HomeMy WebLinkAboutPB Minutes 1957-07-01 , MI11UTES PLANNING BOARD OF THE TOWN OF ITHACA July 1 , 1957 Present :: Watson , Iiirst , Liguori , Vasse , Boynton , Gordon Absent : Phillip :s Mr. Boynton introduced a. discussion on the proposed amendment by the Planning Board of the required lot sizes as stated in the. Zoning Ordinance . Mr . Boynton reported that the Board of Appeals has objected to the lot sizes as proposed by this Board and that the. Board of Appeals is not recommending the amendment to the. Town Board* Mr * Liguori pointed out that the amendments were drafted as a result of a comment by the Board of Appealsto the effect that they did not feel that it was their job to consider variances on lot sizes except in the cases of extreme hardship ,* The; Board. of Appeals gave. us the umpression that if the Plan ping Board. felt taat the lot sizes as. presently listed in the Zoning - Ordinance are not satisfactory # that an amendment should be made , Mr• Gordon pointed out that the: Town Board will hold a hearing on July 2nd in connection with the proposed amendment and he suggested that members of the Planning Board attend this hearing. ( The hearing was attended by Watson and Liguori and the Town Board adopted the amendment essentially as proposed . As adopted , the variances in lot dimensions are optional without the need of proving hardship . Mro Rocco lacent .i. presented a preliminary plan of tha linston Drive sub-division. The. Board reviewed the plan and comments were addedtA the preliminary plan as necessary . In particular , the Board requested that lot dimensions be shown for, a11 lots, that provisions for drainage be shown more explicitly including culverts and that:permanent momuments be located act the . c orners of the subdivision boundaries . The Board informally agreed to issue a conditional approval on the subdivision afterthe final . plans have been prepared pending construction of the water mains by the proposed water district and pending completion of the roads . However , no lots are. to bedeveloped until the water supply and the roads have been completed . Messers LoPinto and Sovocool , Attorney ' s forpthe trailer interests , submitted letters with comments and recommendations in connection withthe proposed trailer ordinance * A• general discussion followed on all the comments presented by LoPinto and. Sovocool . Several of the. items required additional clarification and Ivtr .. Boynton agreed to prepare: anew draft of the, proposed trailer ordinance and submit copies e " -° to. the Board for review . Mr * Liguori pointed out that it might be advisable to amend the Zoning Ordinance to include another " district " which could be known as. a: "trailer district " ' and that the trail-vie ordinance be incorporated as part of the: zoning ordinance . Thiswill be considered* The Board discussed theproposed amendment W Article 7 , Section 42 of the general provisions of the Zoning Ordinance in connection with storage of refuse and. offensive material on property within the town* The: Board felt that additional study was needed. before a final recommendation is made to the. Town Board . Mr. Boynton reported that two school teachera in the City of Ithaca , Orlando Turco and Larry Bach , have been employed by thetown on a part -time basis for the summer months . Both men receive $1 . 25 per hour for their services and $ . 07 per mile, for the: use of their cars . Mr . Boynton reported that the men are presently carrying on a land use survey within thetAwn and are making very good progress , In addition , a map cabinet has been ordered and maps are being filed so that they will be readily accessible to all concerned * It was suggested that Mr . Gordon provide the two parttime employees with credentials to avoid any conclusion or misunderstanding by eople in the town* Next meeting is scheduled for Aug . 7thtthe first Wednesday of the Month ) * Frank R, Liguori , Secretary
