Board Members Present: Herb Engman, Supervisor; Bill Goodman, Deputy Town Supervisor;
Pat Leary,Tee-Ann Hunter, Eric Levine, Rich DePaolo, and Rod Howe

Mr. Goldsmith gave an update on the program. (Attachment 1).
5. 5:30 p.m. Public Hearing regarding the Preliminary Town of Ithaca 2016 Budget
Mr. Engman opened the public hearing at 6:OOp.m.
Kristen Wells, Executive Director and Judy Willis of Gadabout addressed the board and stated
that she was"astonished to see the proposed budget discontinues programs to seniors" and felt
that it was especially disheartening when seniors are taxpayers and voters and are often an
overlooked segment of the community. Ms. Wells stated that Gadabout had 19,655 trips to the
town of Ithaca, second only to City of Ithaca. Ms. Willis added that all the human services in
the world are useless if people can't get to them and all systems work together with Lifelong and
211 services. It's our job to make sure we keep it available and there is no duplication of this
type of service out there. Ms. Willis also felt that this would mean the town is also sending a
message to other municipalities that they can cut funds too.
The Board had a few questions regarding their budget and other municipal support. Ms. Wells
responded that the decrease in fuel prices has helped some but that can't be counted on and the
number of volunteers is down and ridership donations have been lost. Gadabout started with a
$45K endowment and has been running at a significant deficit for the past 3 years.

Tom Butler, Lifelong—Mr. Butler introduced himself and noted that both he and the treasurer are
new to Lifelong and they have been struggling because funding was cut so much in the recession
and it hasn't returned to that level. He noted that in last year's budget, all senior programs
combined amounted to only I I% of the total being spent on youth. He thought the Town had
approximately 25% seniors in the community and Lifelong does a tremendous job with tax
counseling, education on Medicare options and many other programs.
Ron Provus and Kathy Slaughter, Human Services Coalition—Mr. Provus noted that the HSC is
the link between the support services and the people such as the 211 referral service,legal and
tax assistance and municipal training programs, many of which are at no cost. He added that the
HSC does not do fundraising for itself because it supports and facilitates so many other
nonprofits who depend on those same donations so they don't want to pull from that same
source.
Mamie Kirchgessner spoke in support of TCAT and stated that even modest cuts affect many
people, especially those on fixed incomes. TCAT essentially provides curb to curb service for
$3 and that happens because every nickel given by municipalities is leveraged to get the most
from other sources.
Lisa Holmes, Office for the Aging—Ms. Holmes spoke about the trickle down effect of the cuts
in Federal, State and County budgets and she is sympathetic to that,but the demographics of the
County are changing with approximately 34% over the age of 60 and the Town's population in
that demographic is larger.
Mr. Engman closed the public hearing at 6:25p.m. and suggested that the board consider the
actions in Item 6 which set some of the bases of the budget and then discuss the comments heard
under Item 7. The board agreed.
6. Discuss and consider approval:
a. 2016 Wage scale—Town of Ithaca
TB Resolution 2015-113: Approval of 2016 Wage Scale for Non-Collective Bargaining
Positions
Whereas, the Town Board established a Wage Scale, which set the Hiring Minimum and Job
Rate for each job classification, which may be increased each year based on a Cost of Living
Adjustment (COLA); and
Whereas, after evaluating the Consumer Price Index (CPI-W) as well as other factors, the Town
Supervisor and Human Resources Manager in preparation for the 2016 Tentative budget
recommended to the Personnel Committee a 2.0% Cost of Living Adjustment (COLA) on the
2014 Job Rate for all classifications of the Wage Scale for Non-Collective Bargaining positions;
and
Whereas, the collective bargaining agreement with the Public Works unit represented by
Teamsters Local 317 is in the process of being negotiated; and

Whereas, the Personnel Committee reviewed and discussed the recommendation and
recommends a 2.0% COLA of the 2014 Job Rate for the 2016 Wage Scale for Non-Collective
Bargaining positions; and
Whereas, the Budget and Finance Committee during its preliminary review of the 2016 Budget
projections discussed the Personnel Committee's recommendation, and concurred with the
recommendation; now, therefore, be it
Resolved, the Town Board of the Town of Ithaca does hereby approve a 2.0% Cost of Living
Adjustment of the 2014 Job Rate for all classifications of the 2016 Wage Scale for Non-
Collective Bargaining positions(see attached sheet); and be it further
Resolved,the collective bargaining unit employees' wages for 2016 will remain at the 2014 rate
until a collective bargaining agreement with Teamsters Local 317 has been ratified by the
bargaining unit employees and the Town Board.

