PUBLIC HEARING NO. 1 AQUIFER PROTECTION PERMIT BUILDER’S BEST HOME IMPROVEMENT CENTER, INC. 3798 LUKER ROAD TAX MAP #95.00-09-01.000 A Public Hearing was held by the Town Board of the Town of Cortlandville at the Municipal Garage located at 3587 Terrace Road, Cortland, New York, concerning an application for an Aquifer Protection Permit submitted by Builder’s Best Home Improvement Center, Inc. to permit the construction of a 5,000 sq. ft. storage warehouse for an existing home improvement center retail business, for property located on the east side of Luker Rd., approximately halfway between the McLean Road/Luker Road intersection and the NYS Route 281/Luker Road intersection, tax map #95.00-09-01.000. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Attorney, John DelVecchio; Highway Sup’t. Larry Drach; Trevor Norman from Builder’s Best; Town Residents: John Folmer; Robert Martin; and News Reporter, Colin Spencer from the Cortland Standard. Supervisor Williams called the Public Hearing to order. Town Clerk, Kristin Rocco-Petrella read aloud the published, posted and filed legal notice. Supervisor Williams offered privilege of the floor to those in attendance. No requests were made for privilege of the floor. No further comments or discussion were heard. The Public Hearing was closed at 5:03 p.m. MAY 19, 2021 5:03 P.M. TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Municipal Garage, 3587 Terrace Road, Cortland, New York with Supervisor Williams presiding. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, Jeffrey D. Guido Councilman, Theodore V. Testa Councilman, Douglas E. Withey Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Attorney, John DelVecchio; Highway Sup’t. Larry Drach; Trevor Norman from Builder’s Best; Town Residents: John Folmer; Robert Martin; and News Reporter, Colin Spencer from the Cortland Standard. Supervisor Williams called the meeting to order and asked for a moment of silence in memory of Phyllis Maxfield who recently passed. Mrs. Maxfield was a former Town resident and Town Bookkeeper (retired), Marcia Hicks’ mother. RESOLUTION #144 AMEND COVID-19 SAFETY POLICY FOR THE TOWN OF CORTLANDVILLE Motion by Councilman Testa Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, due to the recent guidance from the CDC and Cortland County, the Town of Cortlandville has had to reevaluate our COVID policies, therefore BE IT RESOLVED, the Town Board does hereby amend the COVID-19 Safety Policy (adopted June 17, 2020 - Resolution #143 of 2020) for the Town of Cortlandville as follows: • Open our doors to the public Monday through Friday from 9:00a.m. to 12:00p.m. and 1:00p.m. to 4:00p.m. with a lunch hour from 12:00p.m. to 1:00p.m. when the building will be locked. • Remove the check in process from the front lobby. • Those customers needing to speak with the bookkeeper, supervisor, secretary to the supervisor, and/or code enforcement are advised to have an appointment with said office prior to coming to Town Hall to ensure someone will be in the building at that time. • Employees of the Town Hall will still be required to wear masks and distance when appropriate (this will be determined by the Supervisor). • Following the CDC guidance. Fully vaccinated individuals will not be required to wear masks. Unvaccinated individuals must continue to wear masks (based on the Honors System). • Per OCA (Office of Court Administration) those individuals appearing for Court will still be required to: o Wear a mask o Consent to their temperature being taken o Answer the following questions: ▪ Within the past 14 days have you: • Had any flu like symptoms • Tested positive for COVID or been in contact with someone who has. • Been out of the Country o The Court check-in process, outlined above, will be completed by Security Officers and/or Court Clerk’s. Non-Court Appearance customers doing business with Court Clerks are not subject to these protocols. Councilman Cobb made a motion, seconded by Councilman Testa, to receive and file the Cortlandville Zoning Board of Appeals Minutes of April 27th, 2021 and the Cortlandville Planning Board Minutes of April 27th. All voting