Supervisor Austic called the Regular Town Board Meeting to order at 7 : 30 pm and led ° those assembled in the Pledge of Allegiance to the Flag of The United States of America . MINUTES Regular Hoard Meeting 6 - 14 - 94 - - Mr . Reitz moved , seconded by Mrs . Stover to approve . Unanimously approved . Special Board Meeting 6 - 28 - 94 - - Tabled CLAIMS Mr . Reitz moved , seconded by Mrs . Stover to transfer $ 980 from A1320 . 04 to A1990 . 04 , reversing last months transfer because this should have come out of encumbered funds of 1993 . Mr . Austic aye Mr . Reitz aye Mrs . Stover aye Mr . Curtis aye Mr . Weatherby aye Adopted Mrs . Stover moved , seconded by Mr . Curtis to approve 1994 Youth monies as follows ( list attached ) : $ 3500 . Summer Recreation 2984 . Ulysses Youth Unlimited 3000 . Library Summer Reading 2500 . D . A . R . E . 500 . DayCare - Planning 1500 . DayCare - Implement 3600 . Summer Youth Payroll $ 17 , 584 Total Total Appropriation $ 17 , 769 in 1994 Budget . Mr . Reitz abstained ® Mrs . Stover aye Mr . Curtis aye Mr . Weatherby aye Adopted Mr . Stover aye la Regular Town Board Meeting 2 7 - 12 - 94 Mr . Curtis aye Mr . Weatherby aye Adopted REPORTS FIRE DEPT / / REPRESENTATIVE PETER MESKILL en absent H EARING OF INDIVIDUALS / DELEGATIONS Mrs . Boratynski requested to be heard earlier in the meeting and the board agreed to this . Marion repeated a request to the ✓ illage and Town Board and Highway Departments to suspend the use o f pesticides as a weed and brush control method along our public road right - of - ways and encouraged the Ulysses Town Board and Highway Department to actively pursue integrated pest management , w eed and brush control strategies . She presented and read ' a letter addressed to Highway Superintendent James Meeker from her attorney Susan Hajda Brock , requesting that the Highway ' D epartment and its agents refrain from spraying herbicides or pesticides on Curry Road ( copy of letter on file in Town Clerk 's O ffice ) . Mrs . Boratynski reiterated her stand on spraying and asked the Highway Superintendent where he was sp.raying ' and_ Fihen . Mr . Meeker stated that he had no schedule for spraying for this year as yet . Mrs . Kahn asked if he had considered an alternative to spraying w ith chemicals . Mr . Meeker stated that he uses very little chemicals , that they d o a lot of brush work and extensive mowing projects so they don ' t use a lot of chemicals . Marion has never come to me and asked , she contacts others . I am the one in charge of the h ighways and she has never contacted me . Mr . Meeker stated ' that in the future she could speak directly with the Town attorney . Charles Lounsberry stated that the end of Curry Road looked ' terrible . Jean Pearsall would like to be notified . Marion continued and stated that she had hired an attorney to protect her rights as a property owner . REPORTS Town Clerk D eputy Paula Mount reported that for the month of June the Clerk ' s office collected a total of $ 2260 , of which $ 1676 . 15 was turned over to the Supervisor along with a written report . She also reported that Mrs . Georgia has written the SPCA and asked them to do a breakdown of the cost of the $ 35 , 000 expense far cat patrol , as to how many strays and how many cats have been turned over to them from the Town of Ulysses . Mrs . Georgia attended a meeting with TC Budget / Finance . At this meeting they reported that they were 1 ) looking into writing a new program for the collection of taxes ; 2 ) would be charging the Towns for printing o f the tax bills , $ . 08 per bill and 3 ) asked the Town Collectors to consider collecting the solid waste fees starting in January o f 95 . Mrs . Mount announced that her and Mrs . Georgia would be attending mandatory meetings in reference to the Grant for Microfilming . Mrs . Georgia had left a copy of resolution re : opposing cat licensing - - the board tabled at this time . tV 14 b Regular Town Board Meeting 3 7 - 12 - 94 Highway Superintendent Mr . Meeker reported that for the month of June he had put in a new electric line for his fuel tanks ; helped Village stone and oiled some roads ; repaired truck ; paved Willow Creek Road and had cleaned up the recycling center , Code Enforcement Officer Mr . Racchun reported that seven permits had been issued for the month of June and that he was also working putting a proposal together for a _A . R . . Grant for a water District . Austic reported he had received a petition for water from property owners at the South end of to establish a Water District . He also has a letter from Thaler & Thaler , representing Mr . Auble , about water at the other end of rth . He also reported about receiving information from R .I Miller Assoc . , a grant writer . The cast to the Town for a single . grant would be roughly $ 2900 and if the Town wanted to purchase the service . far a three month period to write any number of grants on anything that they could find that would be $ 4000 . Jim Seafuse and Tim Maguire would be willing to help pay for this and possibly the Village . Mr . Reitz requested to have a meeting with the Village to discuss the petition for