b. 2016 Health insurance contribution percentage—Town of Ithaca
TB Resolution 2015-114: Approval of Health Insurance Contributions by Non-Collective
Bargaining Employees for 2016
Whereas,the Town is currently negotiating with Teamster Local 317 for the Public Works unit;
and
Whereas,the Personnel & Organization Committee has discussed the current status of employee
contributions and the intent to increase the cost share for health_insurance premium over a few
years for all employees; and
Whereas,the Personnel & Organization Committee recommends increasing the cost share for
health insurance effective 1/1/2016 for all non-collective bargaining employees from 8%to 9%
of the monthly premium for either individual or family coverage for the PPO plan and decrease
the cost share from 8%to 6%of the monthly premium for either individual or family coverage
for the Platinum Plan; now, therefore,be it
Resolved, that the Town Board of the Town of Ithaca does hereby approve increasing the cost
share for health insurance effective 1/1/2016 for all non-collective bargaining employees from
8%to 9%of the monthly premium for either individual or family coverage for the PPO plan and
decrease the cost share from 8%to 6%of the monthly premium for either individual or family
coverage for the Platinum Plan; and be it further
Resolved, that the payroll deductions of the employees' cost share be the same amount for
January through December, starting with the first pay date in January 2016 (1/15/2016).

and Wages—Bolton Point
TB Resolution 2015 - 115: Approval of Southern Cayuga Lake Intermunicipal Water
Commission 2016 Wage Scale and 2016 Employee Wages
Whereas,the governing Town Board of the Town of Ithaca has reviewed the proposed wage
scale and wages for Southern Cayuga Lake Intermunicipal Water Commission's(Commission)
non-bargaining employees for the year 2016 and bargaining employees as based on the contract;
and
Whereas,the Commission approved of the employee wage scale and wages for 2016 at their
September 3, 2015 meeting; now, therefore,be it
Resolved, the governing Town Board of the Town of Ithaca does hereby approve the SCLIWC
2016 wage scale and wages as detailed on the attached spreadsheet.

7. Discuss and consider amendments to the Town of Ithaca 2016 Budget
Mr. Engman made a statement regarding the budget he submitted which has a 6.59% increase in
the tax levy because the town would like to not have to continue to borrow money to pave roads
which we have done and the past and we are constantly rolling forward our expenses and paying
interest. He would rather use that pay for asphalt than interest so we need to pay as we go. In
addition,this is the year to do it since we are not going to meet the tax cap anyway, in part
because the proposal to receive credit for the Health Consortium which saved us hundreds of
thousands of dollars was not accepted by the state. The town has always had intermunicipal
cooperatives and been ahead of the times but we cannot receive any credit for it. For that reason
and others, the town has decided not to pay a lot of attention to the tax cap because the program
is a charade by the State government and we have chosen not to participate in their shenanigans.
Mr. Engman continued saying that the town has two challenges; the first is money—we found
during the recession that even though we reduced staff to the minimum, we needed to look at
other programs and services we had funded in the past that we are not really responsible for
providing and he felt it was fairest to do those cuts across the board because all the programs are
wonderful programs, and each can be argued for so it is fairer and neater to do across the board.
The question now is can we continue to contribute and at what level. The second challenge is a
legal one in that the town cannot make monetary gifts to nonprofits without a quantifiable extra
service for town residents only. He stated that many of the programs and services the town
contributes to,town residents are already supporting through their county taxes and are then in

essence contributing twice. He noted that the youth programs are town programs that are run by
us or subcontracted through us to achieve results we set as goals and serve town youths.
Mr. Solvig noted that the Elm Street Ext project will be paid for out of 2015 funds and came in
under budget so that amount will be removed from the 2016 budget.
Mr. Engman noted there was a there was one correction for the Coddington Road Community
Center Summer Camp which should be increased to $10,673. Mr. DePaolo moved the increase,
Mr. Levine seconded—unanimous.
The Board discussed the comments from the representatives of the community programs. (with
no audio, I am briefly summarizing the statements from my notes)
The board in general felt that there was movement by the county and other municipalities to help
and/or continue funding levels and the town should continue funding at the 2015 levels while
continuing to work with the other entities for funding and statistical facts regarding municipal
user levels and specific town benefits. It was noted that many contributions have remained flat
for the past five years

Other topics discussed with no changes made to the budget:
- City Parks same as last year because the county has stated they will continue their
contribution which is a step in the right direction and we can support the idea by
continuing in 2016 with the goal of the county moving to tax everyone to cover this
service
- Highway expenditures and Mr. Weber explained a couple of things and stated that he
believes he is accurate on his estimates.

