II REGULAR MEETING II The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES - 17 MAY 2018 A motion was made by Member Monica Carey to approve the Minutes of the 17 May 2018 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Milliman Member Neuhauser Member Maloney Hahn Member Brockway Motion carried. This becomes Action #25 of 2018. OLD BUSINESS - NONE NEW BUSINESS Edward S. Holmes, Applicant/ Reputed Owner - Gulf Hill Road - TM #38.-6-11.2 - Minor Subdivision Chairman Baxendell recognized the applicant who was seeking approval of a minor subdivision as shown on a portion of the tax map accompanying the application. Mr. Holmes explained that he owned this 8.94± -acre parcel in addition to #38.-6-15. He wanted to sell 1.5± acres of the subject parcel to the owner of TM #38.-6-13.0. The Board reviewed what was proposed and it was determined that what was being proposed satisfied all requirements. Chairman Baxendell stated that, at this time, the Board would be creating a non- conforming lot, but that this would be corrected with the next item on the Agenda. Page 1 of 5 (T) Groton Planning Board Minutes of Regular Meeting 21 June 2018 With no further discussion, a motion was made by Member Leon Brockway, Jr. that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Lisa Maloney Hahn, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Absent: Member Milliman Motion carried. This becomes Action #26 of 2018. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Neuhauser that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Carey, with the vote recorded as follows: Motion carried. Ayes: Chairman Baxendell Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Nays: None Absent: Member Milliman This becomes Action #27 of 2018. A motion was then made by Member Maloney Hahn to waive the public hearing and approve the Minor Subdivision as requested. The motion was seconded by Member Brockway, with the vote recorded as follows: Motion carried. Evin Munson, Applicant/ Edward S. Holmes, Reputed Owner - Gulf Hill Road - Part of TM #s 38.- 6-11.2 & 13 - Boundary Line Change Chairman Baxendell recognized the applicant who was seeking approval of a Boundary Line Change to add a 1.5± -acre piece of TM #38.-6-11.2 to his adjacent property, TM #38.-6-13, as shown on a portion of the tax map accompanying the application. This becomes Action #31 of 2018. Gary Moore, Applicant/ Reputed Owner - 839 Spring Street Extension - TM #25.-1-15 - Minor Subdivision Chairman Baxendell recognized the applicant who was seeking approval of a Minor Subdivision of his 18± -acre parcel. Mr. Moore explained that he would like to subdivide a 10± -acre portion of this lot to be sold to Marlin Houston, the owner of adjacent parcel TM #25.-1-24.1, as shown on a portion of the tax map accompanying the application. Marlin Houston, Applicant/ Reputed Owner - 718 Sovocool Hill Road - Part of TM #s 25.-1-15 & 24.1 - Boundary Line Change Chairman Baxendell acknowledged that the applicant was not present, but the request for a Boundary Line Change was a result of the Minor Subdivision by adjacent owner, Gary Moore, as above. The Boundary Line Change would result in the consolidation of the 10± -acre parcel purchased from Mr. Moore with Mr. Houston's adjacent parcel. A motion was then made by Member Clark that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. This becomes Action #36 of 2018. A motion was then made by Member Brockway to approve the Boundary Line Change, as requested. This becomes Action #37 of 2018. ADJOURNMENT At 7:55 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Carey, with all members present voting in favor.
