If this system wo ks for radio communication: , it should work just as well for cell phones . It might be possible to design a layout of towers to accomplish both radio and cell communication . It may mean making a larger system . The result would allow the towns to eliminate more towers . A system could be built to accommodate both means of communication . This would create a publicly owned infrastructure that any business would be welcome to use . Councilwoman Russell - What is the lifetime of cell tower technology? We do not know hover much longer before there is new technology. It needs to be looped at .t we are going invest in it . Mr. Joseph — The main issue they are looking at when restructuring was that the EMC has reoresentat €ves from the different towns . Some towns have representatives that do not have a relationship with the Town Board . They do not bring the concerns of the town to the committee . The County's concern is that the EMC was supposed to be representing the var ious town governments . Agenda Item No. 5 - PERSONS TO BE HEARD. Mr. Kanner — We have a new planner that started toddy. Michael Smith just graduated with a Masters Degree from State University College of Environ €;rental Science and Forestry it Syracuse . He specialized In working with communities o€; planning , comprehensive plans , land use planning an open space planning . Supervisor Valentino — This is not a public gearing . It is not a format or continued discussion on th Burger Ding issue . Burger King is not an issue that is in front of the Town Board at this time . I understand that there are concerns regarding the .Zoning Ordinance . t promised thm we would look into it and do some research on the issue . I would like to rive the inf orm€ atio n that the town found . Attorney Barney — The question came up as to whether this use is allowed under the Zoning The ordinance . The Zoning ordinance refers to restaurants . barks and drive through banks . concern is that drive-thrOUgh restaurants are not specifically addressed . CounciNwoman Grigorov _.. The Zoning Ordinance describes a restaurant as place of serving of food or other place with serving of food . Attorney Barney - There was a case in 9961that a permit was issued by the building inspector on a zone that contained a prohibition against curb services . Supervisor Valentino — There is a reference to banks and drive-through banks . Why are drive- through banks addressed and not drive-through restaurants? D - AP1�d�OV D - APPROVED Attorney Barney -- 1 suspect that there was something about dri;:e-through banks that we wanted to regulate , The fact that we talked about drive-through banks does not mean that we intended to exclude drive through restaurants . Counciltwoman Harrison — What about drive-through drug stores? Attorney Barney -- A pharmacy is defined as a pharmacy . Councilwoman Harrison _ Why would we have drive-through banks as something different? Attorney Barney --- I do not know, I do not know what was happening when the ordinance was idrafted . Cou ;lcilwoman Harrison �-- [give°through banks are being more stringent v regulated than banks . Since they are not mentioned , it indicates that they were not contemplated . Attorney Barney --- The fact that we chose not to mei Lion drive-through restaurants meant that we did not have a reason to regulate + hem different from other restaurants . Supervisor Valentino -- I had Mr. Punter research the Town Board and Planning Bard minutes at the time this was changed . Mr. Kanter — This was a local law adopted February 14 , 1992 . This changed the Zoning Ordinance . Before the amendment , the Zoning Ordinance stated that all recta rants not defined or distinguished Mere permitted uses it the Business C zone . This amendment elevated the review process for al restaurants to special approval status . The ?Minutes from the meetings indicate that the Town Board was taking all restaurants and putting them in the special approval category. Permitted uses are spelled out in each of the zones . It has been proposed that some uses be removed from being per mitted as a matter of right . The Town Board was contemplating a MCDonalds type of proposal when it elevated all restaurants to the special approval category. There is not an indication that restaurants should be differentiated in terms of how they should be approached . All of the ordinances that thatr� regulate driers-throu{+ghs distinguish between different types of restaurants . They define them clearly in their definitions . Councilwoman Harrison — Would it be easier to defend the approval of Burger Ming than the denial ? Councilwoman Russell — I read the ordinance and I had the same reaction as Attorney