REQUESTS FOR REFUND ON
WATER AND SEWER ASSESSMENTS 0-
The Town Board reviewed a number of tax parcels,' as follow^: n
Minnie Orcutt. Paroel "60^1-23* 1. Request denied. The Board
felt that this parcel had benefit/ - .±..
I. 0. 0. P. Parcel 24-4-5.1. The I.0.0.P. had requested a re
fund on this parcel since it has been sold to the Gas & Electric
Corporation. Under the circumstances, the Board granted a refund-;on
1.2 water units. ' ' : , ' ^ T
Nelson Overbaugh. Parcel 53-1-1. Requested refund based on
the fact that only bo feet of rear of his lot is along the sewer line.
The Board felt this parcel should have relief to the extent of 0.5
units of the sewer aasessraent.
Chayies Foote._ Parcel 56-3-14. Mr. Foote requested an adjust
ment on the basis of the fact that there is a 200 foot deep Gas &
Electric Corporation right of way through his property. The Board
felt an adjustment should: be made, but would need to Imow first the
number cf units which woUld be eliminated as a result of eliniinattng
his assessment to the extent of one half of the right; of way. When '
this amount has been determined the appropriate refund will be made,
Stephen Jacobs, Parcel 19-1-2. Mr# Jacobs paid his tax under
protest on the basis that he had information that the pressure with
regard to his lot: is inadequate. The Town Clerk was instructed to
advise Mr. Jacobs-tjiatl if he wished to hire an engineer who will
certify that water is hot iavailable to his frontage in sufficient
^ h^essure or to the axtent that it will not handle the average home,
'^ the Town will then agree to an appropriate refund. • '
William McElwee. ^Parcels i66-2-7 and 66-2-8. Mr. McElwee clalmod
!*n that lOb Warren Road should not be considered as. .a separate lot but
i j as an addition to 108'Warren >Road. • He is requesting a refund of one
^ater unit. The Board felt that Mr# McElwee should look into the
legalities of havingnthese rtwo lots C0rabinedi.to..-mSifee one lot. Should
these parcels become one lot they could be'Charged one unit rather
than two.

Alfred Eipper. - "Pa^^ - Mr. Eipper indicated this .
property is entirely'Surrounded-by•properties-of other owners and
that he has only a 31 foot frontage access to the property which
access has a 17% grade and is 218 feet long. After considerable

discussion and in view of a general grade of 155^ on this parcel, it
was re-computed based on 1/6 of a unit per acre or 2,2 units for water
units for sewer.-. This would give Mr., Eipperi^a refund of one
unit for water and one-unit for sewer^
.. Koppers. Parcel 59-1-1 and 39"1~3> No action was taken onthese parcels pending further word from Koppers.
Lyman Baker. Parce.l 54-6-5. Mr. Baker'advised the Town Board
by letter tnat this waS: no longer a two-famiiy unit: that there is no
longer an apartment at 257 Pennsylvania Avenue. 'Since the use of the
space as an apartment has been abajndoned and will not be offered for
rent, the Town Board was in favor of reducing this parcel to one unit.
One unit will, therefore, be refunded to Mr. Baker,
.. Thomas Gray. Parqej 53-1-5. Mr, Gray requested that the addi-tipna-l amount, assessed against his property by reason of being includ
ed In the sewer and water district be deleted on the basis that there
1 4,?^ access to the water and sewer. The Board reviewed Mr. Gray*s
A Tompkins County Assessment Division,ine Boara felt that there was no sewer problem. The sewer is avail-
able at the rear of the property and that the Town of Ithaca would
extend the six inch water main to his property line should he desire
land. The Board felt that the assessment was not in
equitable. No refund, therefore, was recommended.

assessed incorrectly and it appears that the assessment is correct.
No refund was recommended.
Cornell University, various parcels fSee letter attached^. The

respect to Parcel 60-ln5 the Board granted a net reduction of $238.10.
respect to .Parcel 6l-i-9 the requested adjustment
was denied. With respect to Parcel 73-1-2.2 since water and sewer
are available at Muriel and Tareyton, the requested adjustment was

discussion was terminated and the following resolution was
adopted: •
