HomeMy WebLinkAbout1994-09-27 - MP Iry TOWN OF ULYSSES MASTER PLAN COMMITTEE MEETING SEPTEMBER 27 , 1994 TOWN HALL PRESENT ; MEMBERS : DAVID TYLER , JOANNE MOLINO , RANDY BROWN , RUTH KAHN , CATHERINE STOVER ; ZONING / BUILDIN OFFICER : ALES{ RACHUN ; SECRETARY ; ROXANNE SMITH WATER Alex Rachun reported that Karl Heck from the County Planning Board , and a private grant writer that County Planning uses who writes specific - 0 ally for Small Cities Grants - HUD ) , came and talked at a meeting he attended . They talked about the potential for securing a grant for water . The meet - ing included business people from the south end and the north end of the Town . A representative from the Department of State will actually come and help put the whole thing together ; and will cut costs where possible . Both groups had some very good paints . ( This was the meeting that Peter P enniman referred to at the last meeting . } To qualify for the Small Cities Grant things have to be ready by the first of December . People from the State thought the engineering could be done for 2 - 3 , 000 dollars . To secure the grant , engineering has to be in place , al / the zoning issues have to at least be started ( SEQR ) , and the proposal has to be written and put together . The estimated cost of that Is 45 , 000 . The grant is for $ 400 , 000 . The representative from HUD thought that the economic develop- ment was the most important thing . The person from the State thought h ousing was the most important . CHANGES TO MINUTES OF SEPTEMBER 20 , 1994 On page two , the not of the first paragraph , the Members added " said David " to " If you On you will get e weighted response . " REVISED SURVEY QUESTIONS For question number two , Randy suggested that " Large Shopping Area " be changed to " Large Shopping Center " , the Members agreed . The Members also added " Police Protection ' to the list . The second part of question three will now be : If you could choose , which school district would you prefer ? Ithaca , Trumansburg ( Circle One ) . The Members spent e long time discussing question four . It will now be as follows : 4 . Your occupation ? ( Specify ) In what locality do you work : ( Specify as applicable ) Town of Ulysses Elsewhere in Tompkins County Outside Tompkins County If you had a choice , where would you rather work ; Town of Ulysses ( Yes or No ) Other ( Specify ) At this point in the meeting , David suggested a question that he felt may be needed in the survey . In light of what has happened since the H ector Survey went out , he queried whether it would be wise to preempt something like that by coming right out and asking in the Town of Ulysses Survey , something like : Is planning and zoning : very important important not important I lig, TOWN OF ULYSSES 2 MASTER PLAN COMMITTEE MEETING SEPTEMBER 27 , 1994 TOWN HALL Catherine thought that they might be sorry for asking that , but that it was a very good question . David noted that if the responses were nega - tive , that they might as well pack up their bags and go home . Alex ✓ esponded that they couldn ' t do that , as they have some major problems w ith the Zoning Ordinance document . The Town map and the legal descrip - 1 Lions don ' t add up . Catherine and Randy were in favor of coming right out and asking this . Catherine suggested that the Planning Board and Master Plan Committee 0 start working together . David responded that he felt the time to to to the Planning Board is when they have the survey in a draft form that is ✓ eady for the guinea pigs . Catherine didn ' t agree . If seven more people become involved they ' ll still be working on the survey next Spring , said D avid . He continued by saying , we need to have a product come out of this group , and then let others punch holes in it . Otherwise they will end up going through the whole deliberation process again . Randy agreed , saying , look how much time we ' ve spent on question four . Alex said it is important to let the Town Board see this . David agreed , saying it would be best to give it to everyone at once , get c eryones input , take all their comments back , and put it into a final product . Getting bask to David ' s suggestion of asking about planning and zoning , Alex stated that one important value of the current Zoning Ordin - ance is that it does not come down really hard on the population . It is F an ordinance that provides enough protection for the individual without becoming overbearing . it ' s important to avoid a " police state " , where individuals are restricted to types / colors of homes that they can build . Alex and Ruth agreed that they don ' t see a need for the question that D avid proposed , instead , the Members added " Zoning / Planning " to the qualities / features listed in the Town of Ulysses in question one . In question 5h , the Members added Clock and Decloux / Sleeping tear Futon , Perry city / Rt . 96 intersection , Ulysses Square area , to the list for possible development . 1 The Members added question 5c , as follows : Please identify areas that you feel are inappropriate for potential Commercial development . Please specify . The County has identified 12 unique natural areas . No you think the Town should adopt this designation ? 1 The Members decided that they should have one more meeting to final - ize the surrey , then they will give it to the Planning Board , Town Board , I and their chosen " guinea pigs " . The map issue has not been dealt with , i and the mailing needs to be addressed . Ruth volunteered to bring in the map that the fire station uses . I The next meeting will be October 18 , 1994 .