Barney. Councilwoman Grigorov — Restaurants or other places that serve food includes drive-throughs . Supervisor Valentino --- We have done research on the issue , I will open PERSONS TO BE HEARD , This is not a public hearing and I do not think we are here to hear people repeat the same thing . This specifically states that all uses €'oi specifically yet form as permitted uses in a zoning district are exoressiv prohibited as ;uses in that zoning district . Since drive_through restaurants are not mentioned , it means they are prohibited . Clearly, the Zoning Ordinance is organized to go from more restrictive uses in "A" to less restrictive "E". There are some var€at€ons . Restaurants do not show tip until district °C with spec €al approval . Li ok€ r g a . €t en ; € rely, a drive-through restaurant should not be approved in a :'C:: zo€�e . The Zoning Ordinance needs to be looked at and amended . It is important that the Tow n Board retains the control of the legislation of the Zoning Ordinance and not let the important right be eroded away by allowing appointed boards to make the zoning law. They assume a lot of things and ignoring other things . See Attachment #6. Hollis Erb , 118 Snyder Hill Road — The Town Board keeps referring to restaurants or other place for the serving of food . Please note the wording bank or ether financial institution . It was not deemed sufficient to accommodate a drive-through bank . It required additional information: . I was not present whe n that legislation was writte n . The bank may be singled out because there are large sums of money that go in and out . Someone may want the locked security of a bank drive through . See Attachment #7. Bruce Turnbull , 113 Pine Tree Road — Drive-through restaurants were not mentioned , so they should be prohibited . There is not a drive through restaurant in the Town of Ithaca , I ask that Such a important change in the zoning law not be made in the Town of Ithaca . Ruth Mahr, 103 Judd falls Road — I believe that if the Town Board goes along with Attorney Barney"s interpretation , that it would be legislating a Change it the Zoning Ordinance that is not necessar€ :y there . The fact it was not questioned when McDonalds carne up is not a justification for not questioning it now. It should have been questioned then and now. I urge the Town Board to look into this further and not only accept that interpretation . See Attachment #8. The nature and function of the East Hill commercial area with respect to its surroundi € g neighborhoods has been a contentious issue since a commercial area was proposed there . We remember the erosion of the promise . The present debate is not more than a replay of the various proposals for development that have brought ;.€ pease and dissatisfaction to neighboring residents in the past . The mandate to craft a new Zoning Ordinance presents this board with an opportunity to lay the disputes to rest . I urge the board to conduct vision sessions with East Hill residents . The purpose of the sessions would be to develop through democratic process a Consensus base plan . The unease over the Burger ling proposal continues to rage. It will not go away, Please support the position that drive-through businesses are prohibited in the Town of Ithaca Zoning Ordinance . This board was elected because of Its support ' or envr. onmentully sound develop mer , that wo; : " enhance neighborhoods . The Comprehensive Plan: is a progressive document that anticipates the current growing anti-sprawl debate . My neighborhood is concerned about the increase in traffic and the speed of the traffic , i1Ve would Tike to suggest four- : stop signs , stop ahead signs , children at play signs, consider reducing the speed limit ; and no through -traffic signs . Several alternative development proposals were shown . We mailed out survey forms with the park proposal to area residents . There was a mixture of opinions on how the park should be developed . Most Rai people agreed that A. park sl? aU :d retain a :natural cnurakcter. There were u number of people that felt that there should be activities for children . One of the original alternative designs had a full basketball court . We had a variety of opinions on the basketball court . �d'�falk��va��s , play str�� ct : res , benches and sitting areas had high ratings . Barbecue grills and a large picnic pavilion received Negative ratings . These ideas were discussed at the May Town Board meeting . It was then discussed at the Public 1Norks Committee . It is locate in a flat lawn area that accommodates the basketball court and kick hall area . The barbecue grills have been deleted from the set-up . The hillside is more natural than the original plan . The pavilion is smaller. The May structure has been rotated 90 degrees so that it is less visible f .om the Recreation Way. Many people wanted to keep the Recreation Way separate . They do not vaunt to feel that they are walking out of the woods into to a park . We are trying to keep the openings off the Recreation Way to a minimum . The site is a5 acres . The spruce and pine plantation is about 1 . 