aye, the motion was carried. Town resident, Robert Martin commented on agenda item I-8 regarding the Gutchess Lumber Sports Complex (GLSC) and Testa Park, and on agenda item I-9 regarding scheduling a public hearing for the Draft Comprehensive Plan. Mr. Martin stated that he was at GLSC on Monday this week and saw the installation of the “playground protective padding” and briefly spoke with the contractor. It appeared that this phase is nearly done and that “services provided at Citizens Park have been duplicated and improved over previous facilities.” Mr. Martin suggested that the newly formed Parks and Recreation Commission review the community needs and not focus on bringing in outside sporting events exclusively. He stated, “look at the cost benefit analysis, payment on development cost and operating cost and the impact on the taxpayer.” Mr. Martin also commented on the email submitted by Nancy Nivison and phase 2 of Testa Park which included picnic facilities and walking trails. He stated, walking trails at both parks would be a benefit to the community and suggested the walking trails at GLSC “tie-in” to the Lime Hollow Nature Center trails. Both should be considered before any development of sports fields at GLSC. Regarding the Draft Comprehensive Plan, Mr. Martin was pleased that a public hearing was on the agenda to be scheduled. He stated, the “Comprehensive Plan has impact on solar installations and the current moratorium and revisions to our solar law. It also impacts development of parks and recreation facilities.” Mr. Martin suggested the Board review the results of the citizens’ survey in which there was interest in walking trails, no additional parks, and no increase in taxes. Supervisor Williams thanked Mr. Martin for his comments. Councilman Guido made a motion, seconded by Councilman Cobb, to receive and file the following monthly reports: 1) Cortland Community SPCA – April 2021; 2) Water & Sewer Department – April 2021; 3) Town Justice LeFevre and Town Justice Mathey – April 2021; 4) Town Supervisor – February 2021; 5) Fire & Safety Inspector/CEO, Desiree Campbell – April 2021. All voting aye, the motion was carried. MAY 19, 2021 TOWN BOARD MEETING PAGE 3 RESOLUTION #146 ACCEPT 2020 ANNUAL FINANCIAL REPORT (AUD) OF THE TOWN SUPERVISOR Motion by Councilman Testa Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Annual Financial Report (AUD) of the Town Supervisor for the year 2020 is hereby accepted and shall be received and filed. Councilman Withey made a motion, seconded by Councilman Cobb, to receive and file correspondence from Charter Communications, dated May 14, 2021, regarding programming services. All voting aye, the motion was carried. Under old business there was discussion regarding the Aquifer Protection Permit application submitted by Builder’s Best Home Improvement Center, Inc. to permit the construction of a 5,000 sq. ft. storage warehouse for an existing home improvement center retail business, for property located at 3798 Luker Road, tax map #95.00-09-01.000. Attorney DelVecchio explained the SEQRA process to the Board. The Board commenced their review of Part 2 of the SEQR Short Environmental Assessment Form with Attorney DelVecchio reading the questions. The Board answered no impact to small impact for all the questions. RESOLUTION #147 DECLARE NEGATIVE IMPACT FOR AQUIFER PROTECTION PERMIT #2 OF 2021 SUBMITTED BY BUILDER’S BEST HOME IMPROVEMENT CENTER, INC. FOR PROPERTY LOCATED AT 3798 LUKER ROAD AND AUTHORIZE SUPERVISOR TO SIGN THE SEQRA APPLICATION Motion by Councilman Testa Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, an Aquifer Protection Permit application was submitted by Builder’s Best Home Improvement Center, Inc. to permit the construction of a 5,000 sq. ft. storage warehouse for an existing home improvement center retail business, for property located on the east side of Luker Rd., approximately halfway between the McLean Road/Luker Road intersection and the NYS Route 281/Luker Road intersection, tax map #95.00-09-01.000, and WHEREAS, the Town Board as Lead Agent, duly reviewed and completed the Short Environmental