SPECIAL MEETING OF THE ITHACA TOWN BOARD
MONDAY, FEBRUARY 5 , 2007

THOSE PRESENT : Supervisor Valentino , Councilman Burbank , Councilman Engman ,
Councilman Stein , Councilwoman Leary .
STAFF PRESENT : Tee-Ann Hunter, Town Clerk ; Daniel Walker, Director of Engineering ;
Fred Noteboom , Highway Superintendent ; Jonathan Kanter, Director of Planning ; Al Carvill ,
Budget Officer; Judith Drake , Human Resources Manager; Susan Brock , Attorney for the
Town .
EXCUSED : Councilwoman Gittelman and Councilman Cowie .
OTHERS PRESENT : Susan Ritter , Town of Ithaca Assistant Director of Planning .
CALL TO ORDER
Supervisor Valentino called the meeting to order at 5 : 30 p . m . and led the assemblage in the
Pledge of Allegiance .
Agenda Item No . 4 — Consider authorization to add a specific retiree to group health
insurance plan
TB RESOLUTION NO. 2007-028: Authorization to Offer Group Health Insurance to
Specific Retiree
WHEREAS, Michael Ocello retired from the Town on December 26, 1998, with 21
years of service; and
WHEREAS, Mr. Ocello picked up retiree health insurance for his family when he
retired, but canceled that coverage effective February 1 , 2000, because he could go on his
spouse 's insurance at a lesser cost; and
WHEREAS, Mr. Ocello made a request to the Town to rejoin the Town 's group health
insurance as he will be losing coverage under his wife 's plan, effective February 1 , 2007, as
she will be going on disability Medicare; and
WHEREAS, the Personnel Committee reviewed Mr. Ocello 's request, and
recommends that the Town allow Mr. Ocello to re-enroll with the Town 's group health
insurance, effective February 1 , 2007, with the understanding that Mr. Ocello would be the
only person covered, and that coverage would be extended only until Mr. Ocello can pick up
Medicare coverage (expected date October 1 , 2008); and
WHEREAS, the Personnel Committee further recommends that Mr. Ocello be able to
have the same premium payment benefit as if he had stayed on the Town 's coverage,
therefore allowing him to pay only 65% of the monthly premium and the Town covering the
other 35%;

Now, therefore, be it
RESOLVED, that the Town Board of the Town of Ithaca does hereby authorize Mike
Ocello, retiree, to re-enroll with the Town 's group health insurance plan under the following
terms:
❖ Coverage would be .effective February 1 , 2007.
❖ Coverage would be extended to Mike Ocello only.
❖ Coverage would be afforded until Mr. Ocello could go on Medicare, which should be
October 1 , 2008.
❖ Mr. Ocello would be responsible for 65% of the monthly premiums.
MOVED: Supervisor Valentino
SECONDED: Councilman Stein
VOTE: Supervisor Valentino, aye; Councilman Burbank, aye; Councilman Engman, aye;
Councilman Stein, aye; Councilwoman Leary, aye. Motion carried.
ABSENT: Councilwoman Gittelman and Councilman Cowie.
Agenda Item No . 2 — Brief overview from Engineering staff on drainage in the northeast
and possible solutions (Attachment #1 - Northeast Stormwater Management
PowerPoint presentation )
Mr. Walker gave the Board an overview of drainage in the northeast area and possible
solutions to existing drainage problems .
Agenda Item No . 3 — Closed session to receive advice from Attorney for the Town
Supervisor Valentino moved that the Board enter closed session to receive advise from the
Attorney for the Town and Councilman Stein seconded . The Town Board entered closed
session at 6 : 12 p . m .
Agenda Item No . 5 — Adiournment
The Town Board returned to open session and upon motion by Councilman Burbank ,
Supervisor Valentino adjourned the meeting at 7 : 15 p . m .