5 acres . Them E5 another area that has grown into a meadow a nd has always been separate . We are trying to keep the areas distinctive. The cost has also been reduced because the size of the basketball coat was redi aced , The cost was reduced by more than half. As a result , v can be added to the budget for landscaping. There will be more trees and shrubs . We decided to go with r manufactured pavilion rather than having Town staff design and construct one . It will be raised on 2. . 5=foot stone foundations . As you probably already know , these forty acres alongside the South Hill Recreation Way have recently been offered up for sale by the owner. My first concern is to urge the Town to place the entire parcel within the Conservation District of Six Mile Creek . Half of the property is currently zoned R-30, which would theoretically allow a developer to saturate the forest area with new houses . I believe that rezoning the entire property immediately in accordance with the values of the Conservation District makes sense for obvious reasons . ® My larger concern is that the Town and City of Ithaca cooperate in order to safeguard this acreage against all future development . You might remember that I served for many years as the Town's representative to the City Six Mile Creek Advisory committee, and that my residence borders the Recreation Way. I am very familiar with the region , its history, and the South Hill neighborhood where I have lived for almost twenty years . I have for years dialogued with such people as George Frantz, Rick Schoch and Fred Noteboom regarding our neighborhood 's vision of the Recreation Way as a low impact trail through the woods rather than as a "parkland. maintenance vehicles frequently traversing it. Do you realize how a housing development of any size would aff ect the character of both the Town's Recreation Way and the City's watershed lands? For one thing , access by automobiles across the Recreation way would conceivably occur in two of the places most heavily used by walkers, joggers, bicyclists and chidren . Even if the Sincebaugh property was once- upon-a-time imagined as a development adjacent to Juniper Drive and Northview Road, the past forty years have allowed it to retain a wild character in the watershed and viewshed of Six Mile Creek . Preserving this is of inestimable value for the quality of current and future life in Ithaca . Thank you for your attention to these matters in upcoming Council meetings ! " My name is Beverly Livesay. I live at 147 Snyder Hill Rd. I spoke to you at your April meeting about my concerns for the East Hill Plaza area because of the Burger King application. Since that time, I have become re-acquainted with the zoning ordinance. I am here today to tell you that a mistake has been made by the town in accepting the application by Burger King to establish a restaurant drive-through in a Business C zone. I will explain to you why this is a mistake. 1 . Contrary to what is stated in the moratorium law passed by you at your last meeting, " 1 . The Town of Ithaca zoning ordinance does not presently distinguish between businesses that have drive-through facilities, such as .drive-through banks and restaurants, from similar businesses that do not include such drive-through facilities. " The zoning ordinance does indeed distinguish between a bank and a bank drive-through. I refer you to Article 7, section 32 , 1 . A and 2 . 0 on page 33 . 2 . The zoning ordinance is very specific as to the use that is permitted in each zone. As an example, 1 . Uses permitted in a .Business District W . shall be the following: A. The following uses provided that the interior floor area is 10,000 square feet or less : (i ) Business or professional offices (ii) Bank or other financial institution (iii) Bookstore (iv) Drug store (v) Hardware shop (vi) Smoke shop Additional uses following special appeal are also specifically listed, among them a bank drive-through. The nature and function of the East Hill commercial area with respect to its surrounding neighborhoods has been a contentious issue since a commercial area was first proposed there in the late ` sixties . Some of us in this room today were here then , and remember the erosion of a promise . The present debate is no more than a replay of the various proposals for development that have brought unease and dissatisfaction to neighboring residents in the past . The mandate to craft a new zoning ordinance presents this Board with a real opportunity to lay these disputes to rest through instituting progressive , participatory planning . Rather than drafting a "one -size fits all zoning ordinance , I urge this Board to begin immediately to conduct a series of "Vision " sessions with East Hill residents . The purpose of these sessions would be to develop , through democratic process , a consensus - based plan for the area presently zoned commercial , and to craft a zoning ordinance for that district that would enable that plan . 2 . The present . The unease over the Burger King proposal continues to rage . It won 't go away . We have found , in reading the Zoning Ordinance , that we have all been in error with respect to what the zoning ordinance says - - or , more to the point , what it doesn 't ' say - - about drive -through businesses . Attached are relevant sections of the current zoning ordinance . These support the position that , with the exception of drive -through banks and other financial institutions , drive - through businesses are already clearly prohibited in the Town of Ithaca under the current zoning ordinance . The emphasis is on teamwork and is an integral part of increasing the Town's capabilities to serve the needs of the residents. As part of this effort, two employee information meetings, one at the Highway Department and one at Town Hall, were held to bring employees up to speed on some of the organizational improvements and the various projects in the Town. The Engineering Department has been providing technical assistance to the County with drainage design on Warren Road and to Bolton Point with confined space entry and design assistance on the Integrated Water System. DEVELOPMENT REVIEW Sterling House and Cottage, Trumansburg Road at Bundy Road The Contractor has been working on the site improvements, including the site drainage and parking lots. Final site grading and restoration have also begun and a large part of the site is being prepared for seeding. The site erosion and sediment control elements are in good condition and will be maintained until permanent vegetative cover is established. Cornell University/Wilson Lab G-Line Addition Sediment and erosion control plans were submitted by the Contractor and approved by the Town Engineer. Excavation of the site with temporary spoil areas on the Oxley site has begun. A temporary Bridge across Cascadilla Creek was installed to provide access to the construction site. Sediment and erosion controls were installed properly and are being maintained. EARTH FILL PERMITS An earth fill permit has been approved by the Town Engineer to Cornell University facilities for an earth fill site for temporary storage of spoils. The storage site is near the grounds department in Precinct 7 and is for a volume of material less than 250 CY. Cornell University applied for and received an earth fill permit for regrading of two exMng lagoons at the Aquatic Studies (fisheries) laboratory along Cascadilla Creek at Pine Tree Road. The project is being done to provide a level area for propagation of Wetland plant species that are being used in an ongoing research project developing biological controls for foreign wetland plant species. WATER PROJECTS The Town Engineer is continuing to work with the Integrated Water Supply Committee consisting of representatives of the City, the S. C.L. I.W. C. and Cornell University Utilities. Committee members representing S. C.L. I.W. C. have been working to prepare an updated Agreement for Municipal Cooperation that has been under review by the current members. The Engineering sub-committee is working on development of the capital improvement plan for implementation of the integrated water system components. The bidding process for the replacement of the Warren Road water main is underway with bids due on June 4, 1999 . The replacement proposal is to replace the water main completely and relocate it to the west side of the Right of Way outside the pavement and shoulder. This work is being coordinated with the County plans to reconstruct Warren Road in 1999. A resolution recommending award of contract is on the agenda for the June 9, 1999 Town Board meeting. ATTACHMENT # 12 TOWN ENGINEERS REPORT 6/7/99 PAGE 2 SEWER PROJECTS The three members of the SJS are currently reviewing a proposal for utilizing excess capacity in the IAWWTF to accept sewage flows diverted from the Village of Cayuga Heights wastewater treatment plant. This would relieve the conditions at the VCH plant and allow additional sewage flows from the Village