Town of Ulysses

The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

OPENING THE HEARING:
Ms. Zahler called the Public Hearing to order at 7:02pm.
Mr. Goldman made a motion to open the hearing. This was seconded by Mr. Boggs and passed
unanimously.
Ms. Zahler introduced herself and the other town board members and staff in attendance. She noted
that the subject of the public hearing was the adoption of a fire contract with the Village of
Trumansburg to provide services for the Fire Protection District. She further noted that copies of the
proposed contract were available in the back of the room.
She proceeded to read the following statement:
“Tonight’s meeting is a Public Hearing, which is a time for the Town Board to listen to comments from
the public on the proposed fire contract.
The proposed contract for the Ulysses portion of fire costs is $231,759. The Covert portion is $61,725,
the Hector portion $17,469, and the Village portion $ 171,781.

The towns are required to provide fire protection services for their residents within the Fire
Protection District, and this contract provides such services through the Trumansburg Fire
Department, maintained by the Village of Trumansburg.
The purpose of this Public Hearing is to afford the general public from within the Fire District
(including the Towns of Covert and Hector) an opportunity to make statements and comments about
the Contract. To allow for a smooth and fair process and to ensure that everyone who wants to
speak can be heard, this will not be a question and answer session.
The hearing will remain open until all members of the public who are present at the hearing have
been given an opportunity to make statements or comments on the proposed contract.
Comments presented at this hearing will be taken into consideration by the Town Board when it
considers action on the proposed Local Law later tonight.
I request that speakers sign in on the sheet by the door. Those wishing to speak are asked to speak
loudly and address the Town Board. Each speaker will be allotted three minutes to make their
comments. Speakers will be given a signal when one minute of their time remains.
You may, but are not required to, state your name and address. If you are appearing as a
representative of an organization or governmental entity, please identify the organization or entity
and state its address.
This public hearing was properly noticed in the Ithaca Journal on October 25, 2019
Anyone who would like to speak may now raise their hand. Speakers and members of the audience
should observe the commonly accepted rules of courtesy and public decorum, and respect the rights
of others to differ in viewpoint.”
PUBLIC COMMENTS:
Ms. Marino drew attention to the fact that Ulysses is the largest funder of the program. She noted
the accounting process of the village where any surplus goes into their general fund, and encouraged
the town board to ask the village for a more transparent process.
Ms. Zahler invited further comments.
CLOSING THE HEARING:
With no further comments, Mr. Goldman made a motion to close the hearing at 7:08pm. This was
seconded by Mr. Boggs and passed unanimously.