- Information Technology is confusing with allocations going everywhere; look at
ways to change that.
- Funding for the zoning changes coming up.
8. Consider adoption of the Town of Ithaca 2016 Budget
TB Resolution No.2015 - 116: Adoption of the Town of Ithaca 2016 Preliminary Budget as
the Town of Ithaca 2016 Final Budget
Whereas, the Town Board of the Town of Ithaca held a public hearing at 215 North Tioga Street,
Ithaca, New York on the 191h day of October 2015, for the purpose of considering the Town of
Ithaca 2016 Preliminary Budget; and
Whereas, at such time and place all persons interested in the proposed budget were heard
concerning the same; and
Whereas, the Town Board discussed the preliminary budget following the public hearing and
made the following changes; (all
• General Townwide Fund—Expenditures
- Account A7320.461 (Coddington Road CC Summer Camp) is increased to $10,673.
- Account A7320.464(Youth Employment Program) is increased to $77,487.
- Account A7410.467 (Tompkins County Public Library) is increased to $10,000.
- Account A8540.500 (Stormwater/Capital Projects) is decreased to $ -0-.
- Account A8989.468 (Senior Citizen Programs) is increased to $14,000.
- Account A8989.469 (Bus Operations/Gadabout) is increased to$12,000.
Now, therefore,be it
Resolved, that the Town Board hereby approves the adoption of the Town of Ithaca 2016
Preliminary Budget with the above referenced changes as the Town of Ithaca 2016 Final Budget.

9. Discuss and consider referral of draft sign law to the Planning, Conservation and

TB Resolution No. 2015- 117: Refer Draft Sign Law to the Planning Board,Zoning Board
of Appeals, Conservation Board and the Agricultural Committee for Comments and
Recommendations
Whereas, the Codes and Ordinances Committee reviewed and discussed the final draft of the
proposed Sign Law and recommended that the Town Board consider referral of the draft to the
Planning Board, Zoning Board of Appeals,Conservation Board and the Agricultural Committee
for a recommendation and in-depth review, now, therefore, be it resolved

That the Town Board of the Town of Ithaca hereby refers the draft Sign Law to the boards and
committees as indicated.

South Hill Business Campus Planned Development Zone (PDZ)
Be it resolved,that the Town Board of the Town of Ithaca will hold a public hearing at the Town
Hall, 215 North Tioga Street, Ithaca, New York on the 91h day of November 2015 at 5:30 p.m.
for the purpose of considering a proposed local law modifying the South Hill Business Campus
PDZ, and it is further
Resolved, that at such time and place all persons interested in the proposed contract extension
may be heard concerning the same; and it is further
Resolved,that the Town Clerk of the Town of Ithaca is hereby authorized and directed to publish
a notice of such public hearing in the Ithaca Journal and to post a copy of same on the signboard

on the 91h day of November 2015 at 5:30 p.m. for the purpose of considering a proposed fire
contract between the Town of Ithaca and the City of Ithaca Fire Department and it is further

14. Discuss and consider award of contract for the renovation of customer service areas
(Codes, Planning and Town Clerk Offices) at Town Hall
TB Resolution 2015- 122: Authorization to Award Contract for the Renovation of Town
Hall Service Areas Project
Whereas: At the November 10, 2014 Town Board meeting, the Town Board adopted a 2015
Ithaca Town Budget which included monies for the Renovation of Town Hall Service Areas
Project(Project), and
Whereas, pursuant to the New York State Environmental Quality Review Act ("SEQRA") and
its implementing regulations at 6 NYCRR Part 617, it has been determined by the Town Board

that approval, construction and implementation of the Project are a Type II Action because the
Action constitutes "replacement, rehabilitation or reconstruction of a structure or facility, in kind,
on the same site," and thus approval, construction and implementation of the Improvement are
not subject to review under SEQRA, and
Whereas: On October 16, 2015 Chiang & O'Brien and the Town Clerk received bids for the
Project, and
Whereas: The Contractor, Chiang & O'Brien has reviewed the bids and qualifications of the
bidders and has determined that the lowest responsive bid of$118,400 with alternate options at
an additional $1,400 for the project made by Elmira Structures, 66 Philo Rd., West Elmira, NY
14903, is the lowest responsible bidder; now,therefore,be it
Resolved: that the Town Board of the Town of Ithaca authorizes the award of the contract for the
Project to Elmira Structures, for an amount not to exceed $125,800; subject to final approval of
the contract documents by the Town Supervisor and Attorney for the Town, and be it further
Resolved: that the Town Supervisor is authorized to execute such contract upon said review.

