MASTER PLAN COMMITTEE MEETING

VILLAGE REPRESENTATIVE
ADavid Tyler introduced himself to Don Fairchild , the new Village
✓ epresentative to the Master Plan Committee . He shared the follow -
ing , to update Don . The County ' s Planning Department will be pro -
✓ iding statistical data / analysis ( through a contract with the Town
o f Ulysses ) for the Town ' s Master Plan . The Committee is currently
working on putting together a succinct indicative questionnaire
t o send out to people who reside in the Town . Hopefully the results
o f the survey will help the Committee tackle the tougher issues
o f the Master Plan . One of the things the Committee has focused
o n , is how the Village and the Town interface .
TOWN BOARD REQUEST
Catherine stated that the Town Board is interested in looking
over the questionnaire before it is sent out , and perhaps offer
t heir comments . They would like the Committee to avoid leading
questions .
Catherine investigated the assessment rolls , and the Town can
• get labels ( for mailing ) for a slight fee . Alex stated he is very
much in favor of using the tax rolls for the labels .
J oanne did get in touch with NYSEG requesting their mailing
list . NYSEG refused , as they consider that information private .
MAP FOR SURVEY
S ue reduced the Town map down to 11 X 17 . Kinko ' s will be
able to provide a much clearer copy . ( Her original was a blue print
copy . )
D avid would like to see the lines outlining the Village , be
h eavier . Ruth brought up the idea of labeling the catagories on
t he map . David suggested the following areas : lakeshore ( downhill
side of Rt . 89 ) , Village , school districts ( Trumansburg / Ithaca ) ,
t he area between the lakeshore and Rt . 96 , and the areas surrounding
t he Village . These catagories would be listed so the respondents
could state where they ' re from , and still retain their anonymity
( if they so desire ) . Alex stated the three things that impact resi -
d ents of this community the most are : lake , and lake taxes ; school
d istrict ( whether they go to Ithaca , Trumansburg or Schuyler County . . . ) ,
and Town and Village residents . The Members thought that the map

could show current Commercial development , possible development
areas , and also the breakdown of the areas .
COMMERCIAL BUILDOUT
Alex stated that the Village is in the northwest part of Town .
There are some areas that have the possibility of potential buildout
for Commercial that may be advantageous to the community exclusive
o f the Village . The kind of business that the Town may attract
would never happen in the Village because there is no parking , and
the buildings are antiquated . The planners are saying that they
will have to look at a different way of doing business . One of those

ways could be to have upscale stores , doctors , dentists , lawyers ,
e tc . The Village of Trumansburg is evolving into that . It ' s no
t hanks to the New York State Code which has been extremely detrimental
t o any kind of evolution in the Village . We need to look at areas
t hat may include jobs . We ' ll have to go out and solicit light industry
and cottage industry . Right now we have nothing to offer .
Auble has not come in with the water petition .
® TOWN OF HECTOR SURVEY
The Southern Tier Central Regional Planning and Development
B oard had a member working with the Town of Hector to develop their
survey , said Sue . They have about 15 questions too many , said Alex .
( The Members had a copy of that survey to peruse . )
QUESTION COMMITTEE
Ruth brought her effort to the attention of the Members . She
formulated questions that were based on the issues / concerns that
t he Members arrived at from earlier meetings . David said that re -
sponses were needed that are easy to tabulate . Examples could be :
yes / no ; favor , neutral , mildly disfavor , oppose ( he favors these
✓ esponses more that a yes / no ) .
Ruth stated that it wasn ' t clear to her what this questionnaire
w as trying to find out . Was this all for PR ? We ' re trying to elicit
public involvement , and that in a way is public relations , said
D avid . Open forums have not been successful in the past . This
is a way to gather people ' s opinions , said Sue . We want more than
" feel good " questions said Alex .
As the Members worked on the questions the following issues
were raised :
- as we get more and more buildout , are people going to be willing
to drive 35 mph to get to Ithaca , encountering more stoplights
- is this going to always be a bedroom community ( extension of
Cornell ) or is it going to be a community within itself
- this whole region is dependent on the education industry ; the
e ducation industry is shrinking ( competition is fierce in higher
education )
- there is surprisingly few " Kendall " type housing facilities in
t his area ( senior housing )
NEXT MEETING
The Members will meet on August 23 , 1994 at 7 : 30 PM ( Town Hall )
t o continue their work on the survey .
