PUBLIC HEARING NO. 1 LOCAL LAW OF 2021 MORATORIUM PROHIBITING THE APPROVAL OR EXPANSION OF CERTAIN USES AND DEVELOPMENT WITHIN ANY EXISTING WELLHEAD PROTECTION AREA IN THE AQUIFER PROTECTION DISTRICT A Public Hearing was held by the Town Board of the Town of Cortlandville at the Municipal Garage located at 3587 Terrace Road, Cortland, New York, concerning a proposed Local Law of 2021 – “A Local Law Establishing a Moratorium Prohibiting the Approval or Expansion of Certain Uses and Development Within Any Existing Wellhead Protection Area in the Aquifer Protection District”. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Attorney, John DelVecchio; Highway Sup’t. Larry Drach; Deputy Town Clerk, Abigail Albro; Bill McConnell from the Cortland Crush; Bill Dunning; Town Residents: Robert Martin; Stephen Flatt; Bernice Potter-Masler; and News Reporter, Colin Spencer from the Cortland Standard. Supervisor Williams called the Public Hearing to order. Town Clerk, Kristin Rocco-Petrella read aloud the published, posted and filed legal notice. Supervisor Williams offered privilege of the floor to those in attendance. No requests were made for privilege of the floor. No further comments or discussion were heard. The Public Hearing was closed at 5:04 p.m. JUNE 2, 2021 5:04 P.M. TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Municipal Garage, 3587 Terrace Road, Cortland, New York with Supervisor Williams presiding. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Attorney, John DelVecchio; Highway Sup’t. Councilman Guido made a motion, seconded by Councilman Withey, to approve the Draft Town Board Minutes of May 5, 2021 and May 19, 2021. All voting aye, the motion was carried. Councilman Guido made a motion, seconded by Councilman Withey, to receive and file the Cortlandville Planning Board Minutes (Final) of April 27, 2021. All voting aye, the motion was carried. RESOLUTION #159 ACCEPT 2020 ANNUAL REPORT OF THE CORTLANDVILLE POST-CONSTRUCTION STORMWATER MAINTENANCE INSPECTION PROGRAM Motion by Councilman Withey Seconded by Councilman Testa VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the 2020 Annual Report of the Cortlandville Post-Construction Stormwater Maintenance Inspection Program, as prepared by Cortland County Soil and Water Conservation District, dated May 18, 2021 is hereby accepted and shall be filed in the Town Clerk’s office. JUNE 2, 2021 TOWN BOARD MEETING PAGE 2 Councilman Withey made a motion, seconded by Councilman Testa, to receive and file the following monthly reports: 1) Town Supervisor – March 2021; 5) Code Enforcement Officer, Kevin McMahon – May 2021. All voting aye, the motion was carried. Councilman Withey made a motion, seconded by Councilman Testa, to receive and file correspondence from Charter Communications, dated May 28, 2021, regarding programming services. All voting aye, the motion was carried. Under old business, Attorney DelVecchio discussed the proposed Local Law for a “Moratorium on the Prohibition of Certain Development or the Expansion of Existing Development within Existing Wellhead Protection Areas in the Town of Cortlandville’s Aquifer Protection District”. He explained that prior to the last Board meeting, he provided the Board (by email) with a proposed local law to amend the zoning code that would trigger prohibitions in the wellhead protection areas. He stated, “Given where we are in the calendar and how much further I’ve gotten in assisting with the drafting [of those changes], it is my advice that it is not as important for a moratorium to be imposed.” Instead, he suggested the Board move forward with the process to enact the proposed local law to make the changes. If the Board chose to move forward with the moratorium tonight, it would likely be in place for a short period of time until the changes were adopted. Councilman Withey asked if the Board should table action on the moratorium. Attorney DelVecchio explained that the Board could either withdraw the proposed local law from consideration or could table the local law and revisit it if necessary, later. Councilman Withey made a motion, seconded by Councilman Guido, to table action on the proposed local law for a moratorium. Councilman Testa voiced his preference to move forward with the moratorium. RESOLUTION #160 TABLE ACTION ON THE PROPOSED LOCAL LAW OF 2021, “MORATORIUM ON THE PROHIBITION OF CERTAIN DEVELOPMENT OR THE EXPANSION OF EXISTING DEVELOPMENT WITHIN EXISTING WELLHEAD PROTECTION AREAS IN