Assessment Form, therefore BE IT RESOLVED, the Town Board as Lead Agent does hereby declare the proposed project of Builder’s Best Home Improvement Center, Inc., Aquifer Protection Permit #2 of 2021, shall have no significant environmental impact, and it is further RESOLVED, the Supervisor is hereby authorized and directed to sign the SEQRA application relating to Aquifer Protection Permit #2 of 2021. RESOLUTION #148 APPROVE AQUIFER PROTECTION PERMIT #2 OF 2021 SUBMITTED BY BUILDER’S BEST HOME IMPROVEMENT CENTER, INC. SUBJECT TO CONDITIONS Motion by Councilman Withey Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, the Cortland County Planning Department and the Town Planning Board have reviewed and recommended approval of this Aquifer Protection Permit application, and MAY 19, 2021 TOWN BOARD MEETING PAGE 4 WHEREAS, a Public Hearing was duly held by this Town Board, therefore BE IT RESOLVED, the Town Board does hereby approve Aquifer Protection Permit #2 of 2021, submitted by Builder’s Best Home Improvement Center, Inc. to construct a 5,000 sq. ft. storage warehouse for an existing home improvement center retail business, for property located on the east side of Luker Rd., approximately halfway between the McLean Road/Luker Road intersection and the NYS Route 281/Luker Road intersection, tax map #95.00-09-01.000, subject to the following conditions from the Town and County Planning Boards: 1. The applicant providing to the Town building design and architectural features of the proposed warehouse to ensure that the proposed buildings conform to the Town of Cortlandville’s Design and Development Guidelines. 2. The Town determining through F.A.R. Part 77 Transitional Surface elevation analysis that the storage warehouse as proposed would not encroach on the transitional surface of the runway before positive consideration is given to this proposal. 3. That the stormwater plan is reviewed by the County Soil and Water Conservation District before positive consideration is given to this proposal. 4. That the Town ensures that there would be no lighting from this property in excess of 1.0 footcandle outside of the property boundaries given the sites close proximity to the Cortland County Airport. 5. The applicant apply for and obtain a variance from the Town from the wellhead protection zone 1a maximum lot coverage requirement, if it determined that the property would exceed 50% lot coverage with the addition of the new building. 6. Compliance with SEQR requirements. AND IT IS FURTHER RESOLVED, the Supervisor is hereby authorized to sign the permit. Under new business, Town Clerk Rocco-Petrella informed the Board she was working with the Town’s insurance broker, Bailey Place Insurance, on the Town’s upcoming Cyber Security Renewal Policy. Also, she and Supervisor Williams had a meeting scheduled with Bailey Place to discuss the Town’s entire policy and to solicit quotes from other insurance providers as requested by the Board in 2020. Attorney DelVecchio reported: Economy Paving Co. Inc et. al. vs. Town of Cortlandville et al.: Attorney DelVecchio apprised the Board that the petition/complaint made by Economy Paving Co. Inc. regarding alleged code violations of Fast Lane Auto/John Barden was “dismissed with prejudice in its entirety”, (Economy Paving Co. Inc., Caleb Leach d/b/a Premier Property Services, and Charles Dellow v. Bruce Weber, in his capacity as Planning and Zoning Officer for the Town of Cortlandville, Town of Cortlandville, Cortlandville Planning Board, Cortlandville Town Board, Fast Lane Auto, LLC). Councilman Withey asked the status of the other lawsuit involving Economy Paving. Attorney DelVecchio explained that the federal lawsuit was pending and was moving through the federal courts. Solar Committee Meeting: Attorney DelVecchio informed the Board that the first Solar Committee meeting would be held at 6:00 p.m. on May 25, 2021 at the Municipal Garage. Town Board reports: Councilman Withey reported due to COVID the Cortland County Soil and Water Conservation District (SWCD) and other agencies are not able to host the annual Water Festival, typically held the first