HomeMy WebLinkAboutTB Minutes 1965-09-13September 13, 1965 A regular meeting of the Town Board of the Town of Ithaca, was held at ^*.00 P.K., Monday, September 13, 1965 in the Town Offices, 108 E. Green St., City of Ithaca, New York, Board members present were: Supervisor William B. Kerr, Councllmen Joseph N. Mayer, Harry Baker, Prank Bishop and A. W. McElwee. Also present were: Highway Sup't. Marion Morey, Assessor R, J. Wells, Attorney James Buyoucos, Otto Schoenfeld, Attorney Harry Hamilton, Harry Gordon, Frank Liguouri, and James Dunlap. OPENING OF BIDS At 4:00 P.M. the bids were opened for a new ^ Ton Pick up Truck for the Highway Dep't. The follovjing bids were submitted: Cayu^a Motors Sales Corp. - for a 1966 Ford F-lOO - % Ton Pickup exactly to specifications, delivered Ithaca, N.Y., with a trade allowance of ^510. for a 195^ f'ord Pickup - St;i863.00 Jack Townsend Chevrolet. Inc.- New Chevrolet ^ Ton Fleet- side Pickup - complying with specifications except a V8 engine with 327 cu. in, displacement instead of 350 cu. in. at a delivered price of ;-f2732.30, less discount allowance, tax exemptions and trade-in allowance for 195^ Ford FIDO of #7^^.30; net price ■!^1988.00. Ithaca Motors Inc. - New 1966 International Pick-up, Model D-1000 according to specifications - Net Cash on Delivery, after allowance for trade-in of 195^ Ford - tl96'j. 00. The bids were referred to Sup't. of Highways Marion Morey for his consideration. NESD - CONTRACT WITH VILLAGE Supervisor Kerr presented the contract with the Village of Cayuga Heights for sewage disposal for the new Northeast Sewer District. Councilman Mayer offered the following resolution and moved its adoption: HFSOLVED that Supervisor William B. Kerr be authorized to sign the contract in behalf of the town with the understanding that the duration of the contract v/ill be for the maximum duration of the bonds; not to exceed 30 years. Seconded by Councilman Bishop Ayes - Baker, Bishop, Mayer and Kerr Noes - 0 Carried PUBLIC HEARINGS - AMENDMENTS TO ZONING ORDINANCE Noone was present to be heard at the public hearings called at ^:15 P.M. to hear anyone interested in the following changes in the Zoning Ordinance. The hearings were declared closed. Proof of Publication and Posting were presented. Councilman Mayer offered the following resolution and moved its adoption: RESOLVED that the Zoning Ordinance of the Town of Ithaca be amended as follows: 1. Article XIII - Section 59, psge 23 Change Sub a. to read as follows: a. One mobile home may be placed on a vacant lot in a residence or agriculture district for use as temporary housing during the construction of a permanent dv;elling on said lot for a period not to exceed 18 months, unless such period be extended by permission of the Town Board, provided that said trailer shall be occupied by the owner of record of said lot. Said trailer must be removed upon the completion of construction althoug'h the 18 month time limit may not have fully expired. 2. Article XIII - Section 70, page 25 Delete the following after the word '^with", line 1, page 25^ "the construction of improvements on the lot or of" Add at the end of Section: "Any normal building operation in connection with a legal building permit, such as excavation, filling, or grading, shall be excepted from the provisions of this Section." Seconded by Councilman Bishop n n Ayes - Kerr, Baker, r^syer and Bishop Noes - 0 Carried. Councilman McElwee arrived, appointment of election inspector Councilman Mayer offered the following- resolution and moved Its adoption: HESOLVED that Mary E. Mullenhoff be appointed as an Election Inspector in District 3 to replace Ruth Kamlner, who has resigned. Seconded by Supervisor Kerr Ayes - Meyer, ^ker, Bishop, McElwee, Kerr Noes - 0 Carried. APPROVAL OF MINUTES Councilman Bishop offered the following resolution and moved Its adoption: RESOLVED that the minutes of the August 9, 1965 Town Board meeting be approved. Seconded by Councilman Mayer Ayes - Mayer, Baker, Bishop, McElwee and Kerr Noes - 0 Carried. ACCEPTANCE OF ROADS Supervisor Kerr offered the following resolution and moved its adoption: HESOLVED that the Town of Ithaca accept Wlnthrop Drive (the portion within the Town) and Sandra Place with the under standing that final grading be done according to the specifications of Highway Sup't. Marion Morey and with the understanding that the Town