THE TOWN OF CORTLANDVILLE’S AQUIFER PROTECTION DISTRICT” Motion by Councilman Withey Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board hereby tables action on the proposed Local Law of 2021, “Moratorium on the Prohibition of Certain Development or the Expansion of Existing Development Within Existing Wellhead Protection Areas in the Town of Cortlandville’s Aquifer Protection District”. Councilman Cobb made a motion, seconded by Councilman Guido, to receive and file correspondence from Cortland County Soil & Water Conservation District, dated May 11, 2021, regarding their support to establish a Moratorium on the Prohibition of Certain Development or the Expansion of Existing Development within Existing Wellhead Protection Areas in the Town of Cortlandville’s Aquifer Protection District. All voting aye, the motion was carried. Councilman Cobb made a motion, seconded by Councilman Guido, to receive and file the Cortland County Planning Department Review and Recommendations, dated May 14, 2021, and Cortland County Planning Board Resolution #21-11, dated May 19, 2021, regarding the Town’s proposed Local Law of 2021, “Moratorium on the Prohibition of Certain Development or the Expansion of Existing Development within Existing Wellhead Protection Areas in the To wn of Cortlandville’s Aquifer Protection District”. All voting aye, the motion was carried. Supervisor Williams asked the Board to receive and file correspondence received late this afternoon from Bond Schoeneck & King regarding the proposed Moratorium. He stated that he did not have a chance to read the correspondence prior to the meeting but would do so and urged the Board to do so as well. JUNE 2, 2021 TOWN BOARD MEETING PAGE 3 Councilman Withey made a motion, seconded by Councilman Guido, to receive and file correspondence from Kevin M. Bernstein of Bond Schoeneck & King, PLLC regarding the Town of Cortlandville’s proposed Local Law of 2021, “Moratorium on the Prohibition of Certain Development or the Expansion of Existing Development within Existing Wellhead Protection Areas in the Town of Cortlandville’s Aquifer Protection District”. All voting aye, the motion was carried. Under new business, Town Clerk Rocco-Petrella reported that the last day for tax collection was June 1, 2021. She would be settling with the County Treasurer in the upcoming weeks and returning the unpaid tax bills at that time. She would provide the Board with more information and the monthly report at the next meeting. Attorney DelVecchio Reported: Siemen’s Smart Infrastructure – LED Streetlight Project: Attorney DelVecchio updated the Board regarding the Town’s LED Streetlight project with Siemen’s. The Public Service Commission recently approved the actual purchase of the streetlights from National Grid. The next steps would involve financing as well as some other logistics. The target date was between September and November for the replacement of the streetlights to commence. Councilman Withey asked if the interest rate for financing the project was comparable to what it was [when the project was initiated], which Attorney DelVecchio thought it was. Extension of Term Lengths: Attorney DelVecchio stated, there are three elected positions in the Town that have two- year term limits: Town Clerk, Highway Superintendent, and Town Supervisor. There has been discussion regarding the extension of term lengths from two to four years for the three positions. There are arguments both for and against a two-year term versus a four-year term. If the Board were to consider amending one or all the positions from two to four years, there are two procedures to achieve that. Attorney DelVecchio explained the following options: A. Adopt a resolution utilizing Section 24-a of Town Law; the resolution must be adopted 150 days before the biennial election, which was in 153 days. If the Board adopts the resolution it is subject to a mandatory referendum and would be up to the voters at the November 2, 2021 election. If the Board adopts the resolution and the vote is approved, the changes would not be effective until the following election in 2023 for the terms commencing January 1, 2024. B. Extend terms according to 23(2)(e) of Municipal Home Rule Law, which allows a Town Board to adopt a local law (after conducting a public hearing) to formerly alter or increase the term limits. If adopted, the local law is also subject to a mandatory referendum and would be up to the voters at the upcoming