HomeMy WebLinkAbout1994-05-16 - PB TOWN OF ULYSSES P LANNING BOARD MEETING MAY 16 , 1994 TOWN HALL P RESENT : CHAIRMAN : DAVID TYLER ; MEMBERS : BUDD STOVER , GREGG HOFFMIRE , GERI KEIL , DAN SMITH ; SECRETARY : ROXANNE SMITH The meeting was called to order. at 8 : 40 PM . The Chairman changed the word " shall " to " should " in the third paragraph up from the bottom , on page one , of the minutes of May 2 , 1994 . David decided to hold the minutes for approval , until Peter and Krys had an opportunity to re - , view them . ® The first order of business was the placement of the Special P ermit . It will continue to be at the end of Article II in the Zon - ing Ordinance ( as it exists now ) . The Members approved of every thing in R1 - A and moved on to R1 - B . They questioned the terminology used in R1 - B , item " b " . " Treatment or research facility . . . " , why was " hospital " omitted ? In item " d " , the Members changed the word " persons " to " clients " ( for now ) . R2 and R3 ( multiple dwelling units ) are mentioned before Section I of Residence D istricts and need to be expanded . The Members moved on to Section 2 , Accessory Permitted Uses in Residence Districts . After much discussion ( and David ' s comment " activities have to go with the person occupying the building " ) , the Members added the following statement : Accessory uses permitted hereafter , shall be those incidental to t he primary residential use of the premises by its resident ( s ) . Sign - age to be in accordance to Article VIII . " Accessory " has been added after " Permitted " in the paragraph following the above statement . In item " a " , the Members deleted " resident " ; they added " consultant " after " broker " . To reduce sexism , t he Members updated item " b " to state : Customary home occupations , including but not limited to taxi - d ermy , tailoring , hair styling , undertaking , child care , or catering , conducted by residents in the dwelling , and by Special Permit any o ther home occupation , provided that no goods or products or materials ✓ elated to the occupation are publicly displayed . The Members approved item " c " for now . David commented though , t hat he has a hunch this might have been directed at someone who has a business and is using their backyard as a staging area for the busi - n ess . Budd stated it was also saying that the homeowner that drives two pick - up trucks is in violation . David said we need to define what commercial vehicle is . Perhaps it can be an exception if the personal vehicle of each individual resident has commercial plates . He went on to say that the Members don ' t know enough of the history behind item " c " , to decide to junk it or to do something with it . In item " d " it was decided to delete " commerce or industry " and replace it with " for construction purposes " . ® Geri requested that David bring in a copy of Ithaca ' s Zoning Ordinance for the next meeting . Due to the Memorial Day holiday and the first Monday of June being set aside for the ZBA , the next two meeting dates will be May 23 , 1994 and June 20 , 1994 . The meeting adjourned at 9 : 15 PM .
