HomeMy WebLinkAbout1994-08-30 - MP TOWN OF ULYSSES MASTER PLAN COMMITTEE AUGUST 3O 1994 TOWN HALL P RESENT : CO - CHAIRPERSONS : SUE FOFLVOORDE , PETER PENNIMAN ; MEMBERS : RUTH KAHN , CATHERINE STOVER , JOANNE MOLINO , DAVID TYLER , RANDY BROWN ; ZONING / BUILDING OFFICER : ALEX RACHUN ; SECRETARY : ROXANNE SMITH The meeting carne to order at 7 : 30 PM . MAILING LIST P eter reported that he did contact Don Franklin at the assess - ment office . Though the assessment office will not customize the mailing list , they will alphabetize it . The Master Plan Committee will have to manually remove duplicates . A formal request will have to be submitted before the assessment office will give an estimate on providing the mailing labels . Peter was unsure as to whether these labels would also be provided on disc . He projected a cost of about $ 200 . EXISTING SURVEY QUESTIONS D avid pointed out that question number one should be rephrased to make it more neutral. . The Members agreed and changed the question to : How do you value the qualities / features in the Town of Ulysses ? The Members decided to re - locate two of the items listed ( " school and church " ) and placed them above " other " . A sample group question to decide an before sending out the survey might be whether it is important to alphabetize the categories . i Catherine suggested that it was important in the cover letter sent out with the survey to include a time frame for the Master Plan . The Members agreed and decided it would be a ten year period . Alex discussed the possibility of the survey being Xeroxed . H ow In the Members avoid duplicated responses ? David mentioned that the banks use a black light system . Peter suggested that it be stated on the survey , do not photo copy . Alex also mentioned the need for return postage . Randy said he would investigate the cost o f the stamp . In the current survey ( in progress ) , the second question has been changed to : " Change is inevitable over the next ten years . Do you can a need for the following : " P ublic Transportation was added to the list ( above TV / Electric Cable ) . The response categories were changed from very important to much needed , important to needed , somewhat important to somewhat n eeded , not important to not needed . In question number three , the Members deleted " do " and replaced it with " district would " . The question should now be : " If you could change school districts without paying a fee , what school district would you prefer to be in ? " I The Members had a problem with the second question in the exist - ing question four , " Ha you plan to stay here in the foreseeable future ? " . It could tnan] te an issue of weighting . Alex stated that it can become an emotional issue . " If you are a citizen of the Town of Ulysses , you ' re a citizen of the Town of Ulysses . " " Whether you got here yesterday or t en years ago "" , responded David . " The survey in weighted by the fact that it is being sent to property owners " , said Peter . Sue suggested t hat the question could be , " How long have you lived / or owned property 1 TOWN OF ULYSSES MASTER PLAN COMMITTEE AUGUST 30 , 1994 TOWZS HILL in the Town ? " , and the response will be listed in years . The Members agreed . Alex suggested the Members include a question about the residents traveling to their employment . After discussion the Members arrived at a new question number four . " Where do you work ? Town of Ulysses Other ( specify ) They also included the follow - up question : " where would you rather work ? Town of Ulysses Other. ( specify ) David suggested that this question should be the very last question on the survey . The Members decided that a question should be related to the map o f the Town of Ulysses that will be enclosed with the survey . time looking the map over , David noted that the American Legion was placed o n Seneca Rd . which is inaccurate . Alex explained that the map was being completed right at the time when the American Legion was approved by the Town Board . There 'then was the 30 day period in which the Article 44 was filed . The Article 78 was upheld . The Town Board ✓ escinded the American Legion location , so it was voided . Getting back to creating a question for the map , Sue stated the following ; an earlier idea was to place existing Commercial areas o n the map , and then where suggested " changes " in the Town could be placed . Graphic symbols could be used to represent that . A decision n eeds to be made on how the map will be divided up . The three areas that stand out to Alex are the lake , outside of the Trumansburg school district , and inside the Trumansburg school district . The lake is isolated . School is activity based , possibly the Village could be another, area . " Jacksonville would have e whole different perspective " , said Randy . Alex agreed . He went on to net that e leven wells are being tested in Jacksonville , and seven homes have been abandoned . Sue suggested that the areas should be defined by roads instead o f bt circles ( on the map ) . .PERRY CITY / ROUTE 96 The request at the corner of Perry City Road and Route 96 is not going to go to the Zoning ward of Appeals , it will go to the Town Board instead . Initially it looked like a land hardship issue t o Alex ( because of required setbacks ) . Alex put it to scale and d iscovered that something very definitely could be done there . His feeling in that if they want to extend the lines there , then they ' ll h ave to go to the Town Board . The Town Board will most likely send it to the Planning Board . Alex ' s concern in that if they are left w ith the only choice being put everything on top of each other in t hat little corner it would be very poor planning . It is already designated Commercial . NEXT MEETING The next Master Plan Committee meeting will be September 20 , 1994 . SiB - DIVISION Dick Parker has come in with a sub - division of 6 to 8 houses , said Alex . It ' s on Perry City Rd . It is on the west / north side of Rt . 96 ( before the woods on Jacksonville Rd . ) . he has created e road for his house . He has cleared a road . Alex does not have a site plan . U n .