election. If the local law is adopted and the vote is approved, the changes would be effective for the upcoming election and the terms starting January 1, 2022 would be for four years. Supervisor Williams asked the Board if there was interest in changing the term of office for any of the three elected offices that currently have a two-year term. If there was no desire to do so, the rest of the information was immaterial. Supervisor Williams stated he would recuse himself from the vote regarding the term of office for the Town Supervisor. Councilman Testa voiced his approval to increase the term of office for the Highway Superintendent. Supervisor Williams suggested that if the Town moves forward with increasing term lengths, that perhaps there could be a method/process to recall an official from a position. Town Clerk Rocco-Petrella stated that to her knowledge the Town Board does not have the authority to remove an elected official, but there is provision in Town Law for removal from office [Public Officers Law § 36]. Supervisor Williams suggested the Board decide whether it was appropriate to take any or all the terms to four years. The Board could then decide which method to use. Discussion occurred amongst the members of the Board about municipalities in the County moving towards four-year terms. Councilman Cobb stated that the Village of McGraw was moving towards extending terms. The term lengths previously increased for County legislators. Town Clerk Rocco-Petrella apprised the Board that of the 933 towns that are members of the Association of Towns, 522 have Town Clerk’s with a 4-year term. JUNE 2, 2021 TOWN BOARD MEETING PAGE 4 Attorney DelVecchio reiterated that the reason he was bringing the matter up now was because “Option A” required action at least 150 days prior to the election. Councilman Withey stated he was okay with increasing the term lengths from two to four years; however, he suggested the Board set term limits on the number of times a candidate can run for the same office. Attorney DelVecchio stated he would have to research term limits. Supervisor Williams stated that term limits could be discussed separately. Councilman Withey agreed. Attorney DelVecchio suggested the Board decide whether they would pursue Option A or Option B, and whether they wanted to do so for all three of the offices he mentioned. The Board discussed each position separately. Councilman Guido preferred Option A, which he thought would take some of the politicizing out of the issue. Councilman Withey agreed. Supervisor Williams voiced his preference for Option B to adopt a local law rather than a simple resolution. Councilman Testa suggested the Board delay action and get the public’s opinion. Attorney DelVecchio reviewed the options again and reiterated that regardless of the method chosen, a change in the term lengths would be up to the voters as a question on the ballot. Councilman Testa preferred Option B. Councilman Cobb voiced his preference for Option B, noting that the Board may hear public input at a public hearing for the local law. Councilman Withey and Supervisor Williams voiced their preference for Option B. At this time, Attorney DelVecchio suggested the Board consider each position separately. RESOLUTION #161 PROCEED WITH INCREASING THE TERM OF OFFICE FROM TWO YEARS TO FOUR YEARS FOR THE ELECTIVE TOWN HIGHWAY SUPERINTENDENT Motion by Councilman Testa Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby authorize and direct the Town Attorney to proceed with drafting a local law to increase the term of office from two (2) years to four (4) years for the elective Town Highway Superintendent of the Town of Cortlandville, pursuant to Municipal Home Rule Law § 23(2)(e). RESOLUTION #162 PROCEED WITH INCREASING THE TERM OF OFFICE FROM TWO YEARS TO FOUR YEARS FOR THE ELECTIVE TOWN CLERK Motion by Councilman Testa Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby authorize and direct the Town Attorney to proceed with drafting a local law to increase the term of office from two (2) years to four (4) years for the elective Town Clerk of the Town of Cortlandville pursuant to Municipal Home Rule Law § 23(2)(e). JUNE 2, 2021 TOWN BOARD MEETING PAGE 5 RESOLUTION #164 SCHEDULE PUBLIC HEARING FOR JULY 7, 2021 FOR A LOCAL LAW OF 2021 TO INCREASE THE TERM OF OFFICE FROM TWO YEARS TO FOUR YEARS FOR THE TOWN SUPERVISOR, TOWN CLERK AND TOWN HIGHWAY SUPERINTENDENT OF THE TOWN OF CORTLANDVILLE Motion by Councilman