F� PRESENT : Watson , Vasse , Phillips , Liguori , Gordon , and Kravetzt 3 ® y b V ® Q Minutes of the last meeting were read and were accepted . Rocco Lucenti presented his proposals for a subdivision known as Christopher Circle located west of Warren Road . Plans for this subdivision were first pre- pared in 1953 and the proposals for water and sewage were approved by the Health Department on November 17 , 1953 . Streets in the subdivision have been constructed and approved in accordance with specifications of the town highway superintendent and are acceptable . There was a discussion of the drainage problems and Mr . Gordon was somewhat concerned over possible effects of the drainage as it flows on other riparian owners . There was some question as to exactly what the responsi- bility of the town is in connection with drainage after roads have been dedicated to the town and it. was agreed that Mr . Gordon would look into this question . It was decided that the plans should show the pipe sizes under driveways and the diameter of all pipes located under roads . The north side of the Christopher Circle subdivision borders property owned by Otto Schoenfeld , Mr . Lucenti proposes a 101 reserve planting strip between the road known as Christopher Circle and the Schoenfeld property . Mr . Lucenti proposes to dedicate 2 - 601 access strips through the planting strip at each of the existing road intersections and he also proposes to dedicate the complete strip to the town within 10 years . Notations were made on the preliminary plan asking for 301 radii on all road curves . Motion was made and accepted that the Board accept the plan with the provision that the 101 planting strip be dedicated to the town with reservation that the strip shall be used as a planting strip for a period not to exceed 5 years except that the town may establish at its discretion 2 road right of ways of 60 , each into the property bordering on the north at any place to be selected by the town . At the end of the 5 year period or within the five year period if agreed upon by Mr . Lucenti , the planting strip shall become part of the dedicated Christopher Circle road . Mr . Gordon will look into the phgaseology of the above statement. The secretary was directed to convey this decision to Mr . Lucenti , Mr . LaGrande Chase presented his proposals for an extension of the subdivision known as Ridgecrest located between the Troy Road and Ridgecrest Road . The pre- liminary plan shows 3 cul-de- sacs exceeding 5001 and the general arrangement of roads were not considered desirable . It was agreed that Mr . Chase should present a new preliminary plan showing a more acceptable layout of roads , show proper drainage , the diameter of pipes to be used under driveways and other drainage devices . Mr . Chase agreed to appear before the Board at a later date to discuss his revised plan . Mr . C . Mandeville accompanied by Mr . Bruce Dean , Attorney , presented a proposal for a shopping center to be located on the property presently occupied by the paint store on the Slaterville Road . At the present time the area is zoned residential and the paint store is a non conforming use of that zone . Mr . Mandeville proposes to add a gas station on the site followed by a small ice cream , candy and sundry store and eventually a grocery store . The proposal will require a change in zoning from residential to commercial . It was pointed out that spot zoning of this type is incompatable with the philosophy of zoning . Mr . Mandeville stated that he proposes to carry out the building program over a long range period . -2 e 1 He felt that the community could support such a shopping center and he was confident that the shopping center would be a worth-while addition to the town . �= The lot itself is rather small and topography is not particularly suited for full scale development . However , Mr . Phillips determined that the lot was of sufficient size to meet the zoning requirements . After considerable discussion , the Board unanimously agreed that no recommenda- tion should be conveyed to the Town Board relative to the proposal at this time . It was suggested that Mr . Mandeville discuss the shopping center proposal further with Mr . Marion , an adjoining property owner , to determine whether or not it would be agreeable to include frontage owned by Mr . Marion in any zoning change that might be undertaken. Mr . Mandeville agreed to look into the proposal further and to discuss the matter with the Board at a later date . The secretary reported that he had discussed with Mr . Pyle the proposal to establish a gas station on the Collins property at the intersection of Warren and Hanshaw Roads . The secretary was directed to invite Mr . Pyle , attorney for the Atlantic Oil Compaixy, to the Board Meeting on September 27 , 1956 at 8 : 00 A .M . to discuss his proposal . The secretary was also directed to invite Mr . L . Liberman ( who proposes to develop a tract of land along the east shore ( Salt Block ) into a motel ) , to attend the meeting on September 27th at 9 P .M . This proposal will require zoning change from residential to commercial . ' h
