HomeMy WebLinkAboutPB Minutes 1960-06-09 �z •p r'" TOWN OF ITHACA PLANNING BOARD P!inutes June 9 , 1960 Meeting Eagles Building Present - Liguori , Wiggins , ?'anion , Vasse , Perry , Boynton and Wells Omitted froom May 18th r3nutes was a discussion on the possible use of the Inlet Valley School ' f or a Town Hal]. and a copy of the rcimtes to be sent to Homer DeGraff explaining the board ° s action on his sub- division , A new layout plan was submitted for the Professional Building which satisfied the re - quire,ments set forth by the Planning Board at the Fay 18th meeting . In a motion by Wiggins and seconded by Yarion it was voted to accept completely the above plan . East Shore Business Area C - Letter from Tri State Egg and rap of Liberman property requesting Business C was displayed . In a motion by T'arion and second by Vasse the Planning Board voted to adopt the following resolutions 9;XEREAS0 the Planning Board of the Town of Ithaca has received an application from Yr . Leonard Liberman and the Tri-State Egg and Poultry Company to rezone as a Business C District certain lands owned by them located on the east side of Few York Highway Route 349 bounded on the north by the first ravine south of the military lot line dividing Yilita.ry Loots 88 and 899 and bounded on the south by the Cayuga Heights Sewage Plant , bounded on the east by the Old Shortline Railroad bed and bounded on the west by the state high•rayr , and . WHEREAS , after a study of the area and the needs of the Towne the future character of the neighborhood in the adjacent areas and the comprehensive plan of the development of the Town it appears to the ' satisfaetion of the planning Board that it would be in the best in- terests of the Town of Ithaca to rezone said area as a Business C District , and WHEREAS , it ar:pears that through an oversight on the part of the Planning Board in their recommendations -as to the locations of Business C Districts in the Town prior to the adoption of the revised zoning map said area was erroneously included within a R15 Residential Districts and WHEREAS , it appears that the only method of rezoning said area frog. its present de - si.gnation , R1% to a Business C District is to first recommend to the Town Board that said area be rezoned R9 and in the event that said R9 rezoning is adopted , a further recommenda- tion that said area be rezoned Business C District . NOW , THEREFORE , BE IT RMSOLVED that the Planning Board of the Tcrin of Ithaca hereby recorrrends to the Town Board of the Town of Ithaca that the above described area of land owned ty Mr . Leonard Liberman and the Tri-State Egg and Poultry Company be rezoned R9 and that the public be advised that the purpose of rezoning said area from R15 to R9 is to enable the Town Board to subsequently rezone said area Business District G in accordance with the comprehensive zoning plan for the Town of Ithaca . Yr . Geo . Newman and ' Yx . Everett 'Milson representing the Electric and Gas Corp. explained the proposed submatation on the T-burg Rd . relative to bountry lines , landscaping etc . It was reported that building permits were issued for sub stations on Mr. St . and the T-burg Rd . Dr . Goff questioned why the station was not located back 50 feet from the road . In a motion by . Wiggins' with second by Vasse it was recommended that the Zoning Board grant a variance ' to the Flectric and Gas Corp . to allow for a 5 ft * rear yard which will in turn a'now for a fence to be 50 ft . from the road . It was further suggested that the Electric and Gas Corp. secure additional land from the I . O . O . F. Protion carried , A letter from Dr . deProsse , P:hairzan of the IN Civic Assoc ., was read reporting that in a. meeting the group voted 54 to 60 against the proposed insurance building on the T�burg Rd . P `Y 2 C7 At this meeting 14 area residence were present all opposing the insurance building in particular and the Business A area in general . They stated there was no need for this building in the area but could understand the substation as being a vital need to the community. Further , they could see no need for a buffer between residence and the sub- station . After such discussion a motion was made by Wiggins and seconded by Yarion to recommend to the Ithaca Town Board that they permit the Business A area to remain on the Zoning map . Notion carried 3 to 1. In a letter to Bob Wells , Yrs C . Cook asked the feeling of the Planning Board toward the County Library Assoc . buying the Inlet Valley School . The Planning Board favored this action . The Zoning Committee in reporting on Trailera , Art . XIIISeet . 59 asked for time to rake further study and reaomnendations for amendment and also wished to study the fairm trailer condition and requirement . In a letter from R. J. liens to F. Liguori and W. Rolston the Planning Board took the following action . (Refer to letter in possession of above people ) 1 No change recommended T 4 Tabled for study 19 2 Referred to Zoning Comae . $ 5 Referred to Zoning Corm . If 3 Recommended to Town Board q 6 No action Notion by Wiggins second by Perry to amend Seat . 75 as follows " No principal building or accessory building in any district except an accessory building in an Agricultural District shall be begun or extended" - ( Continue per ordinance Second portion of letter Iq 7 referred to zoning corrittee . • The Chairman read a letter of resignation from Byron Saunders who is leaving for a year abroad . In a motion by Wiggins , seconded by Vasse the Planning Foard agreed to recotrrrend to the Town Board that Gordon Waring be appointed to fill out the unexpired term of Saunders . Waring will also remain as the boards secretary. Vasse was appointed to the chairmanship of the Sub division corrittee . Bill from K . C . Parsons in the arount of X125 .00 for work done on the Pine Tree - Slater- ville Road sub division was approved . Yeeting was adjourned at 10 : 55 , next meeting June 23rd .
