He ' -then. gave - a brief history . ofthe' request for a change of zone ' ,from residential to commercial " of the, .Charaes Collins property . Mr : Funk of the Atlantic Refining Co . presen 06d a proposed develop - ment plan , for. the area . He was assisted byf r . McCambridge , Atlantic ' s : Area Manager . ' Mr . Funk explained that the -area would be developed by Atlantic . but . that Atlantic would- try to sell the buildings after develop - ment . PIt was . pointed out that the .area , is somewhat larger than that now occupied - � by the new. * A&P . Mr . Heasley asked if all four corners of Warren-Hanshaw should not be made Commercial rather than only one . Mr . Truesdale then stated that if the ' otYier corners were made Cbmmerci•al he would feel that the Town officials would' be breaking a . trust which the people . of the area had placed. with them . Householders . o.f the area have . invested many thousands • of. : dollars in residences and commercial . development wohld hurt that in- vestment' : Mr . :Heas1y explained that the need for such an area so close . to the . Commun ty ..; Corners was very doubtful , begausecf the. 1ast 10 years of operation of that area only the last 3 years , have been of sufficient volume . to . be , profitable . 'He' also pointed out that he could have sold to a f. o.od chain store ' but that ' if he had, the control of the operation of the store would be lost to the chain . It, `was : po nted . out that projected development figures for the area are . . . Very, . -ppeculative because of instability of 'the areas surrounding the Town of Jss6haca fwhere there ,is absolutely no . 'zoning . . at ' present . w - If Ned Boyce . point. ed . out that the precedent of a small zone . would make establishment of future Commercial zones more difficult to control . Mr. e Watson, sai-d that the Greater Ithaca Planning Board • was now about 1/3 of the : way :finished with A comprehensive ' study of ' the entire area . Mr . Thomas Mackesey objected to the general plan pointing out that it would not be in the best, interest - of the Town and would necessarily have : .an adverse effect. . on * property in the . area . Mr-.` Funk - po.inted - out -that ' the Town .could make. certain that the area developed . according to the plan presented '. He said that development of areas - for shopping near plants have not been successful . He said that people buy from their homes --not from their business places or from m - supers highways . Mr McCambridge said . he did not know of any loca- tions available at the Corners Community Center . Town ' of Ithaca . Planning Board Meeting December 3 , 1958 A protest against the proposed change . . Ofl zone was signed by 31 peroon sons . After considerable discussion by the Planning Board members , in which it was pointed. out that all parties to the Collins property rezoning requestdeserved a- definite • answer rather than further delay , the fol - . lowing resolution was presented : " Based on information presently available to the Planning Board , it does not4seem .appropriate to rezone -the - Collins property at the corner of Hanshaw. and Warren Roads from residential to commercial type . , zone . As further information becomes available through the regional master . plan now. . under ` preparation , . a reconsideration of the needs for a planned commercial disivrict in this area of the . Town may be in order . " The . Plannirig Board therefore recommends - to the Town Board that no action be - taken -to rezone the property at this, time . " Mr . W . E . @Denni:s presented a subdivision map for his land on the Cod - dington , Road . - Approval . of the . map was - , held pending review by the Zoning Board . of, Appeals for variences and - the Zonl Officer for accuracy and . content . The Planning Board . unanamously recommerlded . to the Town Board that the areas shown in -plan #1 of the Bostwick-Elmira - Road - Light Industrial Zone Study be � rezone �d to. Light Industrial . Appeals met to consider the appeal of Thomas Parker concern- Ing his lot on Northview Road . The Board . clarified its ruling on this lot " by . stating that the ammended otder ' on the Thomas Parker lot refers to both the front and the rear _ lot .