water and this cost of grant writing , also invite the petitioners , Mr . Weatherby asked Alex when the Grant was due . Alex stated that it is due September 19th with some preliminary work due in August . Mr , Austic stated that he was going to check with a couple of organizations that were using them . Mr . Weatherby agreed that a joint meeting would be in order. Mr . Austic will set up the meeting . Board Members Mr . Reitz attended the Ithaca - Tompkins County Transportation Council where they discussed the Tompkins County Bikeways . A Bicycle Task Team has been established to assist the transportation council in the identification and examination of major issues associated with the development and operation of the transportation system within the context of the area . Tom handed out copies to the board of the " goals & objectives " , which also includes a map of existing bikeways and the proposed bikeways . ( attached ) Mr . Reitz reported that he will being attending an Inter - municipal Recreation Meeting on Thursday evening . Mrs . Stover reported on the Recycling Center and the problems - - she stated that one of the highway crew spent 4 1 / 2 hours cleaning it up and still there is stuff outside the bins after Saturday . Not sure how to handle - - maybe we need to offer Calvin an additional half hour or hour of labor to clean up . A lot of things left that should not be nor are the dumpsters or s • Tit *' • ' v Regular Town Board Meeting 4 7 - 12 - 94 the Salvation Army bin being emptied in a timely manner . D oug asked what the Fair Boards feelings are . Mr . Weatherby stated that he had talked to a few of them . Some do not want it there at all and some others feel that there can be some compromising - - with the Town 'or the County . They do want inside the fence area blacktopped so it will be easier to clean up . They do not want the mess - - some of them are willing to let the office be used in the winter but they have mixed feeling on that also because of the traffic in and out . Mr . Austic stated that it is not the Town ' s land and the Town really needs to have a contract with the Fair Board or better yet the County needs to have the contract with the Fair Assoc . The Fair Board should write a memo to the Town stating their ' O concerns , so the Town knows . Originally it was suppose to be . jointly run by the Town and the Village . But we do need ' y g uidelines . - - _ _ _ . • - • . - - . . . : ,\ °' of Mr . Austic asked the Board if they needed any ' 'explanation to the Cash Flow Statement / Budget Status . Hearing kA nw . He reported meeting with the director of Tom/ Tram re : bus shelters - - he contacted the owner of the Jacksonville Post Office and he will g et back with him - - the other location is at Auble ' s Trailer Park - - Mr . Auble would allow - - the other locations are by the S chool and at the Park - In - Ride . The building will not be here until next spring but before that we may be auble to get the concrete floors down . • Mr . Weatherby asked who would maintain these shelters . Mr . Austic stated that the County does - - time will tell . O LD BUSINESS a Library Building Committee Meeting Mr . Austic announced that the Library Building Committee wants to meet with the Board Members Thursday July 14th at 7 pm to discuss their plans for building and the Town ' s plans to see if it is possible to work together on a building . Youth Meeting Discussion Mr . Austic stated he did not have all the figures together because of the holiday . Mr . Reitz stated that they are meeting Thursday and discussing different things but no firm budget numbers are available at this time . Cleaning Pay Mr . Austic feels this should be discussed at Executive Session after the meeting . Other a Mr . Austic stated that he has a request from Justice Rector and Justice Springer to attend the annual Magistrates Meeting in Rochester in September and a Seminar at St . Lawrence July 25th , cost would be about $ 250 each . Mr . Reitz moved , seconded by Mr . Curtis to authorize Justice Springer and Justice Rector to attend the Justice Seminar in St . Lawrence starting July 25th . Further Resolved that the Town will cover all necessary A r Regular Town Board Meeting 5 7 - 12 - 94 expenses per the Town ' s travel voucher . Mr . Austic aye Mr . Austic has received a letter from the Tompkins County Senior Citizens Council requesting funding , he has also received calls . The Board will file this under budget requests for 1995 . Sales Tax Resolution Tabled for the August meeting . Holidays To be talked about in executive session - personnel matter . Other County Youth Contract The Board authorized Supervisor Austic to sign the contract with the Tompkins County Youth Bureau as modified by the County ( copy attached ) . Correspondence Previously mentioned through meeting . Mr . Austic moved , seconded by Mr . Reitz to adjourn to executive session to discuss several personnel matters . Mr . Austic aye Mr . Curtis moved to set the hourly rate for Calvin Bailey at $ 6 . 50 per hour , to do the cleaning at the Town Hall , seconded by Mr . Reitz , Mr . Austic aye Mr . Reitz aye Mrs . Stover aye Mr .