Guido Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, a Public Hearing is hereby scheduled for July 7, 2021 at 5:00 p.m. to be held at the Town of Cortlandville Municipal Garage, 3587 Terrace Road, Cortland, New York concerning a proposed Local Law of 2021 – “A Local Law Increasing the Term of Office from Two Years to Four Years for the Town Supervisor, Town Clerk and Town Highway Superintendent of the Town of Cortlandville.” Councilman Withey asked when it would be appropriate for the Board to discuss term limits and if it should be done at the same time as the local law increasing the term lengths. Attorney DelVecchio needed time to research the matter. Supervisor Williams suggested the Board direct the Town Attorney to research term limits and report back to the Board. Town Board reports: Councilman Withey reported on the Town’s Workers’ Compensation and recapped changes in the Town’s plan over the last 2-1/2 years. He suggested that the current plan was fairer than it was in previous years, adding that the municipalities that have tail claims prior to entering the new plan with Perma will be handled separately than any new claims. Supervisor Williams reported: Cortland Crush: Supervisor Williams introduced Bill McConnell, Head Coach of the Cortland Crush baseball team and offered him privilege of the floor. Bill McConnell thanked the Board for the opportunity to speak. He explained that the Cortland Crush was kicking off its seventh season in Cortland at the Gutchess Lumber Sports Complex (GLSC) on June 6, 2021. The team has 35 players from around the country including Puerto Rico and from Canada. He stated that GLSC is “a diamond in the rough” and is a great recruiting tool as people love to play there, and parents from around the country enjoy the facility. He invited the Supervisor and members of the Board to come out and watch the team play. The games are also live streamed. The players are prospects and are recruited by major league teams. Mr. McConnell highlighted the many ways that Cortland Crush supports the local area and local businesses. Anderson’s Farm Market will be providing food at the concession stand this year with Homer Hopps providing local brew on certain dates in July. A fireworks display will also be held on Friday, June 18th with Board approval. The Cortland Crush is also involved in Crown City Little League and developing young players. Mr. McConnell explained that the Cortland Crush baseball players started their training season and will have 51 games in 55 days. He thanked the Board and Town for all it does for the team and stated that they enjoyed working with the Town. Town resident, Stephen Flatt asked Mr. McConnell to consider working with the County transit to get bus transportation to the GLSC, noting that when the Crush played in the City it was easier to attend games. Mr. McConnell would investigate the request. The Board thanked Mr. McConnell for his presentation and wished him luck this season. Comprehensive Plan: Supervisor Williams explained that a public hearing would be held on June 16, 2021 regarding the Draft Comprehensive Plan. In addition to the representatives from CHA that would be in attendance from CHA, Supervisor Williams stated that he asked Councilman Guido to be the Town’s “expert” on the Plan and suggested he would be relied on for the public hearing. Supervisor Williams laid out the ground rules for the public hearing and added that any comments/questions regarding the Plan should be received by noon on July 2, 2021 so they can be transmitted back to CHA. JUNE 2, 2021 TOWN BOARD MEETING PAGE 6 Recreation at Gutchess Lumber Sports Complex (GLSC): Supervisor Williams explained that there were many recreational activities that could easily be provided at GLSC with little cost such as bocce ball and perhaps beach volleyball. The Town was currently moving forward with the bocce ball court. A request was recently received to include Pickle Ball courts, which is one of the fasted growing sports in the country right now. Supervisor Williams asked Part-Time Recreation Director, John McNerney to research the sport and what would be needed to provide the courts. Regarding beach volleyball, Supervisor Williams explained that it was included in the Town’s original plan for the GLSC, however the location of the court would be important so that it was not interfering with other activities. Cortland Crush – Fireworks and Vendors at GLSC: Supervisor Williams asked the Board for