Catherine Stover, Carolyn Duddleston, Robert Weatherby and Peter Penniman ; Town Clark Marsha L. Georgia. . S Others Present: Judy Cone, Terry Moore, Thomas Reitz, 'Grace Wolf, FreePress Reporter; Concerned citizens J/ Cellular Tower Supervisor Austic called the meeting to order at 7:30PM. . Terry Moore, founder-owner of MCCI and Judy Cone, Operations Manager; were here to acquaint the Board with their company and to explain the implications of the success they have had in the year and one half they have been located in Ulysses. MCCI has grown 50 percent since in operation and is continuing to grow. They need more space and they would like to upgrade the barns for more office space. At this point it is no longer a home business. They prefer the rural setting. The company, because of modern telecommunications, and because it is totally non-manufacturing, has very little impact on the local infrastructure. They urged the Town Board and the Master Plan Committee to plan for this in the future with the upcoming development of the Master Plan/Zoning. Supervisor Austic thanked them for coming in and stated that they would certainly keep this in mind when we are planning. FIRE DLS TRICT EXEMPTIONS FOR OPEN FARM LAND . . . Supervisor Austic stated that Attorney Wilson informed him to form a Special district a Public Hearing would have to be held. This means this could not be done by the first of March the dateline for the County. Mr. Wilson is working on it now to. figure what the Town will have .to do than the hearing can be held, than it can be in place for next year. This would shift about $.01 of the Fire District Tax from open farm had to farm buildings, farm houses and other property. • HEATING/AIR CONDITIONING SYSTEM • . The estimates previously reviewed were discussed -- Mrs. Duddleston moved, seconded by Mr. Weatherby the following resolution ; , • RESOLVED, that the Town Board of the Town of Ulysses accept the estimate received from. Hubbard Plumbing and Heating for MOVE OLD FURNACE, FORCED HOT AIR AND CENTRAL AM CONDITIONING for a price of $15$70. REQUEST FROM DAVID TYLER I/ PLANNING BOARDS NEED FOR CONSULTANT Supervisor Austic stated that David Tyler, Chairman of the Planning Board has requested the possible need for the use of a consultant/engineer on the work they are doing on a purposed ordinance on telecommunication ordinance. Mr. Austic stated that there is monies in the planning budget. • Mrs. Duddleston moved, seconded by Mrs. Stover the following ; RESOLVED, that the Town Board of the Town of Ulysses authorizes the expenditure of the Planning Board, up to $1000, for technical assistance that they may need to develop an ordinance on Cellular Towers in the Town of Ulysses. This motion will be faxed to Mr. Tyler. APPOINTMENT OF PLANNING BOARD MEMBER On February 11 , 1997 the Board interviewed Richard Geiger to fill the vacancy on the Planning Board. Mr. Penniman moved, seconded by Mrs. Duddleston the following; RESOLVED, that the Town Board of the Town of Ulysses appoint Richard Geiger to fill the vacancy on the Ulysses Planning Board for a term of seven years. To take effect immediately and to run until December 31st, 2003. Mr. Austic aye . Mrs. Stover aye Mrs. Duddleston aye Mr. Penniman aye Mr. Weatherby aye Adopted. • CITIMNS CONCERN I/ CELLULAR TOWER Citizens expressed their concerns of the possible location of a cellular tower in the vicinity of their properties. They presented a petition expressing these concerns. They also asked the Board if they could shed any light on the possible insulting tower. Mr. Austic stated that the Town has not officially been notified. He assured them that the Town's Planning Board is working on an Ordinance to regulate " TOWERS " . )303 Town of Ulysses 3 Special Board Meeting 2-20-97 ,r 1gITL I� A !4Sj ORTATION COUNC� Mr. Reitz reported that he had attended the Transportation Council Meeting --a lot of information he would be willing to pass on to anyone interested. NYS ASSOflugma Mr. Penniman attended the conference and reported that a lot of discussion took place on comprehensive plans and expressed that it is very important to have new zoning ® regulations at the same time as a comprehensive plan. Because if you have a comprehensive plan that supersedes the existing zoning regulations they don 't work well. together. Mr. Austic stated that you can except as a guide.