and Town of Lansing to be treated. A joint application for funding from the Environmental Bond Act was submitted by the SJS, Village of Cayuga Heights. the Village of Lansing and the Town of Lansing, proposing an intermunicipal solution to improving the VCH plant, the IAWWTF and various collection systems. Phosphorus reduction in the discharges from the two Waste Water Treatment Plants was a major component of the proposal . The Town Engineer and staff have completed a preliminary design of a sewer main that could serve as a transmission sewer and have been meeting with the CU LSC staff and contractor to evaluate options and develop cost estimates to incorporate the sewer into the construction process of the Lake Source Cooling pipelines. STORMWATER Development of the Townwide watershed evaluation is continuing. A detailed drainage analysis for portions of Northeast Ithaca is being completed as part of the Warren Road reconstruction staff. The Town Engineers staff is working with the Tompkins County Highway Department on the watershed evaluation and drainage design elements that will be incorporated into the County plans for reconstruction of Warren Road. . TOWNHALL The Architect is prepared to complete preparation of the final construction documents upon notification by the Town. A proposal for the design of the records management center is being prepared by the architect. A presentation of the Town Hall response to the approval conditions from the City Landmarks Commission was made on May 4 and the Commission was satisfied. The package has been submitted to the State Historic Preservation Office for review. Final construction documents will be prepared after comments and approval from SHPO. The Post Office space design has not been completed and the design schedule has not been finalized. The only element that has not been agreed to by the Town is the post office entrance on Tioga Street. The Post Office Architect is working on alternatives and a meeting with the postal service and the Town is pending. A meeting has been scheduled with the Post Office representative and the Postal Service Architect on June 9, 1999. C.•I RPTSENGRI ERPT9906.REP Agenda Item 19c HIGHWAY DEPARTMENT' S MONTHLY REPORT, MAY 1999 TOWN OF ITHACA TOWN BOARD MEETING, JUNE 711999 Construction Projects Saranac Way : The work on Saranac Way is completed . Forest Home Drive : We have been making progress on this project. The retention wall in the flat rock area is almost completed . The storm drains have been cleaned — removing roots and debris . We have replaced and installed storm drains to make sure that the drainage functions properly along the roadway . The final paving of this section of Forest Home Drive will be done the same time as the paving on Caldwell Road . Caldwell Road : We have installed signs informing people when this road will be closed . We have met with NYS DOT and have the appropriate permit. We have met with Cornell University to make sure construction plans are coordinated . The assistance we have received from the Engineering Department has been extremely helpful on this project. We will have this road reopened in time for Cornell students' return. Coddington Road Community Center Parking Lot: We have coordinated this project with the Center to cause the least disruption to their activities . Everything is ready to go . We are looking for a start date of June 7, 1999 . Work for the Month ❑ The Highway crews spent 856 . 5 hours of time on General Repair work . This figure includes time off--vacation, sick, personal, other . We worked on cleaning catch basins, patching roads, jet rodding culverts on several roads, landscape restoration at Christopher Lane storm water project, and miscellaneous meetings . ❑ We spent 1 ,139 hours of time on Permanent Improvement projects . The projects include reconstruction work on Saranac Way and work on Forest Home Drive . ❑ During April, we worked 294 . 5 hours of time on vehicle maintenance . ❑ The crews worked 305 . 5 hours of time on Park and Trail maintenance on site checks, park and trail mowing, and routine maintenance . ❑ Water maintenance projects took 188 . 5 hours of time this month. We worked on lawn repairs due to water breaks and other miscellaneous water line / water tank repairs . ❑ Sewer maintenance and repairs took 230 . 5 hours of time . May 18, 1999 Meeting: Burger King at East Hill Plaza, Ellis Hollow Road: The Planning Board granted Preliminary Site Plan Approval and issued an affirmative Recommendation to the Zoning Board of Appeals regarding Special Approval for the proposed construction of a Burger King restaurant and drive-through at East Hill Plaza, to be located between the existing Citgo Gas Station and the existing Tompkins County Trust Company on Ellis Hollow Road. Said proposal will include : a 2,820 + / - square foot building and drive- through on a 1 . 