authorization to allow a fireworks display at GLSC on June 18, 2021, which would be subject to receipt of an approved fireworks permit from the Town. He also requested Board authorization to permit concessions and the sale of craft beer on dates to be provided by Mr. McConnell. RESOLUTION #165 AUTHORIZE FIREWORKS DISPLAY TO BE HELD AT THE GUTCHESS LUMBER SPORTS COMPLEX Motion by Councilman Guido Seconded by Councilman Testa VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, the Town Board received a request from William McConnell, GM/Head Coach representing the Cortland Crush Baseball to allow a fireworks display to be held on Friday, June 18, 2021 at no cost to the Town, therefore BE IT RESOLVED, the Town Board hereby authorizes a fireworks display to be held at the Gutchess Lumber Sports Complex property subject to the completed and approved fireworks permit application submitted to the Town of Cortlandville. RESOLUTION #166 AUTHORIZE EVENTS TO BE CONDUCTED BY THE CORTLAND CRUSH NYCBL BASEBALL INC. AT THE GUTCHESS LUMBER SPORTS COMPLEX Motion by Councilman Cobb Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, the Town Board received a request from William McConnell, GM/Head Coach representing the Cortland Crush Baseball to allow the following to be conducted at the Gutchess Lumber Sports Complex: Concessions from June 7, 2021 until July 26, 2021; and the sale of Craft Beer on select dates; and WHEREAS, the Town Board discussed the requests, therefore BE IT RESOLVED, the Town Board does hereby authorize the Cortland Crush NYCBL Baseball Inc. to conduct Concession at the Gutchess Lumber Sports Complex from June 7, 2021 until July 26, 2021 in accordance with the appropriate approvals from the Cortland County Health Department for the sale of food, and it is further RESOLVED, the Town Board further authorizes Craft Beer to be served on selected dates, subject to the appropriate approvals from New York State for the sale of alcoholic beverages and the completed waiver forms for the Town of Cortlandville for each date. Executive Session: Supervisor Williams asked for an Executive Session to be held at the end of the meeting to discuss contracts and personnel. He suspected that action would be taken at the conclusion of the Executive Session. JUNE 2, 2021 TOWN BOARD MEETING PAGE 7 At this time, the Board proceeded with the new business items on the agenda. RESOLUTION #167 SCHEDULE PUBLIC HEARING REGARDING THE 2019 CDBG TOWN-WIDE HOUSING REHABILITATION GRANT PROGRAM (CDBG #287HR323-19) FOR JUNE 16, 2021 AT 5:00 P.M. Motion by Councilman Withey Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby schedule a Public Hearing regarding the 2019 CDBG Town-Wide Rehabilitation Grant Program (CDBG #287HR323-19), for Wednesday, June 16, 2021 at 5:00 p.m., at the Town of Cortlandville Municipal Garage, 3587 Terrace Road, Cortland, New York, for the purpose of providing details with respect to the program and program progress, to solicit comments with respect to funded activities and program administration, and to answer questions with respect to the CDBG Program or grant activities. RESOLUTION #168 AUTHORIZE APPROVAL OF PAYMENTS REGARDING THE TOWN-WIDE HOUSING REHABILITATION GRANT PROGRAM CDBG #287HR323-19 Motion by Councilman Withey Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED the Town Board does hereby authorize approval of payment for the following regarding the Town-Wide Housing Rehabilitation Grant Program-CDBG #287HR323-19: Syracuse Honey – $1,000.00 (Homza) Kratzer Construction - $7,500.00 (Cummins) Town of Cortlandville - $50.00 (Cummins – building permit) Thoma Development Consultants - $7,400.00 (Program Delivery) Thoma Development Consultants - $2,300.00 (Administration) RESOLUTION #169 AWARD BID TO THOMA DEVELOPMENT CONSULTANTS FOR PROGRAM DELIVERY AND ADMINISTRATIVE SERVICES FOR THE 2021 CDBG ECONOMIC DEVELOPMENT/SMALL BUSINESS PROGRAM GRANT (#287ED967-21) FOR THE TOWN OF CORTLANDVILLE ON BEHALF OF SEVEN VALLEY SPECIALTY CABLES Motion by Councilman Guido Seconded by Councilman Testa VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, a Request for Proposal was advertised for the Program Delivery and Administrative Services for the 2021 CDBG Economic Development/Small Business Program Grant (NYS CDBG Project #287ED967-21) for the Town of Cortlandville on behalf of Seven Valley Specialty Cables, and WHEREAS, one sealed bid was received and opened by the Town Clerk on May 24, 2021 at 12:00 