered into a contract to purchase property on Elm Street on West Hill which he proposes to develop as a subdivision Mr , bower was represented by Mr -4 Walter Wiggins who submitted two preliminary plans which were prepared by Mr Niederkorn and showed two alternative road laymiouts It was painted out that the Health Department sees some problems in this area with respect t• o sewers , and they may approve only every other lot until pub:? ic sewer comes into this area. , It is anticipated that within two years there will be public water and sewer in this area .4 The only other complication is that the proposed road which is shown running Tn' ^lest Haven is across lands within the New York State Electric Gas Corps right of way However , Mr , Wiggins stated that there would be sufficient room within the right of way for the proposed road Mr � Brice , a resident from the area , stated that he was concerned with the proposed road coming too close to his house ., Mrd Wiggins also pointed out that the right of way for high tension lines restricts construction of a dwelling , but they do not restrict how the land will be used under the lines ; he also stated that if the road cannot be built here , an alternative route will be found John Vasse stated that the main cont� ern of the neighbors should be the • quality of the construtition to which Mr � Wiggins replied that there Is no intent to build minimum houses in this proposed subdivision The following facts were presented : The lots meet minimum standard of 15 , 000 sqn fte ; 2 ) This is an. R - 15 zone * 3 ) The conceived prices of the dwellings to be erected will be approximately 825 , 000 per dwel '.1ingp and 4 ) The subdivision is 450 feet in widtho. Chairman Desch stated that he was concerned about the final, layout that would come out of this as far as topography is concerned Before preliminary approval can be given. , he would life to see the use of these lots as far as topography is concerned Chairman. Desch also stated that; the Board has reviewed. the proposed subdivision plan favorably in principles but the requirements of the subdivision ordinance and the means of developing the entire subdivision as it relates to egress from public highways must be clarified before preliminary approval. can be. given , The general lay - out is accepted provided -the access roads can be developed in a ma.rner satisfactory to the Boars? JOHN MARION SDTERVILLE R04..:.a , PINE TREE PLOAD SUB - DIVISION M) - Marion appeared befor ethe Board requesting a deletion of one lot from the approved subdivision pla.nr• Mr � Perry moved that the plan be amended and this lot be removed from same - Mrd Wiggins seconded the ' motion which was carried by =unanimous vate � Mry Desch also requested that Mr " Marlon submit to this Board a subdivision. plan for the proposed subdivision on Snyder Hili Road Planning Board Minutes - June 14 , 1966 Page 3 IORAIu MARION - NORTH�AdEST CE"ZEyERY ASSOCIATION • Mrc. Marion stcated that it has become necessary to extend the cemetery and sell lots in order to maintain the same o Dr o Goth has indicated that he might sell some property to the cemetery • However , this would require all of the general funds of the association , and it would also be necessary to borrow money - Mru and Mrso Freer have offered to donate a section of 5 acres located at the corner of Hayts Road and Trumansburg Road MrQ Marion stated -that he would like to give his board ( NoWe Cemetery Assn ° ) an answer at its next meeting as to whether these 5 acres would haul- to be rezoned. in order to permit a cemetery in this R �15 zone NIr Wiggins stated. that there are two alternatives in this matter : 1 ) Amend the Zoning Ordinanceso s 2 ) Rezone the areas Upon motion by Mrd Phillips , seconded by Mro Schwan and carried by unanimous vote , it was moved that R ~ 15 be amended to add to Use Regulations to include cemetery and the building and structures incident thereto , but only upon special approval of the Board of Appeals • STA.TERVILLE ROAD - MANDEVILLE REQUEST FOR COMMERCIAL ZONE Mr � ?Mandeville had submitted a sketch to Chairman Desch of his property and indicated that he would like to have this area re - zoned commercial ° However , Jt was the unanimous .feeling of the members of the Board that they are against re - zoning due to the rise of the laud for ingress and- egress ndegress to and from the property REPORT ON PARKS Chairman Desch and Mro Schwan are going to meet at another time with reference to the parks which Mro Lucenti has proposed to deed over to the Town REPORT ON TOWN BOARD MEETING Chairman Desch stated that it was resolved to extend the water and sewer districts on South Hill , and that progress is going ahead on same LAKE SEAL DIVISION - BUILDING DEMOLITION It wa.s pointed out to the Planning Board that there is a building in the bake Seal :Division area. which is only partially demolished Upon motion by Mrs Wiggins , seconded by Mro Perry and carried by unanimous votF it- was roved that .-he Board suggest to the Zoning Officer that he contact the people involved and inform thew that this constitutes a violation of the Zoning Ordinance = REQUEST OF K.EN GARDINER TO ATTEND MEETING Mro Phillips suggested to the Board that Mro Ken Gardiner attend a meet ® Ing in order to point out the facts with respect to plans for adjacent areas and also point out =a-arious matters to the board with respect to what has been dome throughout the state as far as pooling counties , with an expert to help the development of the particular areav The members of the Board were in favor of this sugr eation � Pl arming Board Minutes - June 14• , 19bb 'age 4 This meet atg wa.s ad j ourneU at 9 * 35 P * 14 Respectfully submitted , Cheryl So Beninati Secretary