TB Resolution No. 2015-123: Authorization to Award the Contract for the Town of Ithaca
Sanitary Sewer Manhole Rehabilitation Project
Whereas: the adopted 2015 Ithaca Town Budget included monies for Sanitary Sewer Manhole
Repairs (Project) consisting of the rehabilitation of the existing manholes and related ancillary
facilities,with a maximum amount of$50,000.00, and
Whereas: pursuant to the New York State Environmental Quality Review Act ("SEQRA") and
its implementing regulations at 6 NYCRR Part 617, it has been determined by the Town Board
that approval, construction and implementation of the Town of Ithaca Sanitary Sewer Manhole
Rehabilitation Project (the "Improvement" or"project") are a Type II Action because the Action
constitutes "replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the
same site," and thus approval, construction and implementation of the Improvement are not
subject to review under SEQRA, and
Whereas: on October 15, 2015, the Director of Public Works/Highway Superintendent (Director)
received bids for the Project; and
Whereas: the Director of Public Works has reviewed the bids and qualifications of the bidders
and has determined that the lowest responsive bid of$ 93,000.00 for the project made by Vacri

Construction Corporation, One Brick Avenue, Binghamton, NY 13901 was made by the lowest
responsible bidder; and
Whereas: a review of the 2015 Sewer Fund budget indicates that additional funds will need to be
budgeted to meet this expenditure, and the Town Supervisor and Town Finance Officer are
recommending to this governing Town Board the approval of a Budget Amendment increasing
account G8120.565 (Manhole Rehabilitation) by the amount of $55,000, such funds to be
appropriated from current year reserves,
Now therefore be it
Resolved: That the Town Board hereby authorizes the award of the contract for the Town of
Ithaca Sanitary Sewer Manhole Rehabilitation Project to Vacri Construction Corporation, and be
it further
Resolved: that the Town Supervisor is authorized to execute such contract subject to approval of
the final contract documents by the Town Engineer and Attorney for the Town; and be it further
Resolved: that the Director is authorized to approve change orders to such contract upon receipt
of appropriate justification provided the maximum amount of such change orders shall not in the
aggregate exceed $12,000.00 without prior authorization of this Board, and provided further that
the total project cost, including contract, engineering, legal, inspection, paving, site restoration
and gravel purchase completed by Town forces, and other expenses, does not exceed the
maximum authorized cost of$105,000.00 for the project; and be it further
Resolved: that the Town Board approves a Budget Amendment increasing the 2015 Sewer Fund
budget, account G8120.565 (Manhole Rehabilitation), by the amount of$55,000, and authorizes
and directs the Town Finance Officer to record the appropriate budgetary amendment.

TB Resolution 2015- 124: Acceptance of Holly Creek Water Improvements as Town of
Ithaca Facilities and Approval of Water Easement
Whereas, Ithaca Neighborhood Housing Services, Inc. (INHS) is the owner of the 22-unit Holly
Creek townhome development located on Holly Creek Lane and is offering for dedication to the
Town of Ithaca water utility facilities shown on the as-built map entitled"SURVEY MAP NO.
133-157 HOLLY CREEK LANE,TOWN OF ITHACA,TOMPKINS COUNTY,NEW YORK"as

