V" « •' ' ... • ' • i-r i:;v 3':v: •< fh.-: .;,.. ; "I. y/.' • ^ ■ -■■• I**" -J., i ' -.v.- ..'virr,,'-) 2 January 11, 1971 2 - CERACCHE TV CABLE n Mrs. Carl Valentino advised the Board that she fead had problems with poor televisionjreception, that she had-checked with some of her neighbors and found they had in common the following problems or complaints against Ceracche: (1) Discrepancy in his hook-up charge — some people were charged $10*00 and some $25.00, Some people were told that the charge would be $10.00 ancl^were billed $25.00. (2) Long delay in getting hook-ups. People call and are promised service, that the service men will come on such and such a day and they do not come. The service people do not come until they are threatened with being reported td the PCC or to the Town Board, or are threat ened with .^on-payment. -I V (3) It is ipjpoasible to get service when something goes wrong with the cable unless they are threatened. The service people are inclined,to say there is something wrong with the set; that the. tTOuble is not in the cable. (4) Prom talking with the service people, it appears one of the reasons for the poor service is that they do not have enough personnel to do the required work. Mrs. Roger Livesay concurred in the points outlined by Mrs. Valen tino, reporting some of the same complaints in her area. The Board asked Mrs. Valentino to document her complaints and have them ready for the next Board meeting, when the Board would invite Mr. Ceracche to be present tp answer the complaints outlined. I ! APPROVAL OP WARRANTS Motion by Cpunpilmbii McEiwee; seconded by Supervisor Schwan, RESOLVED, that the T^arrants dated January 11, 1971, in the follow ing amounts be approved: General $ 3^118.90 Highway '2,142.58 Un^imously carried. The Board felt that irustproofing and cathodic protection for all the standpipes in the T6wn of .-Ithaca ought .>to be looked into. Supervisor Schwan>is to call Mr. tuplap of ^^Lozier Engineers in this regard. . .V' ^ CORRECTIONS TO ASSESSMENT ROLL ' ^^ n Motion by Supervisor Schweui; seconded by CounCiloian Desch, RESOLVED, that in view of erroneous billing in "two different watei districts. East State Street Water District ani^i -Snyder Hill Water District, that the amount billed in error for benefits in the Snyder Hill Water District be refunded (after payment of taxes) for the following parcels, as follows: Benat B. & Carina B. Broms Parcel 57-1-4 i'. $ 200.40 George K. &'Etsuko Terasaki Parcel 61-1-17 $ 170.34 Alvin H. & Sandra C. Bernstein Parcel 61-I-I6 ; $ 190,38 Unanimously carried. 3 January 11, 1971 - 3 - Motion by Councilman McElwee; seconded by Councilman DeSCh, RESOLVED, that after payment of taxes on the following parcels, refunds in the following amounts be made: Parcel 61-I-15.5 - Grigor & Carolyn Grigorov (erroneously billed for 223 ft. of frontage (2.2 unite|Mi| Instead of 150 feet of frontage. (1.5 units) ..$ 120^32 I I Parcel 6I-1-14.2 - Roald and Eva Hoffman (No water benefit) $ 100.20 Parcel 6l-l-l4.3 - Roald and Eva Hoffman (No water benefit) $ 100.20 Parcel 6l-l-l4,5 - Vinay & Saga Ambegaokar (No water benefit) | 100.20 .Parcel 6l-l-l4.4 - Geoffrey & Carolyn Chester (No water benefit) $ 100.20 Unanimously carried. COMMUNICATION FROM VINCENT FRANCIAMONE Supervisor Schwan read a letter from Vincent Pranciamone of IO8 Ridgecrest Road, Ithaca, N. Y., dated January 10, I971. In his letter Mr. Franciamone requested a corrected tax bill based on one unit rather than the three units billed. He also requested that some action be taken on the matter of sewpr connection on his premises. Supervisor Schwan requested opinions from the Board as to what should be this matter. The Board felt this should be discussed with n Town Attorney James V. Buyoucos (who at this point had not yet appear- ' T fu meeting), iiie lettef was held for-Mr. Buyoucos* arrival,in the meantime, however, Superyispr iSchwan pointed out to Mr.^ Francia mone that the Town of Ithaca has ho authority by virtue of State law 31- to alter the tax warrant as rendered to the Receiver of Taxes: that ta^ayers are required to'pay-the ^t^ bills as rendered; and that adjustments can only be made by way of refund after the bills have been paid. (After adjournment the Board discussed Mr. Franciamone*s letter with Attorney Buyoucos. No redomtnendation for a refund of taxes nor any other action with^respect to Mr, Pranciamone*s Idtter• was taken at this time.) COMMUNICATION FROM JAMES LACEY r n Supervisor Schwah"advised the Board that he had received a letterfrom James A. Lacey with regard to his water and sewer taxes, and^ passed the letter around for the Board*s information.
