Scheffler, Supervisor Richard Gamel, Councilperson Crystal Young, Councilperson Randy N. Jackson, Councilperson Sheldon C. Clark, Councilperson April L. Scheffler, Town Clerk W. Rick Fritz, Code Official Charles Rankin, Bookkeeper Fran Casullo, Attorney for the Town Absent: A. D. Dawson, Town Justice, John Norman, Town Justice, Richard C. Case, Jr., Highway Superintendent Also present: David Fuller, Glenn Morey MOVED by Councilperson Jackson, seconded by Councilperson Gamel, to approve the minutes of the June 12, 2018 meeting as presented. Ayes - Gamel, Young, Jackson, Clark, Scheffler. Vouchers numbered 257 - 306 in the total amount of $67,775.10 were presented to the Board for their review. Vouchers for the General Fund Town Wide in the amount of $31,142.55; the General Fund Part Town in the amount of $1,162.11; the Peruville Light District in the amount of $15 5.81; and the McLean Light District in the amount of $255.91 were presented for audit. MOVED by Councilperson Young, seconded by Councilperson Jackson, to approve the General Bills for payment. Ayes - Gamel, Young, Jackson, Clark, Scheffler. Vouchers for the Highway Fund Town Wide in the amount of $20,661.00 and in the Highway Fund Part Town in the amount of $14,397.72 were presented for audit. MOVED by Councilperson Gamel, seconded by Councilperson Young, to approve the Highway Bills for payment. Ayes - Gamel, Young, Jackson, Clark, Scheffler. Monthly Reports: Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's review. He said that the audit had gone well. Town Board Minutes Page 2 July 10, 2018 W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. Three Life Safety Inspections had been completed this month. June has been busy issuing building permits. Letters have gone out to remind people that they have permits that have expired. Richard C. Case, Jr., Highway Superintendent - Was not present. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. They are starting to get ready for the photo show. Fran Casullo, Attorney for the Town - Had nothing to report. John J. Norman and A. D. Dawson, Town Justices - Were not present but had submitted monthly reports for the Board's review. Councilperson Crystal Young as Representative to Joint Youth Program - The Recreation Partnership met but there was not a quorum to vote on the budget. She was on vacation and missed the Joint Youth Program meeting. Groton Fire & Ambulance - No one was present. They are currently conducting their Junior Firefighter Camp. RESOLUTION #18-041 - APPOINT JENNIFER DEAN TO TOMPKINS COUNTY YOUTH ADVISORY BOARD MOVED by Councilperson Young, seconded by Councilperson Clark RESOLVED, that the Town Board hereby appoints Jennifer Dean as the representative for the Town of Groton to the Tompkins County Youth Advisory Board. Ayes - Gamel, Young, Jackson, Clark, Scheffler Nays - Resolution Passed RESOLUTION #18-042 - DONATE TO GROTON OLDE HOME DAYS MOVED by Supervisor Scheffler, seconded by Councilperson Jackson RESOLVED, that the Town Board hereby approves the annual donation of $1,000.00 to the Groton Olde Home Days event which promotes community and family. Ayes - Gamel, Young, Jackson, Clark, Scheffler Nays - Resolution Passed Clerk Scheffler passed out copies of proposed changes to the Town of Groton Land Use and Development Code concerning boundary line changes. It was thought that the Town Board could meet with the Planning Board at their meeting next week to discuss the proposed changes. After a short discussion, it was decided that Rick Fritz, Supervisor Scheffler and Clerk Scheffler would attend the Planning Board meeting to discus the changes, get their input, and then they can make a recommendation to the Town Board. Glenn Morey, County Legislator - Salt Road is on schedule to be repaved next year. He had been in a budget meeting for 3 1/2 hours and they had also gone through the County audit. One of his major concerns is that Federal money has gone down 20% from last year. Announcements: ➢ Planning Board Meeting, July 19 at 7:30 pm ➢ Zoning Board of Appeals Meeting, July 25 at 7:00 pm ➢ Groton Fire Department Junior Firefighter Camp is going on all week There being no further business, Councilperson Gamel moved to adjourn, seconded by Councilperson Jackson, at 8:20 pm.
