Also it was felt that with oiir problems and need of providing wager and sewer services to different areas , that where possible service lines should be -installed prior to surfacing to avoid doing the fob twice or more . To date road surfacing has been a general. Phillips questioned the smoke nuisance , with respect to the present operation of—the Cornel- ? Uni_ versity heating plant ,, and the application of the Zoning Ordinance -thereto . `s:. .
