HomeMy WebLinkAboutTB Minutes 1994-01-03FINAL Town of Ithaca Town Board Minutes January 3, 1994 At the reorganizationa1 meeting of the Town Board of the Town of Ithaca, Tompkins County, New York, held at the Town Hall, 126 East Seneca Street, Ithaca, New York, there were: PRESENT: John Whitcomb, Supervisor Catherine Valentino, Councilwoman David Klein, Councilman Carolyn Grigorov, Councilwoman Edward Conley, Councilman Ellen Z. Harrison, Councilwoman EXCUSED; Karl Niklas, Councilman ALSO PRESENT; John Barney, Esq.; Town Attorney Joan Lent Noteboom, Town Clerk Daniel Walker, P.E.; Town Engineer Fred Noteboom, Highway Superintendent Andrew Frost, BuiIding/Zoning Officer ^ Sally Alario, Assistant Budget Officer N Patricia Punger, Personnel Manager George Frantz, Assistant Town Planner - Louise Raimondo, Planner I Myrtle Whitcomb Laura Marks David Stotz Nisa Marks Bruce Brittain Call to Order; The Supervisor called the meeting to order at 5:30 p.m. Pledge of Allegiance; The Supervisor led the assemblage in the Pledge of Allegiance. Agenda Item No. 3 - Oaths of Office to Elected Officials The Town Attorney administered the Oath of Office to the Town Supervisor, John Whitcomb; Carolyn Grigorov, Councilwoman; Edward Conley, Councilman; and Ellen Z. Harrison, Councilwoman. Each elected official signed the Oath of Office book as required by Town Law. Agenda Item No. 4 - Appointment and Oath of Office. Deoutv Sunervi sor The Supervisor announced that he was appointing Catherine ] Valentino, Councilwoman as his Deputy Supervisor. The Town Attorney administered the Oath of Office to Councilwoman Valentino as Deputy Town Supervisor who signed the Oath of Office book as required by law. ' N TB Minutes 1/3/94 Page 2. Agenda Item No. 5 - Reappolntments to Office Motion made by Councilman Klein, seconded by Councilwoman Valentino appointing the following individuals to the offices listed, for the terms indicated, as per the (attached) resolution: Joan Lent Noteboom: Town 01erk/Receiver of Taxes Betty F. Poole : Deputy Town Clerk/Deputy Receiver of Taxes Deputy Town Clerk Deputy Town Clerk Highway Superintendent Sharon Lewis Mary Bryant Fred Noteboom Daniel Walker, P.E.: Town Engineer Motion carried unanimously. The Town Attorney administered the Oath of Office to Joan Lent Noteboom, Fred Noteboom, and Daniel Walker. Each official signed the Oath of Office book as required by Town Law. The Town Clerk informed the Town Board that she would administer the Oath of Office to her Deputy's. Agenda Item No. 6 - Approval of Schedule of Town Board Meeting Da t es: Motion made by Councilwoman Valentino, seconded by Councilman Conley approving and adopting the schedule of meetings for the Town Board for the year 1994 as per the (attached) listing, and that all meetings will commence at 5:30 p.m., except the December 30, meeting which will be scheduled for 10:00 a.m. Councilman Klein said that he thought there had been a discussion at the last meeting as to whether the December 30 meeting should be held at 10:00 a.m. Supervisor Whitcomb said that it was discussed, and it could be changed now or at a later date if necessary. Councilman Klein said in that case he had no objection. Motion carried unanimously. Agenda Item No. 7 - Town Supervisor Appointments: The Supervisor reviewed the list of appointees (see attached), with the Town Board. Supervisor Whitcomb added David Klein to the Codes and Ordinances Committee. TB Minutes 1/3/94 Page 3. The Supervisor explained the function of Planning Committee is a little different from the function of previous ones. The Planning Committee is a steering committee that will be a liaison between the Planning Department and the Town Board. This Committee will oversee the work in the Planning Department and the implementation of the Comprehensive Plan. There are currently no citizen appointees to these committees. Once each committee discusses its purpose and agenda, the committee can then decide what additional members should be added. The Supervisor asked the Planning Department to set up a meeting of the Planning Committee as soon as possible. Motion made by Councilwoman Harrison ratifying the appointments on the various Town of Ithaca Board's and Committees made by the Town Supervisor. Seconded by Councilwoman Grigorov. Councilwoman Harrison asked if there should be a written charge to ^ the new Committee's and Boards? Supervisor Whitcomb said he would be corresponding with each Chairperson, and would be attending the first meeting of each Board and Committee to explain his intentions. Agenda Item No. 8 - Sieners Town Bank Accounts; Motion made by Councilman Klein, seconded by Councilwoman Grigorov that John G. Whitcomb, and Catherine Valentino be the official signers on the Town bank accounts as listed on the (attached) resolution. Carried unanimously. Agenda Item No. 9 - Town Board 1994 Appointments; The Supervisor explained the list of the 1994 Town Board Appointments as listed on the prepared resolution to the Board. The Supervisor noted that the Town is still seeking members for the Planning Board, the Ethics Board, and the Intermunicipa 1 Youth Commission Committee. These will be made at a later date. Motion made by Councilman Klein, seconded by Councilman Conley appointing the listed individuals as per the resolution on the Town of Ithaca Boards, Committees, and Commissions for the terms of office indicated. Agenda Item No. 10 - Recommendations of Appointment to the Tompklns County Board of Renresentativest The Supervisor reviewed the list of individuals to be recommended to the Tompkins County Board of Representatives as the Town's Representatives on various County Boards, Committees, and Counc i1's. Motion made by Counci1woman Grigorov, seconded by Councilman Conley adopting the resolution recommending the appointment of individuals to the listed Tompkins County Boards, Committees, and Council, (see attached). Carried unanimously. Agenda Item No. 11 ~ Attendance NYS Association of Towns Meeting; Motion made by Supervisor Whitcomb, seconded by Councilwoman Valentino approving the attendance of Candace Cornell, and Louise Raimondo at the NYS Association of Towns meeting in February, and approving the payment of expenditures at the said meeting as ' ^ outlined in the (attached) resolution. Carried unanimously. Agenda Item No. 12 - Additional Business; Motion made by Supervisor Whitcomb, seconded by Councilwoman Valentino accepting for filing by the Town Clerk the Annual Reports and/or Dockets of Town Justice, Merton Wallenbeck; and Town Justice, Warren Blye for the year 1993. Carried unanimously. Agenda Item No. 13 - Executive Session; The Supervisor made a motion to move into Executive Session to discuss property acquisition and personnel issues. Seconded by Councilwoman Valentino. Councilman Conley asked if there would be anything to report on as a result of the Executive Session. Supervisor Whitcomb felt there would probably not be any action as a result of the Executive Session, but that the Board would move back into open session to adjourn. The Town Board moved into Executive Session at 5:50 p.m. Motion made by Councilman Klein, seconded by Councilman Conley to move back to open session. Carried unanimously. / N The Town Board resumed open session at 7:33 p.m. No action was taken as a result of the Executive Session. A TB Minutes 1/3/94 Page 5.