Board pay Mr. Otto Schoenfeld for the sewer lines already constructed within the road right of way. Seconded by Councilman Mayer Ayes - Baker, Bishop, Mayer, McElwee and Kerr Noes - 0 Carried APPROVAL OF SCHOENFELD SEWER LINES Mr. Frank Llguori of the Tompklns County Health Dept. suggested that the town should file Application Forms and #5 to ask for Health Department approval of Schoenfeld sewer lines. Mr. Ctto Schoenfeld was present to discuss with the Town Board plans for future development and extensions of sewer lines. Plans for the area were referred to Mr. James Dunlap of Lozler's Inc. and Mr. Dunlap was asked to notify Mr. Llguori after he determines that the plans fit overall plans for sewer development. Mr. Schoenfeld stated that In the future the costs of engineering and construction of the lines would be Included In the sale price of the lots and then the lines would be deeded to the Town. Mr. Dunlap stated that the usual procedure is that sub-dlvlslon plans are filed shovjlng road profiles and plans for sanitary sev;ers and easements that might be needed. These plans would be submitted to the Planning -^oard and Town Board for approval. After construction is finished the Town Board acting as the district would then accept the sewers, Mr. Schoenfeld and Mr. Hamilton both agreed that their understanding Is that future sewer mains would be built and financed by Mr. Schoenfeld and then would be deeded to the District, REPORT ON NESD Mr. William O^Boyle presented a progress report on the Northeast Sewer District now under construction by Howard and Sprague. He estimates the construction Is approximately 20^ complete and said that lines would be tested and hooked up for use as soon as possible. There have been very few problems and very little rock to contend with. REPORTS ON WATER AND SEWER DISTRICTS Mr. James Dunlap, Engineer for Lozler, Inc. presented the preliminary plans for extension of water and sewer facilities In other areas bf the town. Cost estimates were presented using 8 unit as 100 feet of frontage with no more than four units in 38 one tax parcel. Costs of basic districts were lower than the surrounding districts and cost estiihates increased as rock contingency was allowed. Reports were given for the extension of the South Hill Water District, for the formation of sewer districts on South Hill; for the extension of the TrumansburgRosd Water and Sewer Districts for West Hill; and for a Southeast Sewer District. The Board decided to proceed with plans for the Southeast District first - this district to be bounded roughly by Snyder Hill, Pine Tree and Slaterville Rds. and to include also Honness Lane. A Public Hearing on this district will be scheduled as soon as the final descriptions are completed. Public hearings on other districts will follow at a later date. Investigations will also be made to see if the Town is eligible for federal assistance in financing these new districts. TFST BORING Supervisor Kerr offered the following resolution and moved its adoption: RESOLVED, that Lozier, Inc. be authorized to hire a firm to do test borings in the Ellis Hollow Road Sewer District. Seconded by Councilman Kayer Ayes - Kerr, Baker, Mayer, Bishop and McElwee Noes - 0 Carried ROADS Supervisor Kerr said that the town officials are aware that many of the roads, especially those in the northeast, need repair. The questions are how much work is to be done and what will the cost be. Estimates for Moto paver work were offered by Koppers Co., but the Board felt the first problem in each instance would be to determine the condition of the base. Supervisor Kerr recommended that Muriel Street be leveled off and given a coating of oil and stone this fall. The budget for '66 will set aside money to improve the roads in the northeast and any other roads that need attention. RIGHT OF WAY TO EAST STATE ST. WATER TANK The Board discussed the location of the access to the East State St, Ext. Water District tank off Pine Tree Rd. At the time that Mr. John Marlon began to develop his property a 60' right of way was reserved between parcels 57-1-19 and 57-1-lS for a future road. The Town will now install a culvert at this location and use this right of way to the tank: From Pine Tree Rd, to the back of the lots, along that back lot line to the north line of the Marion property and along that lot line to the tank. YOUTH CENTFR