The regular meeting for auditing books and records of the Town Officials
for the fiscal year 1965 was held at 10:00 A.M. on Dec. 31, 1965*
Board members present were: Supervisor V/illiam B. Kerrj Councilmen
Andrew v/, McSlvee and Joseph N. Mayer.
Also present were: Assessor Robert J. i"/ells, Attorney James Buyoucos,
and Town Glerk Evelyn Fuess.
Absent were : Councilmen Karry Baker and Franklin Bishop.
WALKWAY FROM TAREYTOH RD. MURIEL ST. AREA TO W/iRREN RD.
Supervisor Kerr presented a revocable license from Cornell University
granting use of a parcel of land ten (10) feet wide (north and south) and about
1590 feet long, adjoingin and lying on the north side of the south boundary
of the former Walter Heasley property ahd extending from the east side of Warren
Road to the west side of the area now designated as a public park and play
ground (north of Tareyton Dr.) as a public sidewalk.
The Town Board authorized Supervisor Kerr to accept this walkway from
Cornell University and also to negotiate for additional land to provide
a safe walkway from Warren Road to the new Northeast school. Councilman
McElwee once more emphasized that both walkways should be added to the official
town map,
APPROVAL OF BONDS
Councilman McElwee offered the following resolution and moved its
adoiiition:
RESOLVED, that the performance bonds for Supervisor Kerr, Clerk Evelyn
Fuess (also included in the Tax Collector's Bond), Highway Superintendent
Marion Morey and Justices Fred Hartsock and Richard LaFave be approved.

GORRl^PONUENGE - STATE TRAFFIC COMSSION
The State Traffic Commission notified the Town Board that they felt the
area north of Hansahw and east of Warren Road should be included in an area
speed zone, but that the remainder of the area as requested last year should
not be included.
In discussing other areas needing revised speed limits it was agreed
that the town jointly with the County should request speed limits on those
portions of Hanshaw Road and Ellis Hollow Road recently returned by the State
to the County. Justice Fred Hartsock also requested that the town ask for
a study of . speeds along the Trumansbiorg Road,
Supervisor Kerr offered the following resolution and moved its adoption:
RESOLVED, that the Town of Ithaca jointly with the County of Tompkins
submit a request for the following speed zones:
(1) The area north of Hanshaw Road (to the Town of Lansing line) and east
of 1/arren Road (to the Town of Dryden line)
(2) Reinstatement of lowered speed zones on those portions of Hanshaw
Roads and Ellis Hollow Roods recently returned by the State to the County.
(3) The Trumansburg Road - Route 96 - from the City of Ithaca line to the
Town of Ulysses line.

GQHRr^SPUNDENCE - ITHAG.^ COLLEGE
Su[)ervisor Kerr reported that he had received correspondence from Pres
ident Howard Dillingham of Ithaca College in regards to property they desired
to acquire near their South Hill Campus. A discussion of zoning and Planning
in the South Hill area followed. Supervisor Kerr recommended that the Town
Planning Board be asked to study the entire South Hill area of the town and
submit a long range plan for orderly development there. Councilman McElwee
stated that he feels the Town owes the College some protection and should
consider reaoning to assure this if necessary.

working; out very well.
The County wide re—valuation program as related to the Town of Ithaca is
complete except for the actual computer calculations and print-out.
Open book sessions for examination of new values will be in Feb. 1966,
and new values ns finally adopted will be applied to the 1966 Tax Roll as
of Hayil, 1966. Property sales continue active and strong - Sales values
have continued at a relatively high level. Approximately 400 property
transfers wore processed, Crievance day June 15th - 3 persons were
heard personally and one letter was reported. All complaints were
settled,.
There were 92 Building Permits issued (#'s 735 through #376) with
$309*50 collected in Permit fees and turned over to the Supervisor, The
increase in oermits represents a 1% increase over I964 and a 30% over
1963.
There were 15 cases heard by the Zoning Board of Appeals, all of
which have been decided and closed except for the Reulein case.
All meeting of both the Zoning Board and the Planning Board were
attended bv the Zoning Officer and the positions of Recorder and,or
Secretary were fulfilled for both Boards. In addition the office of
President of the County Assessor's Association was fulfilled.

the books and records of Supervisor William B, Kerr for the year 1965.

REPORT - ELLIS HOLLOW ROAD SFVJBR DISTRICT
The plans and specs for the Ellis Hollow Road Sewer District have
been completed and are being requested by firms interested in bidding.
Bids will be opened in the Town Clerk's Office at 3^00 P.M. on Monday,
January 10, I966 preceding the January meeting of the Town Board,
RESOLUTION AND ORDER TOR PUBLIC HEARINO - SLATSRVILLE ROAD AREA SEWER DIST.
Councilman Mayer offered the following resolution and moved its
adoption:
WHEREAS a map, plan and report have been prepared, in such manner
and in such detail as has heretofore been determined by the Town Board
of Ithaca, relating to the establishment of a Sewer District in the
Slaterville Road - Snyder Hill Road - Honness Lane area of said Town, and
WHEFtEAS such map, i:)lan, and report have been duly filed in the
Town Clerk's Office in said Town; and
WliSREAS said map, plan, and report were prepared by Lozier Engineers,
Inc., comrxstent engineers, dul;/ licensed hy the State of New. York, showing
the boundaries of the proposed district, and a general plan of the sewer
facilities to be constructed, and a report of the proposed method of
operation; and
WHERLv'iS said map show all outlets and the terminus and course of
each proposed main sewer, together with the location and a general description
of all public works required, including such lands and easements if any,
to be acquired, and
V^HEREAStheboundaries of the i^roposed districtare more particularly
set forth and described hereinafter in Schedule A, and
WHSRErtS the imi')rovements proposed consist of the construction and
installation of sewer mains, sewer laterals, manholes and appurtenances
for the piu?pose of sux^plying a public sewer system to the properties in
the proposed district, and which system shall be connected with and drain
into the City of Ithaca sewer system; and
WHER-SAS the proposed method of financing the cost of said improvement
consists of the issuance of serial bonds of said Town to mature in annual