p.m. as follows: Thoma Development Consultants $9,500.00 34 Tompkins Street Cortland, NY 13045 JUNE 2, 2021 TOWN BOARD MEETING PAGE 8 BE IT RESOLVED, the bid is hereby awarded to Thoma Development Consultants of Cortland, New York, in the amount of $9,500.00, subject to approval from the New York State Homes and Community Renewal, Office of Community Renewal. Regarding agenda item I-8, Notice of Public Hearing for the Draft Comprehensive Plan scheduled for June 16, 2021 at 5:00 p.m., Supervisor Williams reiterated that comments or questions must be submitted in written form no later than 12:00 p.m. on Friday, July 2, 2021. There was discussion regarding the sale of a portion of Town property on Hatcher’s Run. Supervisor Williams explained that town residents Patricia and James O’Mara submitted a request to purchase a portion of Town property located next to their home on Hatcher’s Run. The sale would be granted subject to permissive referendum as required and would also include provisions for a permanent easement and right-of-way to the Town for the purpose of construction and maintenance of water/sewer mains. The Town property is used as a dr ainage ditch and access to the detention basin. The O’Maras were interested in purchasing the strip of land for security purposes. Town Assessor, David Briggs prepared a “Fair Market Value” for a portion of the Town land, tax map #95.07-02-14.000, and provided his report to the Board. The suggested sale price was $1,100.00. RESOLUTION #170 AUTHORIZE SALE OF A PORTION OF TOWN PROPERTY LOCATED ON HATCHER’S RUN SUBJECT TO PERMISSIVE REFERENDUM Motion by Councilman Withey Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED RESOLVED, that the Town Board of the Town of Cortlandville does hereby authorize the sale of a portion of town property located on Hatcher’s Run in the Town of Cortlandville to James J. and Patricia R. O’Mara for the sum of $1,100.00, consisting of approximately 0.19± acres of land (24.89± feet of road frontage along Hatcher’s Run and a depth along the west boundary line of 322.04± feet, approximately 8,388 square feet) a portion of tax map #97.07-02-14.000, and it is further JUNE 2, 2021 TOWN BOARD MEETING PAGE 9 RESOLVED, the sale shall include a permanent easement and right-of-way to the Town of Cortlandville for the purpose of construction and maintenance of water/sewer mains, and it is further RESOLVED, this resolution is adopted Subject to Permissive Referendum as required by law. Supervisor Williams asked the Board for approval to spend up to $30,000 to update the Town’s information technology structure. He explained that a new server was needed to replace a 2003 server as well as updates to the switches and infrastructure. He suggested the Board authorize the expenditure and approve a purchase order for a Dell server in the amount of $12,018.33. RESOLUTION #171 AUTHORIZE THE EXPENDITURE OF UP TO $30,000 TO UPDATE AND STABILIZE THE TOWN’S INFORMATION TECHNOLOGY STRUCTURE Motion by Councilman Guido Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED RESOLVED, that the Town Board of the Town of Cortlandville does hereby authorize the expenditure of up to $30,000 to update and stabilize the Town’s Information Technology Structure as proposed by the Town’s IT, Plan First Technologies, Inc., and it is further RESOLVED, purchase orders for the necessary equipment shall be submitted for approval per the Town’s Procurement Policy. RESOLUTION #172 AUTHORIZE SUPERVISOR TO SIGN PURCHASE ORDER #0177 TO DELL TECHNOLOGIES FOR THE PURCHASE OF A POWEREDGE R740 SERVER FOR THE TOWN OF CORTLANDVILLE Motion by Councilman Testa Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby authorize and direct the Supervisor to sign Purchase Order #0177 submitted by the Town Clerk to be paid to Dell Technologies (State Contract #C000000005600) for the purchase of a PowerEdge R740 Server as part of the updates to the Town’s Information Technology Structure for the Town Offices and Water/Sewer Department, for the total cost of $12,018.33. RESOLUTION #173 AUTHORIZE TOWN EMPLOYEE NICK ALTERI TO CARRY OVER ACCRUED PAID TIME OFF EARNED IN THE YEAR 2020 TO THE YEAR 2021 Motion by Councilman Withey Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED RESOLVED, that the Town Board of the Town of Cortlandville does hereby authorize Town employee Nick Alteri, Part-Time Clerk, to carry over accrued paid time off earned in the year 2020 when he was a full-time employee to the year 2021.
