Progress on water and sewer —Stone Quarry Road 11, Miscellaneous JUNE 10^ 1968 At a regular meeting of the Town Board of the Town of Ithaca, Tompkins County, New York, held at the Town Offices, 108 E. G-reen Street, Ithaca, New York on the 10th day of June 1968 at 4 o'clock p.m., there were: Present: Supervisor William B. Kerr, Councilmen Joseph N. Mayer, Jr and Harry U. Baker..n Absent: Councilmen Harry N. Gordon and Andrew W. McElwee. n Also Present: Attorney James V. Buyoucos, Zoning Officer, David Cowan, Lozier Engineer James Dunlap, Clerk Myrtie Hewitt, Joe DiGiacomo from Winthrop Drive, Otto Schoenfeld and several residents from Sapsucker Woods area, also Journal Reported Sue Strandberg and a Reporter from WTKO. Residents from the Sapsucker Woods area appeared before the Board requesting a progress report on the Lucente construction in the area supposedly being built in violation to the Zoning Ordinance of the Town of Ithaca. After niuch discussion the following resolution was passed: RESOLUTION 222 -RESTRAINING ORDER--LUCENTE Upon motion made by Supervisor William B. Kerr, seconded by.i. Councilman Harry Baker the town attorney, Mr. Buyoucos was instructed to start proceedings for a temporary restraining order against Rocco Lucente stopping further construction on Sapsucker Woods Road. An all "aye" vote carried. n* * * RESOLUTION 223 - MINUTES A motion was made by Councilman Mayer, that minutes of the meeting of the Board held on the 13th of May, 19^8, as submitted by the clerk be approved. Seconded by Councilman Baker and unanimously adopted. * * -x- RESOLUTION Z2k - WARRANTS Councilman Mayer moved that warrants dated June 10, 1968 submitted to the Board be approved for payment. Water Dist. — 32,4o6.26 * * -x- 6/10/68 n RESOLUTION 225 - NOTES-RENEWAL NOS. 2 & 3 SLATERVILLE ROAD SEWER Supervisor Kerr moved that the Supervisor he authorized to renew Notes NoSo 2 and 3 for the Slaterville Road Sewer District as follows: Note #2 - Due July 27 in the amount of $200,000 Note #3 - Due October 25 in the amount of $100,000, with interest payments being made on each. Seconded by Council man Mayer and unanimously approved. -jf * * RESOLUTION 226 - REFUNDS ON STREET OPENINGS Supervisor Kerr moved that refunds be made to the following people for deposits.made.on street opening permits: Enos Pyle—Honness Lane--Permit issued July 19^7 John MacLean—Salem Drive--August 19^7 Otto Kapp—Sapsucker Woods Road—November 19^7 Seconded by Councilman Mayer and unanimously approved, * * * RESOLUTION 227- TOWN AND COUNTY OFFICERS TRAINING SCHOOL AT CORNELL Supervisor. Kerr moved that Town Officials be authorized to attend the Town and County Officers Training School at. Cornell University July 8-10.. Seconded by Councilman Mayer and unanimously approved. ■X- * * m RESOLUTION 228 - SPEED LIMIT WINTHROP DRIVE i Joseph DiGiacomo from Winthrop Drive appeared before the Board requesting that speed on Winthrop Drive be lowered. Supervisor Kerr moved that the Clerk be authorized to file the necessary request jointly with the County Superintendent of Highways appealing to the state for a minimum speed of 30 mph on Winthrop Drive to conform to the limit of the surrounding streets in the area. Seconded by Councilman Baker and unanimously approved. * * * RESOLUTION 229 - TANK SITE-RIDGECREST ROAD Supervisor Kerr moved that the Town of Ithaca purchase the parcel on the west side of Ridgecrest Road belonging to the Estate of Nellie Chase for use as a tank site in the Second South Hill Water District at a quoted price of $5^000, Seconded by Councilman Mayer and unanimously approved. * * * ^ RESOLUTION 230 - PAYMENT OF JOHN MACNEILL BILL Councilman Mayer moved that a bill presented by John MacNeillnto the Planning Board in the amount of $2,4^7.70 for professional services in the relocation and design of Burns and Coddington ' Roads be paid. Seconded by Councilman Baker and unanimously approved. * * * Councilman Joseph N. Mayer, Jr. announced his resignation as councilman and deputy supervisor will be forthcoming as he and his family are leaving Ithaca and moving to Seneca. Falls where he has accepted the position as Director of Business Affairs at Eisenhower College at Seneca Falls. This will be his last meeting with the Town Board. 6/10/68 RESOLUTION 231 - DEPUTY SUPERVISOR APPOINTED Supervisor Kerr moved that Councilman McElwee be appointed to serve as Deputy Supervisor in his absence upon the resignation of Councilman Mayer. Seconded by Councilman Baker and unanimously approved. * * * RESOLUTION 232 - TE14P0RARY CHAIRMAN OF ZONING ORDINANCE COMMITTEE Supervisor Kerr moved to appoint Mr. Edmund Weatherby of l8l Townline Road as temporary chairman of the Zoning Ordinance Committee to be organized for reviewing and recommending improvements to the Town of Ithaca Zoning Ordinance. Seconded by Councilman Mayer and unanimously approved. * * * RESOLUTION 233 - SCHOENFELD DEVELOPMENT Upon motion made by Supervisor Kerr and seconded by Councilman Baker the Town Board resolved to accept Simsbury Drive and Brandywine Road as town roads on condition that Mr. Schoenfeld presents a certified check to guarantee completion of these roads after construction of houses by the contractor^ also subject further that acceptance be conditioned upon immediate submission of all papers to town attorney in order that the town attorney may approve title to the roads and this conveyance will also include water and sewer lines within the roads. Further Resolved that until such time as the road shown as Christopher Circle on subdivision map dated December I9SY, entitled "preliminary plans for Williamsburg Park and Simsbury Drive development" can be made accessible to the present Christopher Circle Road^ no building permits shall be issued on lots 72 thru 77 inclusive until a solution is found.
