In closing the Public Hearings the following resolution was duly passedj The Town Board has this day adopted a resolution pursuant to Sec. 209-e of the Toim Law approving the establishment of the following water and sewer extensions: Ext. #1 to Second South Hill Water District; Ext. #2 to South Hill Sewer District; Ext. #2 to Second South Hill Water District and Ext. #2 to South Hille Sewer District. RESOLUTION 48 - BOND AHTICpATION NOTES - Slaterville Road Area iSewer Dlstricf Voted resolved that Supervisor Kerr is hereby authorized to sell bond anticipation notes in anticipation of the issuance and sale of serial bonds for the Slaterville Road Area Sewer District. * « « Meeting duly adjourned: 6:4o P.M. ;;;;. Hewitt ' 3-13-67 Town Clerk APRIL 10, 1967 The following are minutes of a regular meeting of the Town Board held in the Town Office at 108 East Green Street, City of Ithaca at 4:00 P.M. on Monday, April 10, I967. BOARD MEMBERS PRESENT: Supervisor William B. Kerr; Councilmen Harry Baker, Joseph N. Mayer, Jr. ABSENT: Councilmen Harry Gordon; Andrew McElwee Also Present: James Dunlap, Engineer from Lozier Engineers; Attorney James V. Buyoucos; Planning Board Chairman Noel Desch; Superintendent of Highways Marion Morey, Journal Reporter Jerry Langdon; 2 residents from Vine Street and Mr. McNeil representing Eastern Heights and Clerk Myrtle Hewitt. Service Calculator It was brought to the Board's attention that the calculator in the Assessor's Office needed servicing. The Board authorized the assessor to have the machine serviced and also to check on a Service Contract and report at the next meeting. Northeast Playground-Park Mowing Walter Schwan from Muriel Street approached the Board regarding the mowing of the playground-park area off Tareyton Drive in the Northeast. It was agreed that the highway department would try using their machines for cutting the grass although the machines are rather large for this type of mowing. n J4-10-67 RESOLUTION 49 - APPROVAL OF WARRANT Voted resolved to approve the warrant dated April 10, I967 in the following amounts; General Fund $9,906.00 L-..- 4,'Highway Fund 4,901.78 * * * RESOLUTION 50 - APPROVAL OP MINUTES Voted resolved to approve minutes dated January 9^ February 13 and March 13, I967. * * * Bids for Slaterville Road Sewer District On April 5, I967 bids were opened for the Slaterville Road Sewer District construction. Three bids were received and opened. The low bid was submitted by C.N.Y. Pipeline Constructors Corporation, 3999 Milton Avenue, Syracuse, New York in the amount of $276,486. The other two bidders were Amadori Construction Company, Inc., Lackawanna, New York and "Les" Strong, Inc., Whitney Point, New York. Following a discussion by the Board at this April 10th meeting the following resolution was duly passed: RESOLUTION 51 - CONTRACT AWARD-Slaterville Road Sewer District WHEREAS, on April 5? 19^7^ bids were received for the construction of Sanitary Sewers for the Slaterville Road Sewer District for the Town of Ithaca; WHEREAS, the Town Board has carefully considered the Engineer's Report on these bids, and; WHEREAS, the Town Board has further considered the bids received and the tjrpe of construction offered; NOW, THEREFORE BE IT RESOLVED: that the best interests of the Slaterville Road Sewer District will be served by using asbestos cement sewer and lateral pipe. AND BE IT RESOLVED, that the contract for construction be awarded to the lowest responsible bidder, C.N.Y. Pipeline Constructors Corporation, at an estimated contract sum of $276,486.00; and Optional Items 4l thru 44 at an estimated cost of $3,500.00 which will be used as required during the construction of the project. RESOLUTION DULY CARRIED. * * * Water and Swwer Crossings on Danby Road ^ Quotations for water and sewer crossing on the Danby Road were received from Warren Brothers Roads Company of Syracuse. These crossings are necessary for installing pipelines to accommodate the new South Hill Water and Sewer Districts soon to be installed. Since these are the contractors doing the paving for the State on Danby Road at the present time it seemed feasible to award them the contract for these installations and in this way prevent having to make cuts in the new highway at a later date and presximably at a greater expense. Proceeding this discussion, the following resolution was duly passed. 4-10-67 J RESOLUTION 52 - CONTRACT AWARD- Water & Sewer Crossing on DanUy Road WHEREAS, on April 10, 1967, quotations were received for installing pipe crossings for the Second South Hill Water District and the South Hill Sewer District along Dsinby Road for the Town of Ithaca; WHEREAS, the Town Board has carefully considered the Engineer's Report on these quotations, and; WHEREAS, the Town Board has further considered the quotations received and the type of installation offered; NOW, THEREFORE BE IT RESOLVED: that the contract for installation be awarded to. Casing Price 66 ft. @ 63.50/ft.= 4,191.00 160 ft. @ 58.75/ft.= 9,400.00 96 ft. @ 30.00/ft.