King, Attorney Herbert teihr, R)rest Home Members of Radio, TV, and Press Supervisor Schwan called the meeting to order at 7:45 p.m. APPOINTMENT r Schwan said he had talked to Mrs. Catherine Valentino with J ^ vacancy on the Ithaca Youth Bureau Board. Mrs, Valentinoftas been working with this group for the last six months. She said Bhe would like to serve on the Board. Schwan; seconded by Councilman Powers, ^ Tr ? Unanimously carried. Consideration of an appointment to the Environmental Management Council was tabled. SIGN ORDINANCE - PUBLIC HEARING The Town Board continued its discussion of the proposed local law regulating signs and sign boards and went over the proposal page by page and word for word. The proposal as revised is attached to these minutes. Edward W. King, Attorney, appearing on behalf of Kennilworth As&oc i presented a letter to the Town Board outlining some suggesised amend ments to the proposed local law and requested that the Town Board defer action until its next regular meeting. With regard to non--con- forminfi sigcns (Section l6) he suggested the fallowing: "Any non- * accessory or off-premises sign or billboard which has been in exist ence prior to the effective date of this local law and which does not conform with the provisions and standards of this law and any amand in ments thereto, shall be removed within three years from the effective date hereof, unless within such period sucii iSigti-'has been changed or repaired in a manner which will meet the requirements of this law. " And (b) "Any other sign which has been in existence prior to the effective date of this local law and which does not so comply, shall be removed or made to conform within six years from the effective date hereof, PROVIDED HOWEVER that nonsuch sign which cost $1,000^^ or more at the time of its erection need be so removed or altered"~to conform within any period shorter than 10 years from the date of its erection. Such sign costs and the date of erection shall bb estab lished by documentary or other satisfactory ^evidence which must be presented to the Town Zoning Officer within three months after the effective date of this ordinance^ The Zoning Officer shall thereupon make a permanent record of the facts so established, and shall issue to the applicant a Certificate reciting the establishment of findings as to the particular sign." - 2 - April 17, 1972 Mr. King proposed a substitute for Section 7(a): "No sign extending more than three feet above the roof line of the building to which it is attached shall be permitted unless the plans and design thereof shall be submitted to and approved by the Town Planning Board as a permissible design within the intent and purposes of this ordinance." Herbert Mahr, Forest Home, felt that Section I6 says what needs to be said and felt that Mr. King's formula was rather complicated. He requested that the Town Board preserve Section 16 as is and suggested that the amortization period be reduced to one year as proposed by the Planning Board. He also said it would be difficult to determine the value of a sign in dollars. Mr. King said billboards are a special category. However, he said he represented people who have acGessnry aigna which cost considerable money and which were put up legally at the time. He said he was ask ing for a longer period of time but no with reference to billboards. He said the Board should give, greater consideration to the more expen sive accessory signs. On these, he said, the owner often has not had time to amortize his_expense. Councilman DelRosso indicated that a sign owner would nottake the full loss; there would be some tax ad vantage . The discussion was concluded with the indication that there will be further study of the proposed sign ordinance and another public hear ing at the regular meeting of the Town Board on May 8, 1972. .CLEANING AND PAINTING STANDPIPES - CHRISTOPHER CIRCLE AND SAPSUCKER WOODS ROAD Supervisor Schwan read a letter from Kellogg Rigging Service of Inter- laken. New York, regarding the cleaning and painting of Christopher Circle and Sapsucker Woods Road 500,000 gallon water storage stand- pipes. They recommend that the tanks be sandblasted on the interior and receive two coats of paint and the interior should be disinfected according to local Health Department requirements. On the exterior of the tanks all the rusted and scaled areas should be thoroughly hand cleaned with scraper ajid wirebrushes and these areas should be spot primed. The exterior base angle on both tanks should be sand blasted to remove all corrosion and then primed. The approximate cost quoted for this work was $24,000.00, The Supervisor was asked to follow up on this matter with Mr. Dunlap of Lozier Engineers, looking toward a possible recommendation or estimate from another supplier and toward the preparation of bids and specifications. COMMUNICATION FROM DR. BROAD Supervisor Schwan read a letter from Dr. Robert Broad, Tompkins County Department of Health regarding septic tank waste dispoeal in the Town of Ithaca. It appeared from the discussion that there are no su:i.ta.bio areas to dispose of this waste. He asked the Board members to think about this problem and advise Dr. Broad should they have any ideas, COMMUNICATION FROM WILLIAM NORTON Supervisor Schwan read a letter from William Norton requesting a barricate on Sandra Place against motorcycle and mini-bike traffic. The Board came to no agreement on this since Sandra Place has not been brought up to specifications and is not a Town road; the Town has no deed to it. SPEED LIMITtS - EAST ITHACA This matter was temporarily tabled and Peter Francese requested to prepare a map of the circulation in the area and a traffic count, if possible. - 3 - April 17, 1972 WATER AMD SEWER SURCHARGE - PUBLIC HEARING This matter was continued to the regular meeting of the Board on May 8, 1972.
