Planning Board
Minutes September 8 , 1960 Meeting
Eagles Building
Present Liguori , Wiggins , Perry, Vasse , Phillips , Marion, Bruska and Waring
also Boynton, falls , Dr . DeProsse , Parsons and the press .
Chairman Liguori read a report from Jim Miller on the Kendall Avenue Urban
� � , Revewal plan outlining the progress of this project . 'Miller will be asked
34AJ3" to attend the next meeting so the details may be discussed and definite steps
taken toward completion .
Parsons , Planning Consultant , submitted a detailed report with map on
the commercial development in the 'dorthwest Lr a and discussed same in detail
with the board . ( Copy of this report made a part of the official minutes ) . Mr .
Parsons stated in a summary of his report pertaining to the proposed commercial
area that " The site would be acceptable for shopping center development if and
when a market develops . There are undoubtedly many other sites which are as
good as this and a number which would be much better . In view of the above
evaluation rezoning here appears undesirable at present . The site should , of
course , re considered if it is proposed for a neighborhood shopping center . "
Dr . DeProsse , President of the F. W . Civic Assoco , read the following resolution
which was passed at a recent meeting of that group .

i k4� we need a Commercial Zone in this area , in view of the proposed rerouting of
; ' ung Route 96 , which would make the business district of the City of Ithaca more available . "
Dr . DeProsse further stated that the feeling of the association does not entirely
rule out a Business A zone but they feel the need is 10 to 20 years down the line .
It was moved by Wiggins with second b;r Phillips that Y . C . Parsons again be en.
gaged to determine the desirability of Business A locations at ( 1 ) Pundy=T-burg
Road Area , ( 2 ) 'Forth of professional building on Fast side T-burg Road , ( 3 ) Across
fron professional building on Lest side of T. burg Road , ( 4) On I . O . O .F . farm West
side of T=burg Road . Motion carried .
Wiggins reported on trailers and trailermarks and presented suggestions for amend-
ing the present zoning ordinance . After a lengthy discussion the following prom
posals were made .

Moved .by Wiggins , second by Bruska , to amend Art . 13 , Section 59. , of the Ordinance
as follows .
Trailer camps or parks . and trailers or mo Ile homes for permanent occupancy shall
be prohibitedin all districts , except"'%Q , one mobile home may be placed on a ,lot
Iin . a Residence or ;Agricultural District for use as temporary . housing during the
construction: of a permanent dwelling for period not to exceed 18 months , unless
such period be extended by permission of the Town Board provided that said trailer
shall be occupied by the owner of record of said lot e. ( Last senterico unchanged ) ,

to be known as Section 59A , was proposed and carried .

plot plan of the Wgplf sub-division at T. burg and DuPoise .Roads called Map #1 ,
dated August 3 , 1960 , prepared by Tom "Killer was presented for ap•aroval . This
was given in a motion by Vasse with second by Pruska .
No action was taken on the Arthur Prir4a sub-division on Hanshaw Road as all the
.dam `5 required documents have still not been received .
Vasse reported on the . R,X St eet road improvement and stated quite a -bit of work
4iad been accorplished by the Kay Street group but he felt it should be checked
1Ga by Town Highway Superintendent Morey before any recommendation from this boa d-. �
fife Vasse . reported that he had investigated several sites for a proposed Torn Ha 1
� ^ and would like to continue on building and location before giving an official
report to the board .
In a letter to the Planning Board , Supervisor Boynton requested the board to in.
ve,stigate several proposed highways and drainage systems with the recommendation
J�. that they be placed on the official town map which will• be prepared shortly . ( Copy
of letter part of minutes ) Liguori and Phillips to imiestieate and report at next
meeting,
