By direction of the Chairman of the Zoning Board of,Appeals NOTICE IS HEREBY GIVEN that Public Hearings will be held by the Zoning Board of Appeals of the Townll, of Ithaca on Monday, May 17, 2004, in Town Hall, 215 North Tioga Street, Tioga Street Entrance, Ithaca, NY, COMMENCING AT 7 :00 P .M ., on the following matters: APPEAL of Katherine Stettler and David Deitcher, Appellants, David Bravo Cullen, Agent, requesting authorization from the Zoning Board of Appeals under Article XII , Section 54 of the Town of Ithaca Zoning Ordinance (pre April 1 , Granted 2004), to be permitted to alter an existing non-conforming residential building lot located at 227 Renwick Drive, Town of Ithaca Tax Parcel No. 17-4- 13 , Residence District R- 1' 5 . Said alterations include sunroom additions to the building which maintains an existing 12 ± foot side yard building setback ( 15 feet required) and reducing the required 25 foot front yard setback to 20 + feet. Therefore a variance from Article IV, Section 14 may also be requested. APPEAL of Abe and Laure Stroock, Appellants, requesting an approval from the Zoning Board of Appeals under Article XII, Section 54 of the Town of Ithaca Zoning Ordinance (pre April 1 , 2004), in order to add additional building Granted space on a non-conforming building/lot, located at 115 McIntyre Place, Town of Ithaca Tax Parcel No. 66-6-4, Residence District R- 15 . Said building and lot are non-conforming as the building crosses a property line, with said parcel being 55 feet wide ( 100 foot width required) and is 11 ,000 + square feet ( 15 ,000 square feet required) . APPEAL of Jeffrey Hanavan and Katharine Lunde, Appellants, requesting a variance from the requirements of Article ii VIII, Sections 801 and 803 of the revised Town of Ithaca Zoning Ordinance (effective April 1 , 2004), to be permitted Granted to create an agricultural distillery with accessory agricultural buildings exceeding an aggregate floor area of more than 2,000 square feet on land previously used for agricultural purposes; but zoned for residential use located at 1407. Mecklenburg Road, Town of Ithaca Tax Parcel No. 28- i ,i- 10 .42; Low Density Residential Zone. An approval from the Zoning Board under Article XXV, Sections 2500 through 2510 may also be requested, as the preexisting agricultural use is non-conforming. APPEAL of Cayuga Medical Center, Appellant, Lawrence Hoffman, HOLT Architects, Agent, requesting a variance . from the requirements of Article XIII, Section 1303 of'the revised Town of Ithaca Zoning Ordinance (effective. April, t , Adjourned 2004); to be permitted to ' construct.a building addition to the Cayuga Medical Center with a structural height of 38 ± . feet (36 foot limit) located at 101 Harris B . Dates Drive,, Town of Ithaca Tax Parcel No. 24-3 -2 . 1 , Office Park " Coiniriercial`Zone . APPEAL of Edward Kratil, Appellant, requesting a vari I nce from the requirements of Article VIII , Sections 806 and Granted 807 of the revised Town of Ithaca Zoning Ordinance (effective April 1 , 2004), to construct a 1 ,040 + square foot accessory/garage building with a loft located at 1151 Danby Road, Town of Ithaca Tax Parcel No. 36-2- 18, Low Density Residential Zone. Said building will exceed the' 15 foot height limit and is proposed to have a side yard setback of 5 + feet. _ ti APPEAL of Scott and Susan Hamilton, Appellants, requesting an approval from the Zoning Board of Appeals under Article XXV, Sections 2500 through 2510 of the revised Town of Ithaca Zoning Ordinance (effective April 1 , 2004), Granted to replace a non-conforming single-family residence with a new residential building located at 930 Mitchell Street, Town of Ithaca Tax Parcel No. 62- 1 -2 .2, Community Commercial Zone. Said residence is in a commercial zone. Said Zoning Board of Appeals will at said time, 7 :00 p.m., and said place, hear all persons in support of such matters or objections thereto. Frost Director of Building and Zoning 273 - 1783 Dated: May 6, 2004 Published: May 10; 2004 I II+ Regular Meeting of the Ithaca Town Board 6/7/04 Human Resources Report for May 2004 Personnel Committee : The committee did not meet in May . Bolton Point at their commission meeting in, approved the new Drug Free Workplace Policy with a few minor adjustments . The entire staff will be receiving a new copy to be inserted into their manuals in June . A manual for the Town Board , appointed board members and temporary staff was drafted , with the expectations that they will receive a copy in June . Safety Committee : The committee did not meet in May . Traininq and Development : For the Friday Brainteasers Series there were four classes offered in May . I taught two of the classes , which were "Avoiding Litigation Landmines" and "Getting Beyond the Conflict . " There were 2 -4 Town employees attending each of the classes offered in May . 11 I attended a session put on by the local Society for Human Resource Management on "How to Investigate a Sexual Harassment Complaint. " Payroll : Connie Clark is continuing to work with Williamson 1aw, Book on the conversion from our current payroll program to a windows based program . At this point she has data entered all the 2004 payrolls . The idea is to have all the glitches worked out before the end of June . I will continue to_ update you on this process . Personnel — Civil Service : John Coakley , Deputy Town Clerk and Marnie Kirchgessner, Recreation and Youth .Coordinator started May 3`d . Lori Love was able . to continue working for the Town for an extra week in May, which resulted in a win -win for the Town and Lori . Lori 's last day worked was May 21 st. ' Lori had her exit interview and will be continuing with COBRA health insurance for the next month or two . lI met with Paul Semo , grant person , to go over his exit interview as the grant project came to a close on May 28th There were a few meetings held regarding, the restructuring of the receptionist position that the Board approved of in April . Dani Holford , Senior Typist , Building and Zoning Department, was interested in '' filling the