S upervisor Austic called the Regular Meeting of the Town Board , Town of Ulysses to order at 7 : 30pm and led those in attendance in the Pledge of Allegiance to the Flag of the United States of America . Mr . Austic entertained a motion to approve the minutes of the • Regular Board Meeting of March 14 , 1995 , moved by Mr . Weatherby , seconded by Mr . Reitz . , . Mr . Austic Aye • Mr . Reitz Aye Mrs . Stover Abstained Mr . Weatherby Aye Mr . Curtis Aye . Approved . Mr . Austic entertained a motion to approve Claims # 98 - 136 in the amount of $ 28 , 989 . 23 , moved by Mr . Curtis , seconded by Mr . Reitz . Mr . Austic Aye . Mr . Reitz - Aye Mrs . Stover Aye Mr . Weatherby Aye Mr . Curtis Aye Approved . . Report : Trumansburg Fire Department Mr . Meskill mentioned the Annual Fire Dept . dinner ; reminded the Board members to call - Jean Ford with their reservations . Kevin Roemer was . re - elected - Chief . • Report .: Representative Peter Meskill Reported that he . and . Mr . Austic met and tried to negotiate with the Fair Assoc . to -, keep the recycling center open until the end of June ; last day . will . be . June - . 24th . Met with school district , see if it could go behind bus garage ; weren ' t too enthusiastic . . . may allow it for a year . Looking at other possibilities . REPORTS Highway Superintendent , Jim Meeker reported no plowing necessary until last Saturday . Hauled stone , getting trucks ready for inspection , raking shoulders . Request from Glenwood School to get some sort of " Children Crossing " sign for Wilkins Road . Going to Highway School at Ithaca College . Getting ready to advertise for bids on a new pick - up truck . Talked about a project at the school . Town . Clerk , : Ma-rsha : Georgia reported that - for the month of March $ 2:, 455-. was collected of = which . . $ 2 , 074 . 60 was turned over . to the Supervisor . . : Have , received 88 - rolls - of - microfilm back from . ARC ; 4 Town of Ulysses 2 Regular Town Board Meeting April 11 , 1995 actually 22 rolls for here . . . four copies of each . One original and one copy will be sent to Albany ; checking on off - site storage for another copy . Proofing will start shortly . Second notices for taxes will go out tomorrow . Code Enforcement Officer , Alex Rachun reported ten permits issued . Court date has been set for zoning violations ; April 19th . B oard Members Tom Reitz said he will be attending the County Planning meeting and Recreational Partnership Meeting this next week . B en Curtis reported that a meeting of the Cable Commission will • be tomorrow night , 7pm in the Old Jail . SUPERVISOR ' S REPORT S upervisor Austic distributed and reviewed Cash Flow statement . N o sales tax until third quarter . O LD BUSINESS Water District Report Mr . Austic stated that he received a letter from Guy Krogh which indicates that Bill Auble wants water , too . Short discussion ensued . Will get together in next couple of weeks , to discuss what each group wants to do . Insurance Review Will meet on Tuesday , April 18 , 1995 at 7 : 00pm to review various insurance proposals . Appointment / Justice Dept . Mr . Austic said the Justices have recommended hiring Michelle Townley as Deputy Court Clerk . The Board needs to appoint her . . . suggest we set her rate at $ 7 . 69 / hr . for thirteen hours per week . Mr . Reitz moved , seconded by Mr . Austic the following : RESOLVED : that the Town Board of the Town of Ulysses upon recommendation of the Justice Department appoints Michelle Townley as Deputy Court Clerk for thirteen hours per week at a salary of $ 7 . 69 per hour . Austic proposed establishing equipment accounts for every d epartment . Board discussion took place . Mrs . Stover moved , seconded by Mr . Weatherby to authorize the Supervisor to establish 02 [ Equipment ] accounts for various departments . Mr . Austic Aye Mr . Reitz Abstained Mrs . Stover Aye c 2/3 Town of Ulysses 3 Regular Town Board Meeting April 11 , 1995 Mr . Weatherby Aye Mr . Curtis Aye Approved . Building Committee Meeting to take place following insurance meeting on April 18th . Update on Survey Mr . Rustic asked Mrs . Stover how the survey is coming . Reports look somewhat confusing . Mrs . Stover said some sections have been completed , but not put together . Feels that they aren ' t finished . Other Mr . Austic said we have a contract from the Ithaca Youth Bureau for Intermunicipal Recreation . Will make copies for everyone to review . Mr . Reitz said that Martin Luster sent a letter for the Board to appreciate , regarding the celebration here tonight . Mr . Reitz read the following excerpts ( letter attached ) : " I am sorry that I cannot be with you tonight to help celebrate the 200th Anniversary of that peculiarly American institution , the Town Meeting . As you are celebrating that level of government which is closest to the people , I am 200 miles away in Albany wrestling with problems at a different level . " " I wish each of you the very best and join with you in recognizing the Town Meeting as a hallmark of our democracy . " CORRESPONDENCE Mr . Austic reviewed correspondence received . Mr . Austic said there is one other thing to do . . . Ulysses Joint Youth Commission . Proposing the at - large members be voting members and also have two youth members [ presently have one youth member ] . Mr . Curtis moved , seconded by Mr . Reitz the following : RESOLVED : that the Town Board of the Town of Ulysses approves the membership adjustments to the Operating Guidelines as recommended and which now reads : 1 . The Joint Youth Commission shall be comprised of 11 voting members : 1 member shall be appointed annually from the Town Board 1 member shall be appointed annually from the Village Board 1 member shall be appointed annually by the Trumansburg School Board 2 At - large members to be appointed by the Town * 2 At - large members to be appointed by the Village * 2 youth members shall be appointed by the COD High School 1 member who has been appointed to the County Youth Commission by the Town Board 1 member who has been appointed to the County Youth Commission by the Village Board Mr . Stover the following : RESOLVED : that the Town Board of the Town of Ulysses authorize James Meeker , Highway Superintendent to prepare specs and advertise for bids on a new pick - up truck . As you are celebrating that level of government which is closest to the people , I am 200 miles away in Albany wrestling with problems at a different level . Having now gained experience at both the local and state level o f government , it is clear to me that those of you who serve locally have opportunities not available to us . You are able to directly and instantly communicate with the people you represent and to engage in a constructive dialogue , free from the intrigues o f state or national politics . You know the people whom you serve personally , and therefore your agenda can be tailored to meet their needs more precisely than when dealing with a larger statewide or district wide constituency . Also , you can enjoy instant feedback on your actions and make those changes in policy that are necessary to properly conduct the business of the town . Another aspect of local government is the fact that you have n o large legislative body or bureaucracy to buffer or protect you ili and that , in turn , leads to a heightened and sharpened sense of responsibility and responsiveness . As much as I enjoy my position , I truly miss the collegiality o f our town meetings , the direct participation of the public and the ability to make decisions and implement them without going through sixteen levels of review and reconsideration . I wish each of you the very best and join with you in recognizing the Town Meeting as a hallmark of our democracy . Best personal regards .
