REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES — 19 JULY 2018 A motion was made by Member Ed Neuhauser to approve the Minutes of the 19 July 2018 Planning Board meeting, as submitted. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Milliman Motion carried. This becomes Action #43 of 2018. OLD BUSINESS - NONE NEW BUSINESS Fredric Jav Portzline, Applicant/ Reputed Owner - Peru Road - TM #37.-1-7.1 - Minor Subdivision Chairman Baxendell recognized the applicant who was seeking approval of a minor subdivision as shown on a survey map and aerial photo accompanying the application. He proposed to subdivide this 76.80± -acre parcel into three lots. Chairman Baxendell commented that the proposed acreage was sufficient as was the road frontage. There was an existing house on one of the lots; the others are vacant. Pagel of 1 (T) Groton Planning Board Minutes of Regular Meeting 16A At the conclusion of the Board's discussion, a motion was made by Member Lisa Maloney Hahn that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Leon Brockway, Jr., with the vote recorded as follows: Motion carried. Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Milliman This becomes Action #44 of 2018. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Barbara Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Motion carried. Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Milliman This becomes Action #45 of 2018. A motion was then made by Member Carey to waive the public hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Maloney Hahn, with the vote recorded as follows: Motion carried. Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Milliman This becomes Action #46 of 2018. William P. & Christine C. Leaver, Applicants/ Reputed Owners - Spring Street Extension - TM #321.-2-2.3 - Minor Subdivision Chairman Baxendell recognized the applicant who was seeking approval to subdivide a .40± -acre piece from this 28.03± parcel, as shown on a portion of the survey map accompanying the application. Mr. Leaver explained that he will sell this small piece to his adjacent neighbors, Brandi L. Buggs and Jeffrey Leaver to provide them with a "proper driveway." This proposed lot would be a non -conforming lot until the next item on this agenda whereby the .40± piece will be consolidated with the Buggs/Leaver parcel, TM #321.-2-2.11. Briggs & Jeffrev Leaver, Applicants/ William & Christina Leaver, Reputed Owners -762 Spring Street Extension - TM #321.-2-2.3 - Boundary Line Change Chairman Baxendell recognized Brandi Buggs who was seeking approval to consolidate a.40± parcel of the subject property to the applicants' adjoining parcel, TM #321.-2-2.11, for use as a driveway, as shown on the survey map and aerial photo accompanying the application.