drawn by T.G. Miller P.C. and dated June 19, 2014, a copy of which is attached hereto (the"Survey
Map"); and
Whereas, INHS has constructed the water facilities to Town of Ithaca specifications; and
Whereas, INHS conveyed an easement to the Town of Ithaca for Town maintenance and upkeep
of the water lines located within the easement areas denoted as"A"and `B"on the Survey Map,
and this easement was filed in the Tompkins County Clerk's office on November 2, 2011 as
Instrument No. 582968-002; and
Whereas, INHS has prepared the easement necessary for Town maintenance and upkeep of the
water lines located within the easement areas denoted as "C"on the Survey Map; and
Whereas, the Director of Public Works has advised the Town Board that the water facilities have
been constructed in accordance with the Town of Ithaca specifications; now, therefore,be it
Resolved,that the Town Board of the Town of Ithaca hereby accepts as public utilities the water
facilities located within the easement areas denoted as "A", `B"and "C"on the aforementioned
Survey Map, subject to the following conditions:
1. that a water easement to the Town, for the water lines located within the easement areas
denoted as "C" on the Survey Map, that is acceptable to the Attorney for the Town be
fully executed and filed, and
2. that the surveyed locations, deeds, and abstracts showing good and marketable title for
the proposed improvements and easement be submitted in a form acceptable to the
Attorney for the Town of Ithaca and Director of Public Works, and be it further
Resolved, that the Town Board authorizes the Town Supervisor to sign the aforementioned water
easement, and that the Town Supervisor's signature on the easement is and shall be proof of
acceptance of the water facilities dedication.

Whereas,the Highway Superintendent promotionally appointed Donald Beach to the Heavy
Equipment Operator position, effective October 4, 2015; now,therefore,be it

Superintendent's regular promotional appointment of Donald Beach as a full time Heavy

TB Resolution 2015 -125e : Ratify Provisional Appointment of Production Manager at
SCLIWC
Whereas, the Southern Cayuga Lake Intermunicipal Water Commission on October 8, 2015
provisionally appointed Glenn Ratajczak as the Production Manager effective October 19, 2015;
now, therefore,be it
Resolved, that the Town of Ithaca does hereby ratify the Commission's provisional appointment
of Glenn Ratajczak as the Production Manager effective October 19, 2015, at an annual salary of
$70,000 in Job Classification `9', with full time benefits and pending the results from the civil
service exam for this position.

The board decided to cancel the October study session. Mr. Solvig noted that the bond goes
on sale in just over a week.
18. Report of Town Committees/Intermunicipal Organizations
Ms. Hunter reported that there is a survey online from the IO and asked everyone to take a
minute and complete it.
19. Review of Correspondence
Overlook had approached the town about maintenance of the bus stop and after some
research it was determined that they are responsible for the stop and a letter was sent
notifying them of that.

Residential Energy Score Project—Frequently Asked Questions to-0
The Residential Energy Score Project(RESP) is a first-of-its kind project that is seeking to create strong market demand
for energy efficiency in existing houses and, by extension,to reduce utility costs for homeowners,to increase energy
literacy,and to help promote the county's sustainability goals.
RESP is a partnership of the Towns of Caroline, Danby, Ulysses, and Ithaca,the City of Ithaca,Tompkins County,and
Cornell Cooperative Extension.The project aims to create a voluntary program where homeowners could get a home
energy score that could be shared with prospective buyers,tenants,or other interested parties.The project is currently
in the program design phase,and is soliciting feedback from the community.The project team aims to have a program
and implementation plan endorsed by the participating municipalities by spring 2016.
1. What is a"Home Energy Score"?
A home energy score,also called a home energy rating, is an easy-to-understand assessment of the relative energy
efficiency of a home. It is often compared to a miles-per-gallon (MPG) rating for a car.Two scoring systems that are
being used widely across the country are the Residential Energy Services Network's Home Energy Rating System
Index(HERS Index,www.resnet.us/professional/rater/what-is-a-hers)and the Department of Energy's Home Energy
Score(DOE HES,www.energy.eov/eere/buildings/home-energy-score).
2. Why should I get a score for my house?
A home energy score will tell you how energy efficient your home is compared to other homes in our area.Knowing
your home energy score will also help you to find out how to improve your comfort,the indoor air quality,and save
money on your utility bills.The score will help you determine what work you could do to improve energy efficiency.
If you are selling your house,the score will give potential buyers an idea of the utility costs. If you are buying a
home,comparing scores will inform you of future utility costs.As more houses are scored and energy improvements
are made,we will be working toward meeting the County goals for an 80%reduction in greenhouse gas emissions by
2050.
3. Do I have to get a score for my house?
No.The end result of this project is to implement a voluntary program for home energy scores in the County.The
more homes that have an energy score the better educated the community is about energy use and the better
educated home buyers are in making decisions on purchases.
4. How do I get a score and who does it?
Right now, before we roll out a voluntary program,you can get a score by contacting HES or HERS professionals via
the following links:

