JOINT MASTER PLAN / PLANNING BOARD MEETING
APRIL 24 , 1995

PRESENT : CHAIRWOMAN : SUE POELVOORDE ; MEMBERS : GREGG HOFFMIRE ,
DAVID TYLER , BUDD STOVER , JOANNE MOLINO , RUTH KAHN ;

SURVEY DISCUSSION
• The meeting came to order at 7 : 33 PM . Sue mentioned question
number six , on the survey . ( Areas that are inappropriate for any
type of development . ) She suggested that they sit down as a group
and work off a map . David noted that people might not be aware of
the unique natural area designation ; he didn ' t until he joined the
P lanning Board . Sue tried to tally the areas mentioned .
Taughannock Falls was listed 58 times , Smith Woods was 14 , around
the schools was mentioned 6 , and Rt . 89 was listed 31 times . After
awhile it became tedious . Ruth questioned whether the public even
knew what inappropriate meant . ( 248 people did not even respond
to that question , out of the 500 something who returned the
survey . ) David queried how the information would be used ? Sue said
she would use the body of information to decide where the
appropriate areas of development could be . Questions like what are
we going to do with areas around the creek ? Are we going to
recommend a 100 foot buffer ? We could restrict or review what
people are doing in a certain area , or not care at all . ( The same
applies to Smith Woods , or the park , etc . ) At this point in the
meeting Roxanne began copying the final comments that Joanne had
completed , along with questions 8 and 9 that Sue had provided .
S ue stated that she had met with Tracy at County Planning . The
maps are completed and they look better now that the Town fills the
space and the legend is much smaller and at the bottom . They are
much bigger and easier to read . The document should be complete
in a week or two . The next step is to sit down and decide what
d irection to take . David suggested a little narrative on each
q uestion to pull it all together . It is important to make sure that
all the Members have the complete packet of questions from the
survey . Question number 7 is still needed ( out of 9 questions ) .
S ue asked if it would be better to meet during the day to complete
the task as she is spent by the evening . Gregg suggested that the
Members come in at 6 : 30 , an hour early . David said that a three
h our session would be about it for him .
QUESTION SUMMATION
Regarding question 1 , the survey indicates the following as
the most important aspects of the Town of Ulysses : schools ,
zoning / planning and small town atmosphere . These were the items
listed under very important only . The Members discussed methods of
weighing the responses . Joanne suggested numbering the responses .
Ruth thought the number 4 could be very important , 3 important , and
• so on . Sue said that you really can ' t add them up . David suggested

assigning the 4 , 3 , 2 , 1 scale . " School " would be higher than
" shopping " . Then you would figure 4 x 244 , 3 x 198 , 2 x 66 , and
1 x 14 . Then the numbers would be added together . The higher the
n umber is , is going to tell you that that particular item is very
important . Heavily weighted on the not important side would mean
the number would be quite low . It should work , said Sue . The
Members then tried it on a few examples . This method will give us
a numerical way of evaluating questions 1 and 2 , said David . It
w ill also make the narrative a little easier . The Members looked
at question 3 . Joanne commented that the public got what is
appropriate mixed up with what is inappropriate . What is
appropriate for commercial ? Someone replied Rt . 89 ! ( A scenic lake
®
road . ) Suitable might have been a better word , said Ruth .
Eventually a draft will be put together for the Free Press and
the Ithaca Journal to inform the public of the results of the
survey . When we address SEQRA we will have to have a public forum .
The draft will include the goals too . This has not been done in a
✓ acuum , we have reached out ( survey ) , said Sue . If a preliminary
draft is done , more input will be received , said David . The
statements in the draft will be based on facts , said Sue .
The comments for question 5 have been done away with , said
Joanne . Sue mentioned that she will drop off question 7 to
Roxanne . The next meeting date will be Monday , May 8 , 1995 at
7 : 30 PM in the town hall . Sue asked if all the Members had
✓ eceived their packets . Gregg said he will drop off Dan ' s and
Gerri ' s . They are too costly to mail . Everyone has been asked to
swing by the town hall and pick the packets up when they were
n otified by mail of the next meeting , said Roxanne . The meeting
adjourned at 9 : 30 PM .