installments over a period not exceeding thirty (30) years. The cost of
constructing the foregoing improvements shall be assessed by the Town
Board in proportion as nearly as may be to the benefit which each lot or
parcel wiHl derive therefrom, and
V/H3RSAS the maximum amount proposed to be expended for said improvement
and for the acauisition of the necessary lands and easements is FIVE HUNDRED
NINETY THOUSAND DOLLARS (31590,000.00), and
'//HEREAS said map, plan and report describing said improvement are
on file in the Tovm Clerk's Office, for public inspection,
NOW, on motion of Councilman Joseph Mayer and seconded by Councilman
Andrew W. McElwee, it is hereby
ORDERED that the Town Board of the Town of Ithaca shall meet and
hold a public hearing in the Common Council Room, City Hall, 103 E. Green
Street in the City of Ithaca, on the 14th day of February, 1966, at
4:30 P.M. on that day, to consider said map, plan and report, and to
hear all x>®rsons interested in the subject thereof concerning the same,
and to take such action thereon as is required or authorized by law.
The adontion of the foregoin'^ order was duly put to a vote, and upon
Toll call, the vote was as follows:

DESCRIPTION OF PROPOSED OUTLINE OF
. SLATSRVILLE ROAD SEWER DISTRICT, TO'//N OF ITHACA,
TOl^KINS COUNTY, NEW YORK
All that tract or parcel of land situate, lying and being in the Town
of Ithaca, Tompkins County, New York, more particularly bounded and
described as follows:
Beginning at a iJoint, said point being the intersection o'f the center-
line of Slaterville Road the the southerly corporation line of the City of
Ithaca:
(1) thence, northeasterly along the various courses of said southerly
corporation line of the City of Ithaca, a distance of 1,760 feet, more or
less, to a point lying in the east boundary of parcel 60-1-25;
(2) thence, southerly along east boundary of said parcel 60-1-25, a
distance of 1,320 feet, more or less, to a point being the northeast
corner of parcel 60-1-20;
(3) thence, easterly across parcel 60-1-19^ a distance of 90 feet,
more or less, to a point being the south corner of parcel 60-1-13,
said point being also an angle point in the west bound'iry of parcel
60-1-17;
(4) thence, northerly along the west boundary of parcel 60-1-17, a
distance of 130 feet, more or less, to the northwest corner of parcel 60-
1-17;
(5) thence, easterly along the north boundaries of parcels 60-1-17,
60-I-I6, 6O-I-I5, and 60-1-10, a distance of 1,110 feet, more or less,
to a point being 200 feet west of the centerline of Pine Tree Road

and measured at right angles to the centerline of Pine Tree Road, across

parcel 55-1-1 (lands of City of Ithaca Water Department);
(13) thence, along the various courses of the northeast boundary
of ;.)arcel 55-1-1 (lands of the City of Ithnca Water Department) a distance
of 16,900 feet, more or less, to a point lying in the south corporation
line of the City of Ithaca, a distance of 370 feet, more or less, to
the point of beginning;
All as shown on a "Map of Proposed Slaterville Road Sewer District"'
as prepared by Lozier Engineers, Inc., dated December 17, 1965, drawing
File No. 13336, and said parcel numbers referring to Tax Map, Town of
Ithaca, Tompkins County, approved by State Board of Equalization and
Assessment, March 27, 1964, tax maps dated 11/1/63.

Supervisor Kerr offered the following resolution and moved its
adoption:
RESOLVED, that the following transfer of funds be approved:

(2) From Returned Water Bills to Forest Home Water District - ■?228.45(3) From Returned Water Bills to Kanghau Road Sewer District — '^11 •!(>

ASSESSi-lENTS - ^ of True Valuation
A discussion folloived regarding the adoption of assessments that would
allow the towns of the County and the City to assess at the same rate.Supervisor Kerr stated that the City now assesses at 80,^ of true valuation
and that the towns have favored going to 90^, but for the sake of\iniformity he would recommend their all being the same. He also statedthat he hoped other towns in the County would go along with this proposal;especially since the new Gleminshaw reappraisal figures will be ready soon.
The merits of assessing at 50,^ - the percentage now used; at 80^; at ^0%
and at 100^ were discussed.
The meeting was adjourned for lunch at 1:00 P.M.