receptionist position . After full discussion of the options , the conclusion was to move Dani to the receptionist desk . We have restructured the duties of the receptionist and secretary for Building and Zoning to be done by Dani and the rest of the Town Clerk Department staff . This new restructuring will take effect June 1 , 2004 . This change from the original plan will allow funding to be available for an increase in one field staff person for the Building and Zoning Department . Commercial Insurance (Ithaca Aciency — Selective Insurance Company) : No new claims to report . The claim involving the accident on Sand Bank Road in August 2003 is still in litigation , with a reserve of $ 100 , 000 . Workers' Compensation ( Public Employers Risk Management Assoc — PERMA) : In May there was one new claim to report . This was a lower back strain that resulted in 2 days of transitional duty , with no lost time . Gail Kroll , Administrative Assistant , Highway Department and myself attended the annual PERMA conference and dinner on May 20 —217 2004 . 1 partook as a member of a roundtable discussion on safety programs . The Town received a certificate for receiving a perfect 600 score on the assessment . The Town received the annual billing from PERMA for our workers ' compensation in the amount of $76 , 105 . The bill was an increase of 11 % over last year, which is less than PERMA' s average increase of 18% . This increase is due to an increase in the NYS assessment rate of 1 . 3% , a decrease in the member discount of 3 . 4% , an increase in the classification rates and an increase in the gross salaries . The good news is that the Town ' s experience Modifier decreased from 1 . 00 % to 0 . 91 % . This is a direct relation to the decrease in the Town ' s claims experience . Disability Insurance : No claims to report . Unemployment In There is currently one employee whom was terminated . in April that is claiming unemployment .. The Town is direct billed for this expense , therefore money in the salary lines is being set aside to pay this. Submitted By : Judith C . I did this by reviewing files on the Recreation Partnership ; City of Ithaca' s facility reports and related materials ; budgeted programs , including those recommended by the Joint Youth Commission ; reading both the Town ' s Park, Recreation and Open Space plan as well as the Zoning Revisions recently adopted . I met with my coworkers and Cathy several times for answers to questions about the information . I went ou'It to observe programs offered by the town and recommended by the Joint Youth Commission . I began to consider elements for a town survey and options for a needs assessment . The second week I toured the Town recreational infrastructure with Fred Noteboom and Rich Schoch . Anyone who �Ihas taken this tour can only be impressed with the care and thoughtfulness on the part of the Town regarding implementation of the Park, Recreation and Open Space Plan . It was truly inspirational and informative . I also started) to acquaint myself with programs and structures currently funded by the Town , The last two weeks were a whirlwind of meetings of the various conduits for the Town 's recreational activities including thejj Joint Youth Commission , the Recreation Partnership Board , Municipal Officers Association , Recreation and Human Service Committee . I also participated in several training opportunities . A questionnaire for assessing Cass Park use was developed . A public meeting to launch town `s recreational survey on June 28 , 2004 was set . A proposed questionnaire for Cass Park P1ool utilization was faxed to the mayor. Approved minutes of the April Recreation ,a p nd Human Service Committee are attached . Recreation and Human Services Committee Minutes April 28, 2004 3 : OOpm Attended : Sandy Gittelman , Chair, Will Burbank, Cathy Valentino, Al Carvil and Judy Drake Special Guest: p Bill Hawley, Director, Tompkins County Senior Citizens Council , attended the meeting to introduce to the Council's funding sources the news of their new name . Bill answered questions for the committee on funding , participation and programs . The official unveiling of the new name and logo will be May 281h. Ithaca Invaders : The committee discussed information provided by Sandy regarding the Ithaca Invaders and participation in other youth programs provided by Joint Youth Commission (see attached report. ) More information was requested regarding where the money goes towards, i .e. pay for runners to run with the participants . Cathy was questioning if the Joint Youth Commission reviewed the program budgets. There are still questions whether the Ithaca Invaders is the type of program that the Town wants to sponsor. Should the Town be sponsoring programs that cost money to participate ? If so, at what level ? What kind of programs should the Town be sponsoring through the Recreation Partnership or Joint Youth Commission . Don't we want to integrate children of risk with those who are not considered at risk? Committee felt this would be a key objective for the Recreation and Youth Coordinator to get a handle on to help committee. Mission Statement for Recreation and Human Service Committee: The Committee brainstormed ideas for what the committee's mission should be . Some of the phrases for the mission were : Life long learning inclusive community building Outreaching builds self esteem cross boundary affordable programs promote recreation and education Goals of programs : have fun increase self esteem save environment energizing programs creativity stimulating For example: Provided citizens with recreational and educational opportunities in the Town of Ithaca that are safe , affordable , fun and stimulating in a way that builds a sense of community. Sandy was to draft a mission statement for the committee to review at the next meeting . ii Next meeting was set for Tuesday, May 26 , 2004 3: 00-4: 30pm With the date and time for future meetings to be discussed , since Marnie Kirchgessner, Recreation and Youth Coordinator, would be joining the committee.