More professionals will be needed in our area to meet the need of the voluntary program demand for home energy
scores.
S. Will I have to pay for it? How much does it cost?
The cost of a home energy score varies, depending on the rating system used.Our research shows that costs are
typically between$300 and$500.This project is actively studying how to make the process accessible and
affordable to our entire community, including low-income populations.This may mean tying the rating to an existing
program or finding a source of funding to cover costs.
6. Is getting a rating complicated?
No,once you set up an appointment,the score professionals will need to be in your house for one to three hours.
7. Will a rating affect my home's value?
There is no evidence that a home energy score will affect the assessed value or sale price of a home.This subject is
currently being researched.
8. How is a home energy score different from an energy audit?
The score gives a very brief overview of the energy efficiency of a home;this information fits on a small label. On the
other hand,an energy audit will produce an extensive report that provides much more detailed information about
the characteristics of the home and how it uses energy,the type and efficiency of energy-using systems,and the
recommended improvements.
9. Will I have to make improvements to my home if I get a bad rating?
Getting a score does not require improvements, but gives you the information you need in order to make decisions
about the need for upgrades.
10. If I want to make improvements to my home,what can I do and what are the financing options?
If you are looking to do improvements,contact Cornell Cooperative Extension of Tompkins County for a list of
contractors(ccetompkins.org, 607-272-2292). NYSERDA maintains a list of statewide partners for every program

Financing options are available through a number of NYSERDA programs.
• Assisted Home Performance with Energy Star provides those who qualify with a discount covering 50%of

Hello Rod,
I'm writing to you as a Town of Ithaca representative. I had planned to attend tonight's public hearing on the
Town's proposed 2016 budget but I'm unable to be there this evening. I hope it is appropriate to send this
feedback to you.
I'm writing to convey the concern over the loss of the Town of Ithaca funding for TCPL. As you know the
funding has been used specifically for TCPL to be open on Sundays. While the announcement of the
elimination of the contribution to TCPL was described as having no effect on Town residents, it will definitely
have an impact on accessibility to the library for Town residents. We will have to significantly reduce the
number of Sundays we are open throughout the year. This is unfortunate for may Town of Ithaca residents, who
represent 23% of the total patron database of the library. Sundays may be the only day for many Town
residents to be able to visit the library. In 2014 for all Sundays open,there were 22,362 borrowing transactions
for patrons checking out books, DVDs, CDs, and other library materials—for an average of 972 transactions per
Sunday or 243 transactions per hour. While our patron database tracks only those who have registered or
borrow materials,the library also sees heavy computer use and visits from people enjoying quiet reading,
attending programs and exploring library art exhibits.

Months of August/September Board Report
October 19,2015 Town Board Meeting
Roads:
• Said Goodbye to long time employee Ray Manning who retired on September 29*^. Three
Seasonal and 2 College/high school summer employees ended their work with the Town.
Completed interviews for the internal promotion of an MEO to the vacant HEO position.
Delivered surplus equipment to the auction in Lansing. Sold all vehicles and equipment
Stone was stockpiled for 2016 projects.
"Oil and stone" surface treatment was completed on the following roads : Westview,
Towerview, Sunnyview, Terraceview, Vista Lane, Compton and Sesame.
Paved Caldwell, Blackstone, Summerhill
Sign work, pothole repairs, and shoulder repairs were performed.
Brush and limbs were trimmed back at various locations in Town.
Installed driveway culverts on Bundy Road, Teton Court, Spruce Way and Hackberry Lane.
All ditch maintenance projects were hydro-seeded.
Pavement striping was completed for crosswalks, speed humps and stop bars.
Screening of salvaged surge stone, topsoil, blacktop grindings and creek gravels was done in
our stockpile areas.
Completed the drainage project on Elm Street Extension.
Started drainage work at the LDS Church on Lexington Drive.
Completed a large number of culvert replacements including: Summer Hill Lane and Culver
Road.
Eight staff members were sent for Safety training which they missed in May.
Several staff members attended First Aid/AED training.
Provided assistance to the Towns of Ulysses, Caroline and Lansing and Tompkins County
Highway.
• Awarded and completed the replacement of the exterior stair to the Town Hall Boiler Room.
Parks, Trails, and Preserves:
• Weekly site inspections were performed.
• Continued to maintain all town parks, trails and facilities.
• Completed re-building of Dewitt Trail prior to start of school year.
• Hazardous tree removals at various park and trail sites and various locations in Town
proceeded.
• Jeff and Monty attended Playground Safety seminar sponsored by NYMIR.
• Cal Ripken completed construction of the scoreboard for Valentino Field. Ornamental shrubs
were planted in the planter boxes on the back side of the unit.
• Our contractor began woody invasive species control and elimination work at the East Ithaca
Preserve and the East Ithaca Recreation Way (Game Farm Trail). Helped organize a new
volunteer group to assist in planting native trees and shrubs in the areas being actively
managed.
• Miscellaneous parks and grounds maintenance supplies were delivered and stored in the
Annex.