= 2,880.00 $lb,47l.00 n RESOLUTION 53 - APPLY TO AUDIT AND CONTROL FOR APPROVAL of Extensions 1 and 2 to Second SoutH Hill Water District (196b) and Extensions T and 2 of the South Hill Sewer District It was moved by Councilman Joseph N. Mayer, Jr. and seconded by Councilman Harry Baker that the Supervisor, or the Deputy Supervisor, as the case may be, apply to the Department of Audit and Control for approval of Extensions 1 and 2 to the Second South Hill Water District (1966) and of Extensions 1 and 2 of the South Hill Sewer District. * * * Building Permits-Schedule of Fees There was discussion regarding a change in the fees for issuing Building Permits. Rather than the present price of $2.50 charged for permits, it was the general opinion that fees should be based on the estimated total cost of alterations or new construction * in each case. A tentative schedule set up by the Board for further consideration is as follows: $1.00 $5,001.00 $50,001.00 $250,001.00 $5,000 = $ 5.00 fee 50,000 = $25.00 fee 250,000 = $50.00 fee 1 Million=$100.00 fee 4-10-67 School Crossing Guards at Northeast School With problems that have arisen at different times regarding the school crossing guards it was the opinion of the Board that it might be more expedient to hire men for these posts. The Clerk was authorized to contact persons who might serve capably in these positions starting in September. Salary was also discussed and to set the scale equally with other municipalities it was decided $100.00 a month to be a Justifiable compensation for this service. INSURANCE- Clerk's Bond Correspondence from the Boothroyd Insurance Agency indicated that the Town Clerk's bond could be provided in whatever amount approved by the Board and did not have to cover the total tax warrant. After weighing the subject carefully it was the un animous opinion of the Board to continue on the present coverage, i.e. the Bond to cover the total warrant and thus give all concerned maximum security. INSURANCE- Electrical Equipment Owned by the Town Boothroyd Insurance Agency, Inc. submitted a list of all electrical equipment owned by the Town of Ithaca together with the cost to Insure them against explosion, breakdown, burn out and business interruption. A three year premium price of $6,711.00 was quoted with an additional 3 year premium of $652.00 to provide total replacement of any piece of equipment burned out or broken down- making a total 3 year premium of $73363, It was the opinion of the Board that electric motors under 50 H.P. did not warrant coverage since it would be cheaper to replace them and since all the motors listed with the exception of 2-50 H.P. were 10, 15 and 20 H.P., this coverage seemed to be a rather high premium. It was tabled at this point. RESOLUTION 5^ - APPOINTMENT- Deputy Supervisor cVoted resolved that Councilman Joseph N, Mayer, Jr. be authorized to serve as Deputy Supervisor in the absence of the Supervisor. * * Vine Street- Ownership Two residents from Vine Street appeared before the Town Board to seek information regarding ownership of the street. They were informed that the Town did not own it and could not accept it in its present state. They were advised by the Board to seek legal council and t^y to obtain a 50' right of way necessary for the Town to accept it. Proposed Snyder Hill Road Water District A district contemplating being established in this area consists of a tract of undeveloped land owned by a corporation and one parcel occupied by a resident owner. The corporation is interested for a district to be formed as it plans to subdivide the property and construct and sell individual homes. It is not known at this time if the one resident owner is interested in such a water district. The proposed maximum cost of constructing this water district as quoted by Lozier Engineers is $200,000. Study of Northwest Water and Sewer Districts Due to the high unit costs involved, the establishment of a water and sewer district in the Northwest has been at a stand still. The Town Planning Board under the direction of Chairman Noel Desch has been reviewing the proposals and feel they have come 4-10-67 up with some new suggestions not previously considered that would warrant further discussion with the Consulting Engineer in hasten ing the formation of these districts. Proposed Installation - East Ithaca Water District The Town Board has been working with Lozier Engineers in establishing the extension of a 10" watermain in Pine Tree and Judd Palls Roads which will connect to an existing 6 inch main in Pine Tree Road belonging to the East State Street Extension Water District. The purpose is to provide a water supply for domestic, commercial and fire protection to an area located adjacent to Pine Tree and Judd Falls Roads. Due to the low pressure in this area, water for fire protection is not avail able. IGeorge Ideman owner of Ide*s Bowling on Judd Falls Road is not able to get insurance because of this inadequacy. Other properties involved are Artiflcal Breeders and Cornell University who do not feel justified in participating in this added assessment. Mr. James Dunlap, Lozier Engineer was authorized by the Board to continue negotiating with all parties concerned. Meeting adjourned at 6:15 P.M. Myftie M.
