Hornbrook Sharon Staz Other Town residents Members of radio, TV, and press Supervisor Schwan called the meeting to order at 5:10 p»m. corrected to include the fact 2 2 Highways, Marion Morey, had submitted to theto September 30, 1971 Inventory of Highway Machinery,Tools, and Equipment in accordance with Higiiway Law, Section 142(3). Supervisor Schwan; seconded by Councilman McElwee, minutes of September l3j, 1971, with the correction noted above are approved. ? Unanimously carried. PRaHailKARY BUDGET - 1972 Supervisor Schwan reviewed the preliminary budget for 1972 page by page, ^Explaining each item, after which the following resolution was made: Motion by Supervisor Schwan; seconded by CcmncHjaian McElwee, RESOLVED, that the Town Board hereby prepare and"appix>ve as a Pi'e— liminary Budget of this Town for the fiscal year beginning January 1972, the itemized statement of estimated revenues and expenditures as prepared; a copy of which is to be made a part of these minutes, mm and \ BE IT FURTHER RESOLVED, that the Town Board of the Town of Ithaca shall meet to hold a public hearing at 5j30 p.m. on Thursday, Novembe?r 4, 1971 at the Town Offices, I08 East Green Street, Ithaca, New York,, for the purpose of hearing any person for or against any item or item^s therein; and BE IT FURTHER RESOLVED, that the Town Clerk shall give notice of such public hearing in the manner provided in Section 113 of the Town Law providing that such notice shall be published in The Ithaca Jouibnal : at least twice. i Unanimously carried. "V - 2 - October 7, 1971 PUBLIC idlARlNG - TOWN OP ITHACA WATER AND SEWER IMPROVMEHT DISTRICTS ' ' ' ' '" ' ' ' n ' ' 1— *; i * / Proof of publication and posting having, been presented by the Town - Clerk, Supervisor Schwan opened the public hearing on the apportion ments and assessments for the^Town of rfehaca Water Improvement Dis trict at 52^5 Pem» and the Town of Ithaca Sewer Improvement District at 5:50 p.m. P. We Hombrook appeared to say he felt he was not getting any more benefit now than before the districts were dissolved and yet would be charged now on a unit basis whereas previously he had been excluded from the district. Supervisor Schwan pointed out that under the old method of charging benefit Mr. Hornbrook's land was excluded from the district. However, under the new method the whole Town has been declared the benefitting area and Mr. Hombrook* s property is now part of the benefitting area and would, therefore, have to be assessed. Arthur L. Berkey of Christopher Circle noted that under the new formula there are more units than originally indicated at the public hearing in May and he questioned:from what source the additional units are derived. Supervisor Schwan said for the most part the additional units are from Forest Home, Lakeside, Glenside, and Renwick Heights which were not included in the original totals because there were no rolls prepared for those districts at the time of the public hearing in May and no time to figure them and include them. Mr. Berkey in quired whether the change in the formula had produced any new units. Supervisor Schwan said the new formula could not produce, overall, any additional unit is because of the new undeveloped acreage portion of the formula. Mr. Berkey questioned the wisdom of the':-formula in assessing one tmit per 100 feet of frontage, contending that a parcel with 200 feet of frontage did not receive any more benefit than a parcel of 100 feet. He suggested that the Board might in the future consider charging one unit for each family unit. Supervisor Schwan indicated that the basic premise has been that it costs more to lay 200 feet of pipe than it does to lay TOO feet of pipe. Further, that the Town of Ithaca Zoning Ordinance predicates 100 foot frontage lots and that' the great majority of lots are 100 foot lots. Mr. Fremcese, Planning Consultant, reported that Mr. Ideman had agreed to comply with all 4.?®? trash disposal requirements, plantings, etc.,and that there was no need at this point for Mr. Ideman to appear before the Zoning Board of Appeals. Mrs. Holcomb, Chairman of the Planning Board, said all those conditions should be included in the Town Board's resolution if it approved of Mr. Ideman*s plans. Mrs.-^ Livesay noted that even though Mr. Ideman complied with the condi- f—^ tions indicated, it was possible that at some later date he might ^ 1 I not be able to rent the offices and could, come to the Board and I I plead hardship and that th«o' only way he-^could get his money out of the idle office space would be to put in apartments. It was admitted that this was a possibility and that it was Mr, Ideman*s privilege " to do that and that the Zoning Board of Appeals would have to make n a Judgment when and if this happened. The Board authorized the Supervisor toproceed with the application. REPORTS Barbara Holcomb, Planning Board Chairman, presented some long-term "crairic and speed zoning problems, intersection signs, etc. She recommended that action be taken with regard to the intersection Where the Ithaca College Road comes into Coddington Road and the construction of an overhead street light there. She also requested cooperation in approaching the County Highway Department to have road signs placed at that intersection. Supervisor Schwan said he had Howard Stevenson, County Highway Superintendent, who saysthis is a private road and there is nothing in State Highway Law that would allow them to erect signs on a private road. Attorney Buyoucos suggested that the County Representatives might be able to help with^ this problem. ! Mrs. Holcomb also requested that some action be taken at the inter section, df Hanshaw Road and Muriel Street, and Hanshaw Rpad and Warren Road to move shrubbery back from the right of way so that there is a clear line of sight at those intersections. Supervisor Schwan said that in the revised ordinance with regard to subdivisions it specifically prohibits plantings within a given radius of a corner, but that Muriel Street-and Hanshaw Road existed prior to zoning. T !# ' - 7 -October 7, 1971 Mrs, Holcomb said she would also like to have'the cooperation of the Town Board In talking to Mr, Liguori to see if we can work out some temporary solution to the Ellis Hollow Road-Judd Palls Road inter section by additional stop signs on Ellis Hollow Road. Supervisor Schwan said he would write a letter to Mr. Stevenson with a copy to 2^2?^ Representatives Robert Bruce and Sam MacNeil in regard to 6omeof the problems presented by Mrs. Holcombj, but .would defer until the December meeting the Pine Tree Road-Jiidd Palls Road intersection matter, and that in the meantime sketches of the intersection could be brought in for study. INTERSECTION LIGHTS Councilman McElwee; seconded by Councilman Desch, KEbOLVED, that Supervisor Schwan call the New York State Electric & o 2^4 regarding the intersections at Ithaca College Road-Coddington Road, Sugarbush Lane-Snyder Hill Road, Brandywine-Chris- topher Lane, and Tudor Road-Charlene Road, and request installation of lights at these intersections.