The compost pile was turned monthly.
Hosted Town Employee picnic at Tutelo Park on August 7*^.
Installed informational signs about ticks and Lyme disease at all park and trail sites.
Assisted the Town's Conservation Board with installation of a Sycamore tree at Grandview
Park for the 2014 Richard Fischer Award recipient.
Completed the playground construction at Troy Park.
The Vincenzo lacovelli Park playground surfacing was removed and replaced with new
"Woodcarpet" mulch.
Continued the repair of headstones at the Inlet Valley Cemetery.
Provided support to volunteer groups doing invasive species control work and cleanups at
Forest Home Park, South Hill Recreation Way, the Game Farm section of East Ithaca
Recreation Way, the East Ithaca Preserve, the Pine Tree Preserve, and the Troy water tank site.
Provided assistance, plant materials, mulch and various supplies to our Master Gardener,
Barbara Van Dyke, who volunteers to keep the Town Hall landscaping maintained.
Installed the Hasbrouck memorial bench at Forest Home Park which was funded by Cornell
University. The original bronze plaque was then attached by their Masonry shop. A new park
identification sign and tree were planted in time for the park dedication at the Forest Home
commimity
Numerous park and pavilion rentals at Tutelo Park were scheduled and managed.
Oil and stoned Pew Trail parking lot.
Paving contractor completed paving of East Ithaca Recreation Way between Maple Avenue
and Mitchell Street and the walking path at Grandview Park. Lawn restoration at Grandview
Park was then completed.
Tree and invasive species removals at Eastern Heights Park "sled hill" were begim so we can
re-establish our drainage ditches.
Began leaf blowing of trails.
Water:
Completed Phase 2 of the Coddington Road Water main replacement.
Began construction for the replacement of the Sapsucker Water Tank.
New hydrant markers were installed on Coddington Road.
Repaired broken water mains at 105 Park Lane, 104 Pineview Terrace, and 215 Pennsylvania
Avenue.
Repaired 2 fire hydrants broken due to auto accidents.
Painting West Hill fire hydrants - approximately 50 to date.
Valve repaired on Honness Lane.
Site work was completed at Christopher water tank and area was hydro-seeded.
Sewer:
A total of 283 Dig Safely New York mark-outs were completed.
Weekly sewer pump station checks were completed.
Responded to 2 sewer main blockages.
Repaired 2 leaking sewer pump-out connections on Taughannock Blvd.
Met with 2 manufacturers to demo their equipment for the replacement of our sewer vacuum
and sewer jet.

Desc: jyvo family home has been redesigned to accommodate students by splitting off one of the living
spaces and renting out rooms. The neighbor knows this because she has spoke with the previous
tenant that rented the apartment, she was moving out because of this change. There are at least 5
cars there on a regular basis, some park on the street which is a visual block for people coming out of
their driveways. CPS management Is managing the property.
9/9/2015 FIRE SAFETY VIOLATIONS 1049 Danby Rd CLOSED
Desc: Called for activated smoke detector. Found malfunctioning smoke detector in apartment. It was taken
down. There was no fire protection In the apartment, so IFD donated a smoke detector from IFD. It was
installed and tested. Owner was contacted and informed of problem. Could not reach any building
maintenance on the phone, so drove to the owners home and spoke with him in person. The smoke
detector In question was too old, there was not a manufacture date on the detector, which means that it
was over 10 years old, too old to be in sen/lce. It also had some charring on it where the power wires
attached. Fire department is wondering if the other detectors in this complex of apartments are the
same age and also need to be replaced.

Desc: single family home has been rented to large group of college students since the house sold in 2013. At
least 6 students residing there currently. They have bonfires on a regular basis. Neighbor spoke with a
mother of a student last year whose daughter rented the place with 6 other girls (7) but the mother said
no because there were too many people living there.