859+ / - acre parcel, additional proposed parking spaces on the east side of the proposed building, proposed signs, landscaping, lighting, and outdoor seating area, located on Town of Ithaca Tax Parcel No . 62-2- 1 . 22, Business "C" District. The Zoning Board of Appeals is scheduled to consider Special Approval for the proposed Burger King at their July 14, 1999 meeting. First Assembly of God Church, Bostwick Road: The Planning Board granted Final Site Plan Approval for the proposed First Assembly of God Church, to consist of a + / - 15,000 square foot church structure, including sanctuary, offices and classrooms, and parking for up to 162 vehicles, to be located on the south side of Bostwick Road approximately 1 ,000 feet west of Five Mile Drive / NYS Rte. 13A, on Town of Ithaca Tax Parcel No . 31 -4-6.2, Residence District R-30 . This is a scaled back version of a proposal for which the First Assembly of God Church received Preliminary Site Plan Approval in September 1994. Young Subdivision, Seven Mile Drive and Bostwick Road: The Planning Board granted Preliminary and Final Subdivision Approval for the proposed subdivision of a 20 + / - acre parcel into three lots, 13 .49 + / - acres, 3.5 + / - acres, and 3. 05 + / - acres respectively, located at the corner of Bostwick Road and Seven Mile Drive, Town of Ithaca Tax Parcel No. 31 -5- 1 .2, Residence District R-30. Waldorf School Parking and Circulation Modifications, 855 Five Mile Drive: The Planning Board considered a Sketch Plan for a proposal by the Waldorf School to construct a 25 space parking lot . The proposed project will involve filling approximately 0.25 acres of Fleming Meadow, a Department of Environmental Conservation (DEC) regulated wetland. The applicant has applied to DEC for a wetland fill permit. The project site is located at 855 Five Mile Drive, Tax Parcel No . 31 .-2-15 and 31 .-2-16, R-30 Residential District. The Planning Board requested the applicant to revise their plans to reduce encroachment and impacts on the wetland. Cornell University North Campus Residential Initiative: The Planning Board considered comments regarding the Draft Environmental Impact Statement for Cornell University' s ATTACHMENT # 14 proposed North Campus Residential Initiative. A joint letter from Town Board and Planning Board was approved to send to the City, which includes comments regarding traffic, the historic Moore House, and aspects of the proposed rezoning. CURRENT PLANNING DEPARTMENT PROTECTS The following are accomplishments or issues that have been dealt with over the past month . SEOR Reviews for Zoning Board :oard : No additional SEQR reviews for the Zoning Board were done since the May report. Codes and Ordinances Committee: The Codes and Ordinances Committee met on May 15, 1999, and May 25, 1999 . Agenda items at the May 15th meeting included ( 1 ) discussion of a proposed Conservation Zone on the east side of Buttermilk Falls State Park to serve as a buffer for the park, and (2) continuation of discussion regarding commercial uses in the Zoning Ordinance, and in particular, drive-thru and "big box" businesses. The May 25th meeting focused on the proposed Stormwater Management regulations. Issues identified included how to define "watercourse," who should be the chief administrator of these regulations, and what are appropriate models / evaluation techniques to analyze stormwater runoff changes in watersheds resulting from development proposals. The next meeting of the Codes and Ordinances Committee is scheduled for June 16, 1999 . Proposed agenda items include review of the draft of the revised zoning chapter regarding Administration, continuation of discussion regarding the proposed Stormwater Management regulations and Water Resources Ordinance, continuation of discussion regarding conunercial zoning, and continuation of discussion regarding other possible Zoning map revisions. A public information meeting regarding the three proposed South Hill Conservation Zones is tentatively scheduled for Wednesday, June 30, 1999 . Northeast Subarea Transportation Study (NESTS) : The first draft final report was distributed at the May 13, 1999 meeting of the Working Group . Draft chapters had been prepared by a report committee and by the consultants. There will a review period for Working Group members to comment on the draft report. The revised final report is expected to be available sometime in July, at which time a joint Client Committee / Working Group meeting will be held to transmit and discuss the report and recommendations. Town of Ithaca / Cornell Transportation Committee: The Committee met on May 26, 1999 . Agenda items included: (1 ) the need to fill vacant or soon to be vacated spaces on the committee; (2) the status of the Route 366 Bridge over Cascadilla Creek; (3) an update on the Cornell North Campus Housing project and Environmental Impact Statement; (4) an update on trail planning and projects in the Town and City; and (5) a status report on the NESTS project. The next Committee meeting will probably be scheduled in the end of July or beginning of August. 