(*Absent) Others Present Rick Fritz, CEO Sheldon Clark, Town Councilman Rick Gamel, Town Councilman REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES — 20 SEPTEMBER 2018 A motion was made by Member Leon Brockway, Jr. to approve the Minutes of the 20 September 2018 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Carey Member Brockway Member Milliman Motion carried. This becomes Action #55 of 2018. OLD BUSINESS - NONE NEW BUSINESS John R. Kelley, Applicant/ Reputed Owner - 374 Salt Road - TM #27.-1-36 -Minor Subdivision Chairman Baxendell recognized the applicant who was seeking approval of a minor subdivision as shown on a survey map and aerial photo accompanying the application. Mr. Kelley would like to subdivide a 14.27± -acre lot from his 177± -acre main parcel; he plans on building a small house on the new lot. The Board had reviewed what was being proposed and Chairman Baxendell commented that all Town requirements were met. Pagel of 2 (T) Groton Planning Board Minutes of Regular Meeting With no further discussion, a motion was made by Member Lisa Maloney Hahn that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Carey Member Brockway Member Milliman Motion carried. This becomes Action #56 of 2018. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Brockway that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Carey Member Brockway Member Milliman Motion carried. This becomes Action #57 of 2018. A motion was then made by Member Maloney Hahn to waive the public hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Clark Member Neuhauser Member Maloney Hahn Absent: Member Carey Member Brockway Member Milliman Motion carried. This becomes Action #58 of 2018. ADJOURNMENT At 7:35 p.m., a motion was made by Member Clark to adjourn the meeting.
