W. ;Hornbrook ^ Sh^ori.Staz Other residents of Town of Ithaca ; Members of Radio, TV, and Press Supervisor Schwan called the meeting to order at 5^15 p.m. APPROVAL OP MINUTES Motion by Supervisor Schwan; seconded by Councilman Powers, RESOLVED, that the minutes of the meeting of November 4, 1971 be approved as presented. Unanimously carried. SPECIAL IMPROVEMENT DISTRICTS ASSESSMENT ROLLS,- PUBLIC HEARING I Proof of posting and publication having been presented, the Public Hearing with respect to the Special Improvement Districts Assessment Rolls was opened at 5:20 p.m. Supervisor Schwan reported that there had been some revision in the formula- for assessing undeveloped acreage to take into consideration the fact that the further one moves back on the land away from the inainS; :the longer it will be before the land can be developed and the unit assessment has been scaled down on the general formula to 1/4 of a unit per acre for acreage up ta 1,000 feet from the mains, 1/6 of a unit per acre ifor acreage from 1,001 to 2,000 feet from the mains, jand 1/8 of a unit per acre for acreage from 2,001 to 3^000 feetr-fipoiDa the mains, lahd at $0.01 per thousand of assessed valuation beyond 3>000 .feet from the mains. The Board felt this was a more equitable method of assessing benefit on undeveloped acreage. P. W. Hornbrook presented himself and indicated that he felt he should be "guaranteed" water to his acreage. Supervisor Schwan BaJd that since the water is supplied by the City of Ithaca he could not "guarantee" Mr. Hornbrook water any more than any other Town resident. He felt, however, that Mr. Hornbrook would be able to get water to his acreage under all normal circumstances. No other persons wishing to be heard, the Hearing was terminated. ! Motion by Supervisor Schwan; seconded by Councilman Powers, RESOLVED, that the Special Improvement Districts Assessment Rolls of the Town of Ithaca as posted and published for the taxable year 1972 be approved as presented. Unanimously carried. (Attached is Basic Formula for Dissolved Water and Sewer Districts.) 93 - 2 - November 18, 1971 Motion by Supervisor Schwanj_ seconded ,by Councilman McElwee, RESOLVED, that the tax roll the. Forest .Home. Lighting Special Improvement District, the-Glenside Lighting Special Improvement Distric.t,., and the Renwicf Heights Lighting Special Improvement ■'District tor the taxable year 1972 as posted and published be approv ed as presented. • Unanimously carried. DESIGN STUDY - TOWN WATER SUPPLY Supervisor Schwan read a proposed resolution prepared by the TownAttorney James V. Buyoucos with respect to the appropriation of fundsfor study, maps and reports water supply for the Town of Ithaca. Motion by Supervisor Schwan; seconded by Councilman McElwee,WHEREAS, the Town of Lansing, the Village of Cayuga Heights,the Town of Dryden, and the Town of Ithaca are considering a proposalfor the development of a common water supply and construction of appurtenant facilities, and the distribution of water therefrom to respective municipalities, and said other munici-have indicated by action of their governing Boards that eachof them will contribute their, proportionate share of the cost ofstudy of such water supply and distribution system,NOW, THEREFORE, IT IS RESOLVED that the Town of Ithaca appropriate a sum not to exceed Thirty Thousand Dollars. ($30,000.00) for thepurpose of paying the cost of study of a proposal for a water improve-ment to obtain sources of water supply for lands in the Town of Ithacaand for the distribution of such water, and to assemble data relatingto the availability and possibility of development of such water re sources and the distribution of water therefrom to the lands in theTown; the foregoing project, if constructed, shall be constructed andoperated, in conjunction with such other municipalities insofar as itmay be feasible and to the extent that such other municipalities participate in the project, and it is furtherRESOLVED, that Lozier Engineers, Inc. of Rochester, New York,be retained for the purpose of making the aforesaid study and toprepare a map, report and plan showing description of boundaries, facilities, lands, if any, to be acquired,methods of financing, estimating revenues and costs of construction, operation of such water improvement, andthe facilities thereof, and to include such other items as may berequired by law or as may be necessary to carry out the intent ofthis resolution, and it is further RESOLVED, that this resolution is made on the understanding thatEngineers, Inc. will bill each of the participating municipalities for its proportionate share of the costs of the study, map, plans and reports. Unanimously carried. BIESDORF PURCHASE OF RAPONI LAND Supervisor Schwan reported that Mr. Heinz B, Biesdorf of 702 HudsonStreet, Ithaca, New York, wants to buy five lots from Mr, Raponi onthe Coddington Road, This land is on the Ithaca College side of theCoddington Road.^ It lies between the easement that goes to theNorthview standpipe and the Hllfcer property which is directly across from the entrance to Northview Road. In this area there is no sewer pipe laid for some 5OO feet. Mr, Biesdorf wants to buy the land but wanted to know whether he would be able to get sewer sei"vlce. Motion by Supervisor Schwan; seconded by Councilman McElwee, RESOLVED, that the Town Board of the Town of Ithaca recognizes Mr.Biesdorfs problem with respect to the land he wishes to purchase from Mr, Raponi on the Coddington Road and that the Town of Ithacawill, at Its expense, when necessary, install the necessary sewer pipe along the road. Unanimously carried. 94 - 3 -November l8, 1971 It was stressed that although the Town of Ithaca would put in the pipe at its expense, Mr. Biesdorf is not to sell o^any lots for the present; that the Town may need various easements; and that the Town will want to determine where the.sewer is going to be located.