2 Local Waterfront Revitalization Program (LWRP) : A public meeting was held on Saturday, May 15, 1999 at the Holiday Inn on South Cayuga Street downtown. The purpose of the meeting was to inform the public about the preliminary inventory and map work done so far, to report on the issues raised at the focus group meetings held at the end of January, and to provide opportunities for early public input regarding waterfront issues and concerns . The meeting was fairly well attended . The next meeting of the LWRP Planning Committee will be held in mid-June to discuss the next steps in the process. Capital Projects Planning Committee: The next meeting is scheduled for Wednesday, June 2, 1999. Administrative Reorganization : In an effort to better coordinate activities among the Building and Zoning, Planning and Engineering departments, and to promote more efficient operation of administrative staff, a reorganization of the administrative staff has been initiated . The administrative work space has been reconfigured to consolidate all three administrative staff in the central working area on the second floor . The move was completed on May 28, 1999 . Board members can now find Dani next to Mary and Sandy . The reorganization involves a team approach among the administrative staff to share responsibilities for all Planning, Engineering and Building / Zoning functions, while each staff retains their original primary responsibility for each of their respective departments. I don' t know if I can do the job but I would like to try , including whatever it takes to get elected in the fall . Clearly , you and the board have made great progress on initiating and developing the types of programs and the firm leadership that is necessary at this stage of the Town' s evolution. It will be a challenge to build positively on what you all have done and I would like to be part of that effort . When we talked on the phone I mentioned that I thought an anti-growth , no development philosophy was not realistic and that I basically didn ' t support that approach to government . Similarly , and based on very little knowledge , I questioned the value of the nine-month moratorium mentioned in the newspaper . At this point , I ' m not sure I could support that proposal . You should know these things before considering my appointment . I also need to say that I am presently working on two projects that involve the Town of Ithaca : one is the impact statement for Ecovillage that is now underway ; the second is the lake shore revitalization program being done by the County Planning Department . I am working with Trowbridge and Wolf on that County project . Having said all that, if you and the board still feel that my appointment would be appropriate , I will gladly accept the offer . Drivers frequently do not come to a complete stop at the existing all-way stop sign at the corner of Tudor and Park Lane. We are concerned for the safety of all vehicles on these streets during the winter when it may be difficult to stop at the bottoms of the hills due to icy road conditions. We are concerned for the safety of pedestrians as we walk through our very special neighborhood . We are concerned for the safety of our children and our pets. P61 Other suggestions and concerns expressed by residents of the Eastern Heights neighborhood: There is also an enormous increase in the volume and speed of traffic as people are using Park Lane , Tudor Road and .Sharlene to cut through our neighborhood so they can get from Route 79 to Snyder Hill Road. 1 ) Install a sign on Park Lane between John Street and Tudor Park that reads " STOP AHEAD " . 2 ) Enforce the existing stop signs at Tudor Park. 3 ) Install signs saying " CHILDREN AT PLAY" . 4 ) Install a sign at the base of John Street saying " DEAD END " . 5 ) Consider reducing the speed limit in the neighborhood to 20 mph. 6 ) Install signs at all the entry points to the neighborhood reading " NO THRU TRAFFIC " . 7 ) Replace the " NO PARKING " signs along Tudor Road because they are faded and unreadable. 8 ) cover on the sewer drain at the corner of Tudor And Park Lane for the safety of .children playing in the area.