weekend in June. Councilman Withey explained that the SWCD would be sharing a series of videos online on water-related topics (May 30-June 5). He encouraged the public to visit the website (cortlandswcd.org). MAY 19, 2021 TOWN BOARD MEETING PAGE 5 Councilman Withey had no new information to provide regarding the possible installation of Wi-Fi at the Gutchess Lumber Sports Complex. Supervisor Williams noted that the Town’s engineering firm, CHA, provided the information that was requested. He asked Councilman Withey to reach out to the representative from Spectrum again. Councilman Cobb apprised the Board he received a request from resident to review the “curfew” and nose ordinance in the Town. He would discuss the matter with Attorney DelVecchio. Supervisor Williams explained that the Town has a Noise Ordinance that is enforced by the Sheriff’s Department. The Town provided the Sheriff with decibel readers years ago, however the devices need to be calibrated. Supervisor Williams reported: Privilege of the Floor: While privilege of the floor is offered at the Town Board meetings, Supervisor Williams requested that if a member of the public knows in advance that they would like to speak on a particular topic that they contact his Secretary, Patty O’Mara by phone or email the Friday before a meeting. He stated it was not a directive, but a request. Signage for Sole Source Aquifer – Soil and Water Conservation District: Supervisor Williams explained he received a request from Amanda Barber, Cortland County Soil and Water Conservation District (SWCD), for help funding the purchase of replacement signs for SWCD’s sole source aquifer protection signs located at the entrances to the Town. Approximately 30 signs are posted throughout the County, with 11 or 12 of the signs in the Town of Cortlandville. The State asked SWCD to replace the thirty-year old, faded signs or they would be removed. Also, the State agreed to install the news signs. Supervisor Williams suggested the Board approve the expenditure of up to $2,000 (less than $200 per sign) to purchase the new replacement signs to be installed in the Town of Cortlandville. Councilman Withey noted the importance of the signs and appreciated that the weathered signs would be replaced. He stated that he would like to see all 30 signs replaced. Supervisor Williams added that the financing of the signs may be something that municipalities could use the soon to be released ARPA funds for. RESOLUTION #149 AUTHORIZE EXPENDITURE OF UP TO $2,000 FOR THE PURCHASE OF REPLACEMENT SIGNS DEPICTING THE SOLE SOURCE AQUIFER PROTECTION DISTRICT IN THE TOWN OF CORTLANDVILLE AS REQUESTED BY CORTLAND COUNTY SOIL AND WATER CONSERVATION DISTRICT Motion by Councilman Cobb Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby authorize the expenditure of up to $2,000 for the purchase of replacement signs (11 or 12) depicting the Sole Source Aquifer Protection District in the Town of Cortlandville as requested by the Cortland County Soil and Water Conservation District. Terms of Office: Supervisor Williams explained there are three elected positions in the Town of Cortlandville that carry two-year terms: Town Clerk, Highway Superintendent and Town Supervisor. The Town Justices and Town Council positions have four-year terms. The County Legislators now have a four-year term, and the City of Cortland was considering it. There are plusses and minuses to changing the term lengths. He stated he would like to ask the Town Clerk and Town Attorney to find out what the process is and bring it back to the Board at a later date. MAY 19, 2021 TOWN BOARD MEETING PAGE 6 RESOLUTION #150 DIRECT TOWN CLERK AND TOWN ATTORNEY TO RESEARCH THE PROCESS REQUIRED FOR CHANGING THE TERM OF OFFICE FOR THE TOWN CLERK, TOWN SUPERINTENDENT OF HIGHWAYS AND TOWN SUPERVISOR Motion by Councilman Testa Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby authorize and direct the Town Clerk and Town Attorney to research the process required for changing the terms of office for the Town Clerk, Town Superintendent of Highways and Town Supervisor, and to report back to the Board at the June 2, 