HomeMy WebLinkAbout2018-07-19TOWN OF GROTON PLANNING BOARD Minutes of Regular Meeting - Thursday, 19 July 2018 - 7:30 PM Town Hall Court Room - 101 Conger Boulevard - Groton, NY Members, Groton Planning Board Mark Baxendell, Chairman Leon Brockway, Jr., Vice -Chairman Monica Carey Barbara Clark *Edward Neuhauser Lisa Maloney Hahn Joe Milliman (*Absent) Others Present Don Scheffler, Town Supervisor Sheldon Clark, Town Councilman Rick Fritz, Code Official April Scheffler, Town Clerk Applicants & Public in Attendance Ronald Harris, David Fuller The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 21 JUNE 2018 A motion was made by Member Clark to approve the Minutes of the 21 June 2018 Planning Board meeting, as submitted. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Neuhauser Member Maloney Hahn Member Brockway Motion carried. This becomes Action #38 of 2018. NEW BUSINESS RONALD HARRIS, APPLICANT/OWNER OF RECORD - 70 Sharpsteen Rd - Tax Map # 35.- 1-24.81 & 35.-1-24.83 - Boundary Line Change. Mr. Harris explained to the board that he owns two contiguous pieces of property and wishes to consolidate them into one lot to simply things and partly as a means of getting his estate in order. With no further questions from the board, a motion was made by Member Brockway to declare the Town of Groton Planning Board as Lead Agency for SEQR, second by Member Maloney Hahn. Ayes: Chair Baxendell Member Carey Member Clark Member Maloney Hahn Member Brockway Motion carried. After reviewing all questions for the Short Environmental Assessment, a motion was then made by Member Maloney Hahn, that based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Neuhauser Member Maloney Hahn Member Brockway Motion carried. This becomes Action #40 of 2018. RONALD HARRIS, APPLICANT/OWNER OF RECORD - 70 Sharpsteen Rd - Tax Map # 35.- 1-24.81 & 35.-1-24.83 - Boundary Line Change. Having no further discussion from the board, a motion was made to APPROVE the Boundary Line Change as submitted and decline the need for a Public Hearing by Member Maloney Hahn, seconded by Member Carey with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Neuhauser Member Maloney Hahn Member Brockway Motion carried. This becomes Action #41 of 2018. OTHER BUSINESS • The Planning Board had requested changes to the Code concerning Boundary Line Changes. Clerk Scheffler had presented the Planning Board with proposed changes that would eliminate Boundary Line Changes and replace them with Lot Line Adjustment and Consolidation. Also, included in the proposed changes were procedures to allow the Code Official to review and approve Administrative Lot Line Adjustments and simple 2 -Lot Subdivisions. Discussion took place on the changes and Member Maloney Hahn suggested some edits. Clerk Scheffler said she would make those changes, and that the Town Board will probably schedule a Public Hearing for their September meeting. Page 2 of 3 19Ju (T) Groton Planning Board Minutes of Regular Meeting A motion was made by Member Brockway, seconded by Member Carey, to make a recommendation to the Town Board that they adopt the proposed changes to the Town of Groton Land Use & Development Code. Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Neuhauser Member Maloney Hahn Member Brockway Motion Carried This becomes Action #42 of 2018. ADJOURNMENT At 7:48 p.m., a motion was made by Member Clark, seconded by Member Maloney Hahn, to adjourn the meeting, with all members present voting in favor.
