The meeting was called to order at 7 ; 38 PM .
WAL' - MiART
The balance of the County Home closed last week . The new owner
has approached Wal - Mart to locate there . ( This person also owned the
J acksonville Mobil during the period of the oil spill . ) David mentioned
t hat the property has water problems . Peter stated that the demographics
are all wrong ; David agreed . He went on to say that that is one thing
t hat the Master Plan has been looking at . To you want to put commercial
✓ ight them in the middle , half way between the Town of Ithaca and the
✓ illage ? The Master Plan has seriously thought of putting that area
back in residential once another location for commercial in decided on .
Wal - Mart is going to need 80 , 000 square feet to make it work , roughly
t he space of Wegman ' s , David said . He went on to say that the owner
d oesn ' t have the financial ability to do some of the things that Wa .l -mart
would want him to do . It is a good lesson for the Town that he is going
to be trying to peddle that as commercial property . Doug Austic ( Town
Supervisor ) had stepped in to the meeting . He said that the owner will
have the right to do that unless something is done . He bought it an
commercial , can you change it back ? Sure , said David , as long an it is
in the purview of a plan for the Town that sees the growth going some -
where else . The problem with that is that it plays into the whole
strip development along Route 96 .
Alex said that there are very few houses there that are impacted .
( The area down on Krumn Corners and Wilkins Road . ) David mentioned the
P leasant Grove PGD and the Planning Board ' s previous discussions on
commercial in that area . At this point Alex informed the Board that
J im Gulledge has pulled the GUD request . He wants to get going on his
sub - division . David said that that is consistent with their inquiry
last fall . The real issue is what is going to happen with commercial on
Route 94 .
CANAL FASTER PLAN
Earlier in the day , Alex and David attended a noon meeting with
County Planning . They had invited all the various planners and munici -
pal officials from around the County . It had to do with the statewide
Canal Master Plan . The Canal System has four units to it . One unit is
from Buffalo to Albany , one is the Oswego Canal that runs from Syracuse
to the Great Lakes , another is the Champlaine Canal that runs from
Albany to Lake Champlaine ; and then there is the Seneca and Cayuga Lakes
system . They are the only two Finger Takes in the Canal System . The
Canal Authority works in conjunction with the N I State Thruway Authority .
It use to be under the auspices of the DOT . The DOT never did anything .
THc Govenor ' s TASK FORCE of New York State would like to revitalize the
Canal System . They ' re looking for areas of economic development along
it . There have been proposals along the main canal and the Champlaine
Canal . The lake canal part of the system has been overlooked . Recently
a Finger Takes Planner noted this . Consequently area planners are in e
hurry to propose ideas by the June 8th deadline for the N Y State Master
Plan of the Canal System . The lake end ( includes Seneca and Cayuga
Lakes and the Seneca Canal ) is under developed . The Mate is looking
for ideas that they might be able to help out on . The person who comes

to mind in our area is Bill Holtkarnp ( Cayuga Inn ) . There are three
Jots , side - by - side . The idea is to promote tourism ; perhaps he could
be convinced to put in an inn . Another person is Keith LeGrand
( Taugharinock Farms Inn ) , as he approached the Town at one point to
put in a conference center and motel where he ' s located . This might
be an opportunity to provide the piens again and receive state funding .
There may be something that can be done with the park ( Taughannooi )
and also revitalizing the village of Trumernirug . Barge travellers
would house off the lake and Trumansburg would be e possible location .
Ater will be arranging a luncheon meeting with Bill , Keith and Planning
B oard Members shortly . Ithaca and Watkins Glen are considered ports
o n the Canal System . Ithaca is interested in developing the area near
t he Farmer ' s Market .
D avid skated that the Town 1s not in a position to re - zone . Bill
O o } tkamp does have the POD . This could be the time to encourage him
to put in an inn or a small conference center . This is e raze oppor -
tunity . Alex pointed out that Keith LeGrand already has his plans in
place . Bill ' s area ( LAUD ) has 725 feet of frontage . The POD was for
the townhouses and the Inn was already goandtathered in .
P eter said that 7, 5 acres is not a large piece of land ( Bill
H oltkamp ' s ) . You would put residential buffers on either side . There
could be e private dock for public use , said Alen . Access to water is
n ot obligatory . A lot of the proposals have been tied to private enter -
prise . There was even e proposal from Montour . They are looking for
a " harbor of refuge " midway along the lake . They are focused on water
born craft as being e key to this whole initiative , said David . Frye
suggested that the proximity to the park is good . To offer two compet -
ing proposals would show e genuine interest in bringing in tourism .
MINUTES OF MEETINGS
P eter made the motion to approve the minutes of May I , 1994 as
emended . Kays seconded . The minutes passed unanimously . The minutes
o f May 16 , 1994 ( working on revisions of the P1 - A and R1 - B ) were die -
cussed . Gregg made the motion to approve , David seconded . The minutes
passed unanimously .
DISCUSSION ON RESIDENTIAL ZONING
After much disouseion , the Members decided to add " habitable " in
R1 - 5 . The second sentence should state " For. a habitable outbuilding ,
apartment , the floor space shall not exceed 60 % of the total floor
space of primary dwelling . "
In R2 , Multiple Dwelling Units , the Members deleted " ( Minimon
acreage for a sewered site to be determined later . ) " The Members
discussed Article V through " For Property Purchased on or After August
17 , 1977 " , item b . They decided to continue with the existing Zoning
Ordinance and include Article N after Article IV .
The meeting adjourned at 9 : 10 PM .