CONTRACT Councilman Mayer offered the following resolution and moved its adoption: RESOLVED, that the application for the New York State Youth Bureau Project for 1966 be approved, and that Supervisor Kerr be authorized to sign an agreement with the City of Ithaca for the operation of the Ithaca Youth Bureau for the calendar year 1966. Seconded by Councilman Bishop Ayes - Kerr, Bishop, Baker, Mayer and McElwee Noes - 0 Carried NE PARK Councilman Mayer offered the following resolution and moved its adoption: RESOLVED, that the town highway department grade the park area north of Tareyton Dr. that was leased to the town by Cornell University. Seconded by Councilman Baker Ayes - Kerr, Mayer, Baker, Bishop and McElwee Noes - 0 Carried. n n n 1 1 PIASTER PLAN Frank Liguorl, representing the Town Planning Board was present to ask the Board to consider a study for a master plan of development for the town. He stated that he felt there was a need to review the zoning ordinance and a need for a comprehensive plan for the development of roads. The Town Planning Board forwarded a resolution adopted at their last meeting asking for a unified statement of goals and common objectives which would reflect the coordinanted judgtfient of the Town Board, the Planning Board, the Zoning Board and the people. The resolution also stated that such a plan could best be obtained at a minimum cost by the use of the so-called 701 Program by which each dollar spent by the Town is matched by five dollars from the State. Supervisor Kerr stated that he felt that the town paid the Regional Planning Board $2000. per year and that there were other areas where the money should be spent. Councilman McElwee felt the town has already been too stringently planned. The Board decided to meet at a Joint meeting of the Town Planning Board, the Zoning Board of Appeals and the Town Board on October l4th at 8:00 P.M. in the Town Offices. WARRANT Councilman Mayer offered the following resolution and moved its adoption: RESOLVED that General Fund Bills §"32^ through #3^0 in the amount of $13j850.89 snd Highway Fund Bills #262 through #290 in the amount of $12,^89.^1 be paid. Seconded by Councilman Bishop Ayes - Kerr, Mayer, Baker, Bishop and McElwee Noes - 0 Carried. ADDITIONS TO OFFICIAL MAP The Board authorized Howard Stevenson to bring the official town map up to date by adding the roads that have been accepted since the last printing. (Feb. 19^2) AUTHORIZATION TO BUY CAR FOR HIGHWAY DEPT. Councilman McElwee offered the following resolution and moved its adoption: RESOLVED, that Highway Superintendent Marion Morey be allowed to purchase a used car for an amount not to exceed $1000. Seconded by Councilman Bishop Ayes - Kerr, Mayer, Baker, McElwee and Bishop Noes - 0 Carried AWARDING OF BID - HEW PICKUP TRUCK Councilman Bishop offered the following resolution and moved its adoption: WHEREAS, the Town Superintendent of Highways, did, on the 9th day of August, 1965j duly recommend the purchase of certain highway equipment pursuant to the provisions of Sect, lA2 of the Highway Law, now therefore BE IT RFSOLVED that the Town Superintendent of Highways, Marlon Morey is hereby authorized to purchase in accordance with the provisions of Article 5-A of the General Municipal Law, the following: One new 1966 F-iOO - J Ton Pickup (with a trade of a 195^ Ford Pickup, Serial #FL0V^Bl4867) from Cayuga Motors Sales Corp. Ithaca, New York, for a price of eighteen hundred sixty-three dollars. (I1863.OO) Seconded by Councilman Mayer Ayes - McElwee, Bishop, Baker, Mayer end Kerr Noes - 0 Carried, HIGHWAY INVENTORY Pursuant to Highway Law, Section l-'i-2(3), Superintendent Marion Morey filed an Inventory of Highway Machinery, Tools and Equipment. The following recommendation ivas made for purchase of new machinery needed;: 1. Cat grader is 15 years old and should be replaced 2. Highway cinder spreader is worn out. The Supervisor's Monthly report was filed. The Cornell Libr8r3' Association forwarded a copy of their budget and a request for an appropriation of |l5,925,00 from the Town of Ithaca for the library's 1966 operating expense, Mr. Wells reported to the Board that a triangular shaped lot at the Intersection of Hillcrest Dr. and the Trumansburg Hd, was available in case the town might be Interested at this time. The Board decided to take no action since Hillcrest Dr, is not a Town Road.