2021 meeting. Councilman Guido made a motion, seconded by Councilman Cobb, to receive and file correspondence from New York State Homes and Community Renewal, dated April 28, 2021, regarding the Grant Agreement 60-day Completion Notice for the 2019 Town-Wide Housing Rehabilitation Grant (CDBG #287HR323-19). All voting aye, the motion was carried. RESOLUTION #151 AUTHORIZE APPROVAL OF PAYMENTS REGARDING THE TOWN-WIDE HOUSING REHABILITATION GRANT PROGRAM CDBG #287HR323-19 Motion by Councilman Guido Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED the Town Board does hereby authorize approval of payment for the following regarding the Town-Wide Housing Rehabilitation Grant Program-CDBG #287HR323-19: Randolph Well and Pump Co. – $3,917.00 (Davis) Reome Electrical & General Contracting – $5,400.00 (Bragg) Reome Electrical & General Contracting – $18,000.00 (Jordan) Councilman Cobb made a motion, seconded by Councilman Withey, to receive and file correspondence from the Cortland County Board of Elections, dated April 28, 2021, regarding the use of a Town Building for the General Election to be held Tuesday, November 2, 2021. All voting aye, the motion was carried. RESOLUTION #152 A RESOLUTION OF THE TOWN BOARD OF THE TOWN OF CORTLANDVILLE AUTHORIZING THE ADOPTION OF THE 2021 CORTLAND COUNTY, NY HAZARD MITIGATION PLAN UPDATE Motion by Councilman Withey Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED WHEREAS, all jurisdictions within Cortland County have exposure to natural hazards that increase the risk to life, property, environment, and the County and local economy; and WHEREAS, pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and WHEREAS, The Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements for pre and post disaster hazard mitigation programs; and MAY 19, 2021 TOWN BOARD MEETING PAGE 7 WHEREAS, a coalition of Cortland County municipalities with like planning objectives has been formed to pool resources and create consistent mitigation strategies within Cortland County; and WHEREAS, the coalition has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy; NOW, THEREFORE, BE IT RESOLVED that the Town Board of the Town of Cortlandville: 1) Adopts in its entirety, the 2021 Cortland County Hazard Mitigation Plan Update (the “Plan”) as the jurisdiction’s Natural Hazard Mitigation Plan, and resolves to execute the actions identified in the Plan that pertain to this jurisdiction. 2) Will use the adopted and approved portions of the Plan to guide pre- and post-disaster mitigation of the hazards identified. 3) Will coordinate the strategies identified in the Plan with other planning programs and mechanisms under its jurisdictional authority. 4) Will continue its support of the Mitigation Planning Committee as described within the Plan. 5) Will help to promote and support the mitigation successes of all participants in this Plan. 6) Will incorporate mitigation planning as an integral component of government and partner operations. 7) Will provide an update of the Plan in conjunction with the County no less than every five years. Councilman Testa made a motion, seconded by Councilman Guido, to receive and file correspondence from Town resident Nancy Nivison, dated May 1, 2021, regarding Testa Park and Gutchess Lumber Sports Complex and a request for walking trails and picnic tables at Testa Park as planned in phase 2 of the Park. All voting aye, the motion was carried. There was discussion regarding the letter from Nancy Nivison. Supervisor Williams explained that he spoke with Ms. Nivison several times regarding her request and “phase 2” of Testa Park which included a walking trail. He also spoke with Highway Sup’t. Drach about mowing a ½ mile walking path at the park and placing a picnic table at the park. Highway Sup’t. Drach explained there were a few “wet” areas that needed attention and would have to be fixed for the walking path. He would also contact Ms. Nivison so she could select the location for a picnic table. Councilman Withey offered to donate two, six-foot picnic tables, which the Board expressed their appreciation for. Councilman Withey and Highway