HomeMy WebLinkAboutPB Minutes 1966-04-12 TOWN OF ITUACA PLANNINCBOARD MOL"N ITS APRIL 129 1968 A meeting of the Town of Ithaca Planning Board was held at the Town Offices , 108 East Green Street , City of Ithaca , at 7 : 45 P ® M . on, Tuesday , April 12 , 19660 Members of the Board present were : Chairman Desch , Walker Schulan , James Lacy , Elmer Phillips , Frank Liguori and John Vasse . Also present wers . Lennard Leiberman and Stephen �Tacobs . The meeting was called to order at 74. 45 P . M , The minutes of the March 3 meeting, were approved , Chairman Desch read a letter to the members of the Planning Board which he had written to Mr . Robert J . Wells , thanking, him for his coopera.1' lon over the years with the Planning Board . PARK REPORT Mr * Schwan reported that he will accept the position of Park Commissione $ . 49 Chairman Desch reported that he is awaiting a letter from Mr . Egner on the proposal for coming rip with a program for the management of the proposed parks * REPORT OF TOWN BOARD On March 18 , Chairman Desch received a letter from Supervisor William B . Kerr , in which Mr * Kerr requested that the Chairman of the Planning Board attend Town Board meetings . Mr . Desch reported that he attended the meeting of the Town Board held on Monday , April 119 19660 Mr . Phillips suggested that if , in the future , Mr , Desch is unable to attend Town Board meetings , another member of the Planning Boards, prefer= ably VicemChairEnan Lacy , should attend same . The question was raised at the Town Board meeting as to what the position of the Planning Board is on the feasibility of extending roadway lighting into the interior once the intersections are lighted . At present , there are 51 new lights going in at the various intersections in the Toren of Ithaca * It was noted that the proposal for intersection lighting as submitted to the Town Board by the Planning Beard was approved in general . However , the Planning Board feels that it is premature at this time to plan interior lighting due to the fact that the Intersection lighting is not completed , and them may be some changes with respect to the intersection lighting before it is finally completed . The members ^� of the Planning Board feel they should first get a reaction on the inter� section lighting as completed before dosing anything concerning interior lighting . Planning Board Minutes m April 125, 1966 Page 2 Report of Town Board ( cont ' d ) New Assessor It was pointed out to the Planning Board that Mr. Kerr had suggested a full time assessor and a part time zoning officer and building commissioner . The Town Board interviewed Mr . Franklin ,, who . has applied for the job as assessor on a full time basis , Mr . Fells has agreed to work on a part time basis in preparing the 1966 assessment roll from the 1965 roll , with new construction added . LEONARD LEIBERMAN APPROVAL OF BUILDINn PERMIT Mr . Leonard Leib«:.-°iUan submitted a building permit and site plan for preliminary approval by the Planning Board . He also submitted a. topographical survey propared by Carl Crandall , Civil Engineer , for the Board ' s conv2:*nirrwe . The topographical survey shows grade es prior to Mr . Leiberman ' s improvement of a portion of the area . fir © Lelberman plans three stages of improvement , 1 ) a car wash and gas facility ; 2 ) a drive - in restaurant ; 3 ) a motel . It was brought to the Bcard ' s attention that this area ( Lake Shore Drive ) is zoned 1 . ommercial " E " . It was also pointed out that the Lake Shore Drive Sewer System has been approved as a plan in Albany , The site plan submitted by Mrs Leiberman did now show the tbree stages as they will be developed with the completed topography . The main problem the Board is concerned with is _ the fact that the car•: .wash is not a permitted use in Commercial " " zoningo Mrq Ids iberm'an pointed out that the setback of the car wash and gas facility will be . 60 feet from the right of way of the highway , The car wash would be. . for washing both cars and boats ,, and the gas facility would be a pump only . It was the opinion of the Planning Board that a site plan invorporating the follow icor be . submitved to the Planning Board before approval of the building permit can be granted : 19 the new contoura ; 2 ) a layout of the boundaries of the area $ 3 ) a justification of the car wash and gas pump ; 4 ) phasing of the three stages , 5. ) placement of buildings ; 6 ) landscaping ; 7 ) location of roads for ingress and egress , The forego `.n ,g was put into the form of a motion by Mr . Vasse 9 seconded by Mra Phillips and carried by unanimous; vote , Mro L,eiberman stated that he would have Mr . Crandall prepare this new site plana , which plan will be submitted to the Planning Board for approval , After . such approval , Mr . Leiberrman is to go to the Zoning Board of Appeals with reference to the oar wash and gas facility to obtain their approval of same , • SEPARATE HIGHvRISE ZONE Mra Phillips suggested that a separate zone for high =rise buildings could be coordinated with topography and grade on a performance function basis , Mra Vasse stated that each application for hig h© rise be approaches from an angle as far as; topography is concerned , Planning Board Minutes a April 129 1966 Page 3 REGIONAL PLANNING BOARD Mr . Liguori stated that Route 96B is still a problems There has been a problem with ai proposed ne;r route coming down near Ithaca College and throe Morse Chain property ; the Stnte is not agreeable with this plana The State has sewn the Riley plan , but this doesn ' t solve the problem as far as the City and the Town are concerned . Mr . Liguori also informed the Board that the Chamber of Commerce is pushing strongly for a new main artery from Pennsylvaniav through Ithaca , and tying up with the neva highway at Cortland . They are trying to get this started under the Appalachia Program . Senator Robert Kennedy gill be approached on this matter when he comes to Ithaca . Mrs Phillips suggested that a member of the Chamber of Commerce ( perhaps Mickey Marren ) come to the neat Planning Board Meeting to explain the various highway problems to the member a of the Planning Board . Mr . Liguori also suggested that Mr . Tom Senn , a member of the Regional Planning Board , also attend a meeting of the F `,aanin �, Hoard to explain the problems of Route 96B . It was also pointed out that Mr . Senn is going to look into the matter of a dump ordinance ,; Upon motion by Mro Lacy , seconded by Mr .
