The regular meeting of the Town Board of the Town of Ithaca
was held Monday, April 12, 19^5 at 4:00 P.M. in the Town Offices,
108 East Green St., City of Ithaca.
Board members present were: Supervisor Wm, B, Kerr, Council-
men A. W, McElwee, Harry Baker, Joseph Mayer and Frank Bishop.
Also present were: Highway Sup't, Marion Money, Assessor
R. J, Wells, Attorney James Buyoucos,.:Rocco lucente and Eleanor
Smith.
APFHOVAL OF MINUTES
Supervisor Kerr offered the following resolution and moved

RESOLVED, that the minutes of the March 8, 19^5 Town Board
meeting be approved.

LOCAL LAW #1
Supervisor Kerr offered the following Ifesolutlon and moved
its adoption:
RESOLVED, that a public hearing be held at the Town Office,
108 E. Green St., City of Ithaca on May 10, 19^5 st ^:15 P.M.
to hear all persons Interested in the adoption of Local Law #1.
The law will provide In general for the manner In which the Town
Board may adopt local laws pursuant to Municipal Home Rule Law
and shall read as follows:
A local law providing for public notices relating to adopt
ion of local laws
Be It enacted by the town board of the town of Ithaca as
follows:
Seclon 1. No local law shall be adopted by the town board
of the town of Ithaca until a public hearing has been held there
on In Its final form before such board not less than three nor
more than thirty days after public notice has been given of the
time and place of the holding of such public hearing. Such notice
shall be given by the town clerk by causing the same to be publish
ed once in the official newspaper of the town. Such notice shall
contain the title of the proposed local law and a brief explan
atory statement thereof.
Section 2. The town clerk shall cause to be printed or
otherwise reproduced copies of such proposed local law and shall,
not later than the day such notice is published, post one copy
together with the notice of hearing In a conspicuous place In
his office and shall also make copies of such proposed local law
available at his office for inspection by and distribution to any
Interested person during business hours.
Section 3. The town clerk shall forthwith upon the adoption
of a local law by the board post a copy thereof in a conspicuous
place in his office and shall, within ten days after such adoption.

residents opposed to rezoning for a motel, restaurant and bar.
Supervisor Kerr offered the following resolution and moved
its adoption;
RFSOIi/FD, that the Town Board approve the request for
rezoning to Multiple Residence Zone the 29-6 acre tract (for a
complete description of property refer to Jan. 8, 19^5 minutes
on pages 4 and 5) and
BE IT FURTHER RESOLVED, that the Board deny without prejudice
the proposal for rezoning one section of the same 29.6 acre tract
(a section ^50 by 550 feet) from residential to Business "C" for
a motel.

Councilman FcElwee offered the following resolution and moved
its adoption:
RESOLVED, that the Planning Board consider the action of the
Town Board in the rezoning to Multiple Residence a 29.6 acre
tract along the Danby Road and
BE IT FURTHER RESOLVED that such study consider the over
all future development of the area and the feasibility of future
commercial development following the procedures of orderly
planning.
Seconded by Supervisor Kerr

CONSOLIDATED GOVERNMENT
A discussion of the merits of consolidating City, Town and
Village governments was held. Councilman Bishop felt that every
one would benefit from the most efficient type of government and
that a study would tell whether that efficience would come from
single or combined units of government. Councilman McElwee asked
if a study by an outside firm should be done. Supervisor Kerr
stated that he felt the people were interested in pursuing a method
of financing. Councilman Mayer felt the most important Job now
is to get money for a study,
CCUNCILMAN Bishop offered the following resolution and
moved its adoption;
.RESCLVFD, that the Town Board authorizes Supervisor Kerr
to confer with the City of Ithaca Mayor Hunna Johns end the Village
of Cayuga Heights Mayor Frederick Marchara in a study of inter
governmental relations and possible methods of financing the same.
Seconded by Councilman Mayer

WARRANT
Councilman Mayer offered the following resolution and moved
its adoption:
RESOLVED, that General Fund Bills #120 through #165 in the
amount of $^,39^.03 snd Highway Fund Bills #95 through #12?
in the amount of $13,999.16 be paid.