Sup’t. Drach would coordinate the pickup of the tables. Discussion occurred regarding the scheduling of a public hearing for the Draft Comprehensive Plan. Supervisor Williams explained that Chris Einstein from CHA is available to attend the Board’s June 16th meeting and therefore suggested the Board move ahead and schedule a public hearing concerning the Draft Comprehensive Plan. RESOLUTION #153 SCHEDULE PUBLIC HEARING CONCERNING THE DRAFT COMPREHENSIVE PLAN FOR THE TOWN OF CORTLANDVILLE FOR JUNE 16, 2021 AT 5:00 PM Motion by Councilman Cobb Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, a Public Hearing is hereby scheduled for June 16, 2021 at 5:00 p.m. to be held at the Town of Cortlandville Municipal Garage, 3587 Terrace Road, Cortland, New York concerning the Draft Comprehensive Plan for the Town of Cortlandville (Dated December 2020). MAY 19, 2021 TOWN BOARD MEETING PAGE 8 RESOLUTION #154 SCHEDULE PUBLIC HEARING FOR JUNE 2, 2021 FOR A PROPOSED LOCAL LAW OF 2021 – A LOCAL LAW ESTABLISHING A MORATORIUM PROHIBITING THE APPROVAL OR EXPANSION OF CERTAIN USES AND DEVELOPMENT WITHIN ANY EXISTING WELLHEAD PROTECTION AREA IN THE AQUIFER PROTECTION DISTRICT Motion by Councilman Testa Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, a Public Hearing is hereby scheduled for June 2, 2021 at 5:00 p.m. to be held at the Town of Cortlandville Municipal Garage, 3587 Terrace Road, Cortland, New York concerning a proposed Local Law of 2021 – “A Local Law Establishing a Moratorium Prohibiting the Approval or Expansion of Certain Uses and Development Within Any Existing Wellhead Protection Area in the Aquifer Protection District”. RESOLUTION #155 APPROVE AGREEMENT WITH RICOH USA, INC. FOR THE LEASE OF TWO PRINTER/COPIER/SCANNER MACHINES FOR THE HIGHWAY DEPARTMENT AND WATER/SEWER DEPARTMENT Motion by Councilman Testa Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby approve the agreement between the Highway Superintendent and Ricoh USA Inc. and the Water & Sewer Superintendent and Ricoh USA, Inc. for the lease of two refurbished color Printer/Copier/Scanner machines for the Highway Department and Water/Sewer Department to replace two machines currently leased from Ricoh, and it is further RESOLVED, the term of the agreement shall be for 60 months (5 years) for a monthly payment of $73.65 each with additional image charges per the agreement. No further comments or discussion was heard. Supervisor Williams requested the Board convene to an Executive Session. Councilman Cobb made a motion, seconded by Councilman Guido, to recess the Regular Meeting to an Executive Session to discuss a contract and personnel. All voting aye, the motion was carried. The meeting was recessed at 5:43 p.m. Councilman Withey made a motion, seconded by Councilman Testa, to adjourn the Executive Session and reconvene the Regular Meeting. All voting aye the motion was carried. The Executive Session was adjourned at 6:32 p.m. Members of the public were invited back into the meeting. RESOLUTION #156 AUTHORIZE SUPERVISOR TO SIGN LETTER OF INTENT BETWEEN PBR TOURNAMENTS, LLC AND THE TOWN OF CORTLANDVILLE CONCERNING THE NEGOTIATION OF A MANAGEMENT AGREEMENT WITH THE TOWN Motion by Councilman Testa Seconded by Councilman Guido VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED MAY 19, 2021 TOWN BOARD MEETING PAGE 9 BE IT RESOLVED, the Town Board does hereby authorize and direct the Supervisor to sign the Letter of Intent between PBR Tournaments, LLC (PBRT) and the Town of Cortlandville concerning the negotiation of a management agreement with the Town of Cortlandville regarding Gutchess Lumber Sports Complex. RESOLUTION #157 ACCEPT THE SLATE OF NOMINATIONS FOR THE TOWN HALL OF FAME AS PRESENTED BY THE RECOGNITION COMMITTEE Motion by Councilman Cobb Seconded by Councilman Withey VOTES: AYE – Williams, Cobb, Guido, Testa, Withey NAY – 0 ADOPTED BE IT RESOLVED, the Town Board does hereby accept the slate of nominations as presented by the Recognition Committee for the 2021 induction into the Town Hall of Fame, and it is further RESOLVED, the 2021 inductees shall be announced at a later date by Town Board resolution.
