The meeting began at 7 : 45 p .m . The Board considered an appeal by Neisser to build a small accessory building on their property at 1647 Taughannock Blvd . Alex described the project for the Board because Mr. Neisser was out of town and the person who was supposed to come on Neisser behalf could not . The property does not conform because it is less than 1 acre and less than 200 ft of frontage . The building would be 10 x 16 ft . Alex reported that the adjacent property owners were notified . The Board discussed the use of the building . The project could not be habitable space or for farm animals . Jim made a motion whereas the variation would be minimal ; no increase in population or impact on governmental facilities ; whereas there would be no change in character of the neighborhood and no detriment to adjoining properties ; whereas there is no way to obviate this problem by any other method than proposed; whereas it would appear that the proposal is reasonable and is not opposed by any neighbors with due notice of all neighbors who would be affected ; that the variance be granted . Carl seconded the motion . The Board voted . Jim — AYE Carl — AYE George — AYE The resolution passed . The Board adjourned at 7 : 55 p . m. i
