PLANNING B#ARD FUNDS [ Mrs Barbara Holcomb, Chairman of the Planning Board, inquired whetherthe Planning Board could spend allocated funds as they see fit orwhether they had to apply to the Town Board for specific approval ofeach item of expenditure. The Board felt that the Planning Boardcould spend up to $500 for ah item of expenditure without specificapproval of the Board. It was sug gested that some type of form be prepared which could 'be used by developers and the Town of Ithaca in the preparation of formal reso lutions is such mattiers. Mr, Buyoucos, Town Attorney,, felt that the attorney for the prospective developer should have the responsi^ bility of providing the necessary resolution and all pertinent infor mation with regard to the particular projects Mrs. HolcdiSb siuggestedthfijt perha]^s we could use the present resolution (foregoing resolutionwith regard to the Monkemeyer re-zoning) as a sample. Mrs. Holcomb suggested that the Town of Ithaca Town Board ought to have a stamp like the one the Planning Board uses for site plan approval with appropriate wording.for the Town Board ' '■■■ • . -.i;- • • 'EASEMENT FROM MARION-TO THE GWlAs 1512 Slaterville Road This matter was discussed briefly again. Mir. Buyouco§ reiterated that he felt it was a matter between the Owlers and Mr. Marion and that if Mr. Marion still refused to give an easement to the Owlers for the installation of a gas line that the Town Board should not become involved in a private matter. n - 7 - December 31a 1971 COMMUNICATIONS Supervisor Schwan referred to a letter from C. Robert Cutia, Director- Coordinator, Youth Bureau, and the Bureau's need for a total of $7,500, with a suggested split of $3,143.75 each for the Town of Ithaca and the City of Ithaca and $1,212.50 for the State. Super visor Schwan indicated that the funds are available and that this $3,143.75 would be in addition to the $8,000 already budgeted for the Youth Bureau. It would be em ddditional item for the current year. Ihis matter was tabled until the next meeting of the Board on January 10. SURCHARGE; ON WATER BILLS This matter was discussed briefly again and tabled until the January 10, 1972 meeting of the Board in order to give the Supervisor an opportunity to discuss the matter further with the City of Ithaca. Mr. Buyoucos said the Town Board would have to have a resolution with respect to.'the collection of the surcharge, which resolution might have to include certain alternatives in order to adapt to what action the City of Ithaca might take. We would also have to provide for a public hearing, probably in February. FOREST HOME DRIVE - ONE-WAY ' Motion by Supervisor Schwan; seconded by Councilman Desch, RESOLVED, that the Town Board of the Town of Ithaca supports the con cept of making Forest Home Drive from the Martha Van Rensselaer Hall parking lot easterly to the Plantations Road intersection one way east on a trial basis during the period when the westerly bridge over Fall Creek is closed, with the understanding that this proposal does not adversely affect the fire contract with the City of Ithaca or the Village Of Cayuga Heights. Unanimously carried. APPOINIMENT n " Upon recommendation of the Planning Board the following motion was made; . <1- Motion by Councilman McElwee; seconded by Supeirvisor Schwan, RESOLVED,;' that the Town Board of the Town of Ithaca hereby appoints Frederic W. Scott to the Planning Board of the Town of Ithaca for a seven-year term commencing January 1, 1972. Unanimously carried.
