HomeMy WebLinkAbout1994-06-21 - MP j TOWN OF ULYSSES MASTER PLAN COMMITTEE MEETING J UNE 21 , 1994 TOWN HALL P RESENT : CHAIRWOMAN : SUE POELVOORDE ; MEMBERS : CATHERINE STOVER , DAVID 'TYLER , RANDY BROWN , PETER PENNIMAN , IRENE SCHICREL ; SECRETARY : ROXANNE SMITE! The meeting came to order at 7 : 45 PM . CONTRACT WITH TOMPKINS COUNTY Catherine reported that the 'i' own Board is looking favorably on getting a contract set up with the County . ( To help put together the Master Plan . ) The Board would like to see the actual contract first , however . Alex had brought dollar figures to the Town Board Meeting that included meetings and a survey . These items were not in the original proposal . The actual dollar quote given at the meting was $ 3200 . Tracy Smith ( County representative ) was present and was very helpful explaining what the County would do . The B oard will vote on the contract at the July meeting . TOWN SURVEY Discussion ensued regarding the survey that the Master Plan h as decided to do . David remembered comments from the previous survey effort . Evidently collating the material was e nightmare . P erhaps the County could help with that ? Catherine interjected that t he County helping with the survey raised the contract price to around $ 3555 . Sue said that they needed to get the specifics from the County regarding just what their help would entail . Sue shared an idea that came from a group luncheon with Tony Hiss ( author on planning ( . Rather that getting people to identify qualities they like about the Town , maybe it would be better to identify places . The people could be asked to also define their n eighborhood . The Master Plan Committee needs to begin to identify t he pockets in this Town that are significant , of importance ( sacred places ) , and let that lead them to land use planning . The folks in L ansing decided to accomplish this at their " Lansing Days " . The public will be asked to place pins on e map of Lansing , indicating significant areas to them . The short survey that the Town of Ulysses sends out could request respondents to indicate what kinds of changes t hey would find acceptable in their Town . Doug Austic suggested t hat the election lists be consulted for addresses to send the survey , said Sue . Peter suggested getting the addresses from the assessment o ffice and addressing them to " occupant " . Inane volunteered to call Shari tiichock to find out exactly what those numbers will be . Catherine asked what is considered e good response ? The original. had 295 responses ( out of a 1000 ) . Ten to twenty percent is considered good . David suggested having a pre - amble to the survey ( 25 words or less ) explaining what the master Plan is up to . It was decided that listing e committee member ' s phone number in case they have any q uestions would be helpful . An area at the bottom of the survey for additional comments was mentioned too . Irene liked Sue ' s idea of in - cluding z map of the Town of Ulysses with the survey ( and having shapes indicate zoning classifications ) . Peter stated that that could be a t remendous educational tool . Having two maps might be better ; people could indicate areas that they feel should be protected , developed , e tc , Catherine suggested that the Enos should also be indicated . The ;I Members decided that having the map ( s ) 2 , or 4 colored , might be easier t o read . Randy volunteered to get prices on i and 4 color printing . It was agreed that only one map would be used , and that it would probably be e fold out map ( so it can be e bit larger [ 11X17 ] , to show I 131 TOWN OF ULYSSES 2 MASTER PLAN COMMITTEE MEETING J UNE 21 , 1994 TOWN HALL some detail ) . They also thought adding some businesses would be helpful . Commercial / Industrial will be in red , outdoor, recreation in green , roads in black and the streams in blue . Sus offered to call loan at the County , and question them on what they have , and how much it would cost to create a 2 color map ( roads in black , streams in blue ) . Signatures will not be required , but optional on the survey . TIME FRAME Peter inquired about a possible deadline to have each step completed . The Members decided that the survey will be mailed in S eptember , and hopefully all responses will be received by the end j . of September . This will only allow for three meetings before it should be completed . David said that the Master Plan is a sub - committee of the P lanning Board . The Master Plan will draft the proposal . At that point , the Planning Board will join the Master Plan group . They will adopt the Master Plan , and then give it to the Town Board . The Town Board will take that document and update the Zoning Ordinance . He indicated he would be impressed if the Planning Board adopts a Master Plan by the end of 1495 . NEXT MEETING In addition to the tasks that the various Members have volun - t eered for ; the Members will each come up with three questions they ' d like to see on the survey , The next meeting will be July 5 , 1994 at 7 : 30 PM , at the Town Hall . NEW ITEMS Catherine reported that there is a petition in from Jim Seafuse , McGuire Ford and Halsey Mouse for e water district . David inquired if Auble would also be involved ? Catherine indicated that she does n ot know , but that there may be a possible buyer for the table parcel . The meeting adjourned at 9 : 29 PM . 4